Removing obstacles in the implementation mechanism of support policies for pedagogical students

(To Quoc) - The Government has just issued a Decree regulating the policy of supporting tuition fees and living expenses for pedagogical students with new points to remove obstacles in the mechanism of implementing support policies for pedagogical students.


On March 3, 2025, the Government issued Decree No. 60/2025/ND-CP (Decree 60) amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 (Decree 116) regulating policies to support tuition fees and living expenses for pedagogical students.

Decree No. 60 was issued to overcome limitations and difficulties in the implementation of Decree No. 116, while continuing to inherit the results achieved in implementing support policies, attracting excellent and dedicated students to study and work, and contributing to the education sector.

Decree 60 has been issued with some notable new points.

Overcoming the situation where pedagogical students do not enjoy or are slow to enjoy support policies

Decree 60 regulates the method of financial support for pedagogical students, in which the State supports pedagogical students by assigning budget estimates according to budget decentralization; in cases where localities have a need for teachers that need to be assigned tasks or placed orders, the task of teacher training will be assigned to affiliated teacher training institutions or teacher training orders will be placed with teacher training institutions.

With this regulation, training facilities for pedagogical students and pedagogical students will be funded more promptly and adequately, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.

Clarifying the responsibility for ensuring funding to implement support policies for pedagogical students

Decree No. 60 additionally clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially clarifying the responsibility of ensuring funding to implement support policies for pedagogical students.

Decree 60 also provides more detailed instructions on the procedures for paying refunds in cases where refunds are required according to regulations; the responsibilities of teacher training institutions, agencies assigning tasks, and ordering pedagogical students in coordinating with agencies and individuals in paying support funds and recovering refunds; and the responsibilities of learners in fulfilling their commitment to refund funds.

Support disadvantaged localities; ensure all pedagogical students enjoy policies

Decree No. 60 supplements the provision: The budget for implementing the policies in this Decree is balanced in the annual state budget expenditure estimates according to the current management decentralization. The central budget supports local budgets in implementing policies according to the principle of targeted support from the central budget to local budgets in implementing social security policies issued by competent authorities applicable for each period.

At the same time, Decree No. 60 also adds a transitional provision, according to which "The central budget supports local budgets to implement support policies for pedagogical students from the 2021-2022 school year to the end of the 2024-2025 school year according to the principle of targeted support from the central budget to local budgets to implement social security policies issued by competent authorities applicable for each period".

This regulation overcomes the situation where some localities cannot balance their budgets to implement support policies for pedagogical students, while ensuring compliance with the provisions of the 2019 Education Law.

Removing obstacles in the implementation mechanism of support policies for pedagogical students

To remove obstacles in the implementation of Decree 116, ensure proper guidance in Article 85 of the 2019 Law on Education and implement timely support policies for pedagogical students, Decree No. 60 stipulates: Implement support methods for pedagogical students trained in the form of budget allocation (training method according to social needs in Decree 116).

At the same time, Decree No. 60 still stipulates the method of assigning tasks and ordering training for pedagogical students so that localities have the conditions to implement; eliminate the bidding method in higher education to comply with the provisions of Decree 32/2019/ND-CP dated April 10, 20219 of the Government regulating the assignment of tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources and the actual implementation process.

Ensure feasibility in case of recovery of support funds

Decree No. 60 amends and supplements a number of contents that specifically stipulate the responsibilities of agencies and units to ensure feasibility in fully recovering funds to support tuition and living expenses for pedagogical students who are required to refund tuition and living expenses according to regulations, specifically as follows:

The People's Committee of the province where the student registers permanent residence shall monitor, guide, and issue a notice to recover the support fund so that the student teacher can fully pay back the amount to be refunded according to the provisions of Article 8 of Decree 116 and Decree 60.

For pedagogical students receiving financial support in the form of assignment or order placement who are subject to reimbursement of funds as prescribed in Clause 1, Article 6 of Decree 116, the agency assigning the assignment or order placement shall monitor, guide, and issue a notice of recovery of support funds so that pedagogical students can pay back the funds as prescribed in Article 8 of Decree 116 and this Decree.

Within the time limit for performing the obligation to reimburse the costs, the student must pay the reimbursed amount to the training institution or the agency that placed the order or assigned the task (for students who are subject to the order or assigned the task).

Teacher training institutions, ordering agencies, and agencies assigning tasks to pay the amount recovered from pedagogical students to the state budget according to the provisions of Article 7 of Decree No. 11/2020/ND-CP dated January 20, 2020 of the Government regulating administrative procedures in the field of state treasury and according to the provisions of the State Budget Law on management of recovered amounts paid to the budget./.
