Khanh Hoa Pedagogical Students Not Paid for Study Support for 3-4 Years

Many pedagogical students in Khanh Hoa, who have committed to work according to regulations, have not received monthly living and study allowances according to Government regulations for the past 3-4 years.

Many parents whose children are students studying pedagogy at Khanh Hoa University have questioned and reflected that it has been 3-4 years since they enrolled, but their children have not received any monthly living and study support during their time at the school according to Government regulations.

Government regulations on learning support for pedagogical students

That is the regulation on the policy of supporting tuition fees and living expenses for pedagogical students, in Decree 116/2020/ND-CP (effective from November 15, 2020) applied starting from the enrollment period of the 2021-2022 school year.

The above Decree stipulates that teacher training students are supported by the State with tuition fees equal to the tuition fees of the teacher training institution where they study and are supported by the State with 3.63 million VND/month to cover living expenses during their time studying at school.

However, a series of students studying pedagogy at Khanh Hoa University from the 2022-2023 school year to date have not yet received payment for living and studying expenses according to the above regulations.

Responding to questions from parents, leaders of Khanh Hoa University said that the number of pedagogical students who have not been paid monthly living allowances according to the above Government regulations are part of the "training quota according to social needs" that the Ministry of Education and Training has announced the number of enrollment quotas for teacher training programs for the school.

Specifically, according to the training quota announced by the Ministry, Khanh Hoa University has recruited 120 pedagogical students to train teachers for the 2022-2023 training course.

Of which, each course has 86 students in the training quota assigned by the province and 34 students in the training quota according to social needs.

According to Decree 116, all students majoring in education who have a "request for and commitment to reimbursement of tuition and living expenses" according to the form and are reviewed and approved by the school will receive support for tuition and monthly living expenses (VND 3.63 million/month).

However, Khanh Hoa province only approved funds to pay tuition and living expenses for teacher training students within the training quota assigned by the province.

The remaining 26 students who were trained according to social needs in the two courses above all had "applications for tuition and living expense reimbursement and commitments" reviewed and approved by the school, but the province did not approve the funds to pay the support amounts according to Government regulations.

Therefore, up to now, the 26 pedagogical students mentioned above have not received any monthly living and study expenses (VND 3.63 million/month).

Of which, 13 pedagogical students of the 7th course have not received payment for living and studying expenses for a total of 33 months (from 2022 - 2025), 13 pedagogical students of the 8th course have not received payment for studying expenses for a total of 24 months (from 2023 - 2025).

Khanh Hoa Department of Finance does not submit additional funding for student payments

Khanh Hoa University has repeatedly requested the Department of Finance to appraise and submit to the Provincial People's Committee for approval of additional funding to pay for tuition support according to Government regulations for 26 pedagogical students of the above courses (totaling nearly 2.69 billion VND, from 2022 to 2025).

However, Khanh Hoa Provincial Department of Finance said that there was no basis to submit to the Provincial People's Committee to supplement funding as requested by Khanh Hoa University.

Therefore, up to now, the number of pedagogical students mentioned above have not yet received monthly study support payments according to Government regulations that have been applied and implemented nationwide since the 2021-2022 school year.
