According to the program, this morning, November 20, on the first working day of the second session and also on Vietnamese Teachers' Day, the National Assembly discussed in the hall the draft Law on Teachers.
Speaking with Tuoi Tre, National Assembly delegates expect that the drafting of the Law on Teachers will not only honor and glorify teachers, but also create the best conditions and opportunities for teachers to develop and affirm their abilities and be paid fairly.
* Delegate TRAN QUOC TUAN (Tra Vinh):
Ensuring living standards, attracting good students into pedagogy
Salary and benefits are one of the key issues that the draft Law on Teachers needs to improve for teachers through policies, especially ensuring the living standards of teachers and attracting good students to the teaching profession. Because this is the most important field - the field of training useful people to serve society.
This draft Law on Teachers is introducing many policies to honor and improve the treatment of teachers, including working regimes, salaries and allowances.
One of the important proposals is to stipulate that teachers' salaries are ranked highest in the administrative career salary scale system. Along with that, teachers who are recruited and ranked for the first time will be ranked one salary level higher in the administrative career salary scale system.
This reflects the view that education is the "top national policy", aiming to attract and retain good teachers, meeting the needs of sustainable educational development in Vietnam. However, to ensure feasibility, the bill needs to stipulate specific monitoring mechanisms for these policies, avoiding the situation where regulations only exist on paper but cannot be implemented in practice.
Regulations on teachers' salaries and allowances also need to be clearer and more specific, such as seniority allowances and regional allowances, to ensure fairness and efficiency in budget allocation.

Breakthrough in delegating teacher recruitment authority to the Ministry of Education and Training
Notably, the draft Law on Teachers stipulates that the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with ministries, ministerial-level agencies, and provincial People's Committees to develop strategies, projects, development plans, and total staffing of teachers under their management authority to submit to competent authorities for decision.
This provision is one of the new points, different from the provisions in the Law on Civil Servants and other current related laws. This can be considered a reasonable solution to remove some shortcomings and obstacles in the current practice of teacher management.
Delegating authority to the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs will help the sector take the initiative in building strategies, projects, development plans, and total staffing of teachers under its management. From there, it will grasp the overall staff, forecast needs, and reasonably balance the stages of enrollment, training, recruitment, and timely and reasonable teacher regulation.
Only then can we overcome the local surplus and shortage of teachers that has been happening in practice in recent times. At the same time, we contribute to developing a team of teachers that ensures sufficient quantity, standard quality and uniform structure. Attract talented people to the teaching profession, retain talented teachers in the profession. On that basis, improve the quality of the national education system.
If approved and supported by the National Assembly, this will be one of the breakthrough policies of the draft Law on Teachers.
* Delegate Nguyen Thien Nhan (HCMC):
Create conditions for teachers to develop their capacity
The Law on Teachers, once passed, will create positive changes in the education sector, including general education, vocational education and higher education.
However, when considering the basis for law-making, it is necessary to supplement the basis of the 2019 Education Law, the 2014 Vocational Education Law, and the 2013 Higher Education Law as a basis for building the draft Law on Teachers.
The draft law needs to have specific regulations and policies to create conditions for teachers to promote their capacity and contribute to the development of educational institutions.
It is necessary to note the regulations on the responsibility of the head of the educational institution in creating conditions in terms of facilities, teaching tools... for teachers to perform their duties. The education sector has the characteristic that teachers do not work for a higher position. Basically, teachers who teach a subject will teach that subject for life, with no motivation to get promoted.
Therefore, there needs to be a mechanism to recognize and respect these teachers. It could be a policy to create conditions for teachers to improve their qualifications and recognize their contributions and dedication to the education cause.

Bringing the teaching profession back to its noble status
What I am most concerned about in the bill is that there should be specific regulations to address the difficulties of teachers facing the whirlwind of socialization in the education sector, especially the negative aspects that are taking place.
In recent times, the education sector has faced difficulties and the spirit of respecting teachers has somewhat diminished. There are still many teachers who cannot live on their salaries, especially young teachers and newly graduated pedagogical students...
Therefore, there needs to be more policies to attract students in the education sector as well as policies to support and reward teachers who are committed to the profession, especially teachers in remote areas.
Along with that, there should be an attractive salary policy to attract talents to the education sector. We must build mechanisms and policies to restore the teaching profession to its noble status, and teachers to be more respected by society.
