According to construction experts, in the process of planning the development of the capital, there are a number of issues that need to be resolved such as: weak regional linkages and connections; development gaps between urban and rural areas; urban and housing development not yet linked to jobs and services; urban and rural spaces developing spontaneously, not according to planning.
Why is urban infrastructure not synchronous?
It is easy to see that in many districts of Hanoi today, urban infrastructure is not synchronous, overloaded, negatively affecting the socio-economic development environment; urban quality is low, the environment is polluted; and urban and rural development management faces many shortcomings.
Dinh Cong Ward (Hoang Mai District) with an area of 275.5 hectares, 3 urban areas, 29 high-rise apartment buildings, many key projects implemented according to the plan is one of the typical wards illustrating the above statement. This is a hot spot in the management of construction order and land management of Hoang Mai District, so the Standing Committee of Hoang Mai District Party Committee had to mobilize experienced and capable cadres to take on the positions of Ward Party Secretary, Vice Chairman of the Ward People's Committee in charge of economy and urban areas.
Currently, in Dinh Cong ward, there are still 42 alleys and lanes that need to be upgraded and renovated due to degraded road surfaces and inadequate drainage systems. In addition, there are up to 6 works such as: Ward Health Station, Memorial Area, Martyrs Cemetery, Ward Cultural Houses that have been degraded for a long time, voters have repeatedly reported to the National Assembly delegation, City People's Council, District People's Council... but have not been renovated.
One of the reasons why the district cannot use the budget for renovation and repair is because the land is in a slow-to-implement project area, the responsibility belongs to the investors of the approved projects. A typical example is the new urban area project expanding the North and Northwest of Dai Kim - Dinh Cong (100.9ha), which was approved by the Hanoi People's Committee for a 1/500 scale plan in 2018 but has been delayed, causing difficulties in land management and construction order management, and the urban appearance is shabby. The 2024 Capital Law has resolved these shortcomings when Chapter II on Urban Government Organization has been given more powers.
Article 11. People's Councils of districts, towns and cities under the City
"Decision on investment policy for group B and group C programs and projects using public investment capital in wards under the provisions of the Law on Public Investment" - (Clause D, Article 11, Law on Capital 2024).
Land management faces many difficulties
Dinh Cong urban area is 35 hectares wide, approved by Hanoi People's Committee in Decision No. 2819/QD-UB dated August 27, 1996 (later in 2005, adjusted according to Decision 225/2005/QD-UB dated February 16, 2005, scale 1/2000). Currently, people are only allowed to build 3 floors and 1 attic.
However, in the later planning of the area, many households were allowed to build higher buildings. This caused many residents (in the 35ha area) to question and request adjustments, and some households "broke the fence", making urban management more complicated and causing many violations.
Objectively, for many different reasons, up to now, with a population of over 50,000 people, land management in Dinh Cong ward is still facing many problems that can only be improved when digitized in accordance with the spirit of the Capital Law.
With 275.5 hectares, Dinh Cong ward currently has 53 cadastral maps, including 40 residential land maps and 13 agricultural land maps. Of the 2,980 residential land plots on the 1/500 scale planning map of Dinh Cong ward, there are still 1,473 land plots that have not completed the issuance of land use right certificates, although in 2023 - 2024, the ward and district authorities have made many efforts to resolve this.
Ensuring inheritance, unity and synchronization
With the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, which has just been approved, the above-mentioned shortcomings in Dinh Cong ward will be resolved, creating conditions for the ward to develop socio-economy, minimizing negative aspects in land management...
The change in planning thinking and decentralization in planning management in the spirit of the Capital Law 2024 must ensure continuity, unity, synchronization, no overlap, and no conflict with the national master plan, regional planning, and national sectoral planning, while also having breakthrough thinking and strategic vision to create new values. This is what the people and authorities at all levels of the Capital are expecting.
On March 14, 2025, the Standing Committee of Hoang Mai District Party Committee issued Directive 967-CV/QU on strengthening land management, public investment, urban management, construction order and ensuring security, safety and social order in Hoang Mai district.
Hoang Mai District People's Committee has convened two meetings with key officials to thoroughly grasp the tasks, considering this a key political task of 14 wards in the coming time.
