In accordance with the spirit of Decree 60 of the Government that has just been issued, pedagogical students will be provided with timely funding to study with peace of mind, thereby improving the quality of the teaching staff. The new regulation will be applied starting from the 2025-2026 school year.
Many problems from reality
The Ministry of Education and Training (MOET) said that after 3 years of implementation, Decree 116 has many new points compared to before, contributing to attracting many excellent students to register to study and contribute to the education sector.
It can be seen that the advantages stipulated in Decree 116 include: Pedagogical students are supported with tuition fees and living expenses; provinces and centrally-run cities are assigned responsibility/tasks in ordering or bidding for training pedagogical students. Students who are recruited according to assigned quotas but are not subject to ordering, assigning tasks, or bidding are still entitled to support policies under the category of "training according to social needs"; along with that is the responsibility of students after graduation to work for a certain period of time in the education sector, otherwise they will have to repay the support funds.
Looking back at 3 years of implementing Decree 116, the reality shows that the number of candidates and parents interested in teacher training majors has increased; the rate of candidates registering for admission, the admission score and the rate of candidates enrolling in teacher training majors have increased sharply in relation to other majors and training fields; the quality of teacher training has been improved day by day.
However, the Ministry of Education and Training also found that the implementation of Decree 116 has encountered some problems such as: Localities committed to placing orders but did not do so, leading to delays in payment of funds; regulations on bidding for teacher training do not have specific instructions; some localities have difficulties and do not have enough funds to support student teachers; the training of student teachers and the recruitment of students after graduation into the education sector are not synchronized; there are no detailed instructions on monitoring and reimbursement of funds...
Timely solution
In order to resolve the above problems, Decree 60/2025/ND-CP amending and supplementing a number of articles of Decree 116/2020/ND-CP, dated September 25, 2020 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students was promptly issued.
In particular, the notable new point is to overcome the situation where pedagogical students do not receive or are slow to receive support policies. Specifically, Decree 60 adjusts the regulations on the method of financial support for pedagogical students, in which the State supports pedagogical students by assigning budget estimates according to budget decentralization; in cases where localities have a need for teachers to be implemented in the form of assigning tasks or placing orders, the task of teacher training will be assigned to affiliated teacher training institutions or placing orders for teacher training with training institutions. With this regulation, pedagogical student training institutions and pedagogical students will be provided with timely and more adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.
Along with that is the clarification of the responsibility to ensure funding to implement the support policy for pedagogical students. Decree No. 60 additionally clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially the clarification of the responsibility to ensure funding to implement the support policy for pedagogical students.
Most importantly, the new Decree helps to remove obstacles in the mechanism for implementing support policies for student teachers. That is, localities have two ways to create a source of teachers: assigning tasks or placing orders, no longer using bidding.
According to the Ministry of Education and Training, eliminating the bidding method is in line with reality and also in line with Government regulations on assigning tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources.
