Regarding the stock market manipulation case that occurred at FLC Group Corporation , the defendant Trinh Van Dai (born in 1966, cousin of Mr. Trinh Van Quyet) was also proposed to be prosecuted for the crime of Stock Market Manipulation. According to the investigation conclusion, Mr. Dai was held the position of Deputy Head of the Materials Department of FLC Land LLC, concurrently Deputy General Director of FLC Faros Construction JSC.

The defendant lent Ms. Trinh Thi Minh Hue (sister of Mr. Trinh Van Quyet, general accountant of FLC Group Joint Stock Company) her personal documents, signed related papers and documents to establish 3 companies and was the legal representative of these 3 companies.

As a representative of 3 companies and an individual, Mr. Dai signed documents and procedures for Ms. Hue to use to register and manage 33 securities accounts to manipulate the stock market for 4 stock codes HAI, GAB, ART and FLC.

As a representative of 3 companies, Mr. Dai also signed 110 fake documents for deposit, transfer and withdrawal of money with a total value of more than 1,469 billion VND for Ms. Hue to use to conduct transactions to manipulate the 4 above-mentioned securities codes. Mr. Dai's actions were determined by the Investigation Police to have helped Mr. Trinh Van Quyet illegally profit more than 684 billion VND.

Authorities searched Mr. Trinh Van Quyet's workplace on the evening of March 29, 2022.

At the investigation agency, Mr. Dai admitted his actions but did not admit knowing that Ms. Hue was manipulating the stock market. The investigation agency believes that Mr. Dai himself is a relative, has knowledge of the securities field, signed large documents forgery, and has worked for many years in companies in the FLC Group ecosystem, so he must have known that Ms. Hue's actions were illegal.

According to the investigation agency, Mr. Dai's failure to fully confess his crimes and those of his accomplices has made the investigation difficult.

Regarding the case, Mr. Nguyen Van Manh (born in 1977, brother-in-law of Mr. Trinh Van Quyet), an employee of the supplies department of FLC Land Company Limited, was determined to have lent Ms. Hue personal documents, signed related papers and documents to establish or be the legal representative of 2 companies.

As a representative of 2 companies and an individual, Mr. Manh signed documents and procedures for Ms. Hue to use to register, open and manage 43 securities accounts, and open 10 bank accounts linked to the securities accounts.

Ms. Hue used the above securities accounts to manipulate the stock market for 4 stock codes: FLC, GAB, HAI, ART. As a representative of 2 companies and individuals, Mr. Manh signed 115 documents to transfer and withdraw money with a total of 1,875 billion VND for Ms. Hue to use for transactions to manipulate, helping Mr. Trinh Van Quyet illegally gain more than 684 billion VND.

According to the investigation agency, Mr. Manh played a supporting role for Mr. Trinh Van Quyet and Ms. Hue. Although the defendant did not admit to knowing that the signing of fake documents was for Ms. Hue to use to manipulate the stock market, Mr. Manh himself is Mr. Quyet's brother-in-law, signed a large number of fake documents, and was an employee of FLC Land Company for many years, so it cannot be said that the defendant did not know.

During the investigation, Mr. Manh only honestly confessed to signing false documents to help Ms. Hue, but did not fully confess his and his accomplices' crimes, making the investigation difficult.

A series of relatives of Mr. Trinh Van Quyet have the same criminal behavior.

In connection with the case, in addition to the defendants Dai and Manh, a series of other relatives of former FLC Chairman Trinh Van Quyet were proposed to be prosecuted for the crime of Stock Market Manipulation. They include:

Trinh Van Nam (born in 1991, nephew of Mr. Trinh Van Quyet, son of Mr. Dai, employee of Tre Viet Aviation Joint Stock Company); Trinh Thi Thanh Huyen (born in 1977, cousin of Mr. Trinh Van Quyet, employee of FLC Investment and Development Joint Stock Company); Nguyen Thi Hong Dung (born in 1972, relative of Mr. Quyet); Trinh Tuan (born in 1984, nephew of Mr. Quyet, Head of Materials Department of FLC Land Company Limited); Nguyen Thi Nga (born in 1987, nephew of Mr. Quyet, accountant of FLC Group Joint Stock Company); Hoang Thi Hue (born in 1992, niece of Mr. Quyet, specialist of FLC Digital Trading and Services Joint Stock Company); Do Thi Huyen Trang (born in 1987, niece of Mr. Quyet, accountant of FLC Group Joint Stock Company).

The above defendants lent Ms. Hue personal papers, signed related papers and documents to establish or represent companies; signed procedures to register to open and manage securities accounts, bank accounts linked to securities accounts for Ms. Hue to use to manipulate the stock market with securities codes belonging to the FLC group, and gain illegal profits.

The actions of the above defendants were determined by the Investigation Police to be accomplices with Ms. Hue and Mr. Trinh Van Quyet in the crime of Manipulating the Stock Market.

According to the investigation agency, these defendants only confessed to part of their crimes, but did not confess to all of their accomplices, making the investigation difficult. The reason for the violation was that they were relatives of Mr. Trinh Van Quyet. They did not benefit from the illegal acts, but only received salaries.

For subjects belonging to State securities management agencies, auditing companies and related companies showing signs of violations, the Ministry of Public Security's Investigation Agency will continue to investigate and handle them according to the provisions of law.
