On the morning of July 19, Deputy Secretary of the City Party Committee Nguyen Van Phong chaired the Inspection Delegation to inspect the leadership, direction and implementation of Directive No. 24-CT/TU, dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City" in Chuong My district.
Also attending were Standing Committee Member of the City Party Committee, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
Disseminate and propagate to more than 11,300 cadres and party members
Reporting at the meeting, Standing Deputy Secretary of the Chuong My District Party Committee Trinh Tien Tuong said that, implementing the direction of the City Party Committee, the District Party Committee organized an online conference to disseminate and deploy Directive 24-CT/TU to 32 communes and towns with an attendance rate of 99.2%. By the end of September 2023, 100% of the Party Committees and Party Cells under the District Party Committee had completed the implementation of research, study, dissemination and propaganda to more than 11,300 cadres and party members in the entire district.
The Standing Committee of the District Party Committee established 2 delegations (1 surprise inspection delegation for 10 units, 1 supervision delegation for 1 party organization and 2 party members) to implement Directive 24-CT/TU and Directive 39-CT/HU. The Standing Committee of the District Party Committee reviewed and disciplined 3 organizations and 4 party members. The Inspection Committee of the District Party Committee reviewed and disciplined 29 party members who violated, of which 3 party organizations and 22/23 party members violated with manifestations according to the Appendix of Directive 24-CT/TU and Directive 39-CT/HU.
With the spirit of encouraging cadres to have innovative and creative thinking, boldly propose ideas; remove and clear bottlenecks to break through and solve practical bottlenecks, the Standing Committee of the District Party Committee has gradually arranged and built a team of leaders and managers to meet the requirements.
From August 2023 to present, the Standing Committee of the District Party Committee has transferred and changed the working positions of 51 leaders and managers, of which 21 comrades were transferred and changed their working positions in accordance with Directive 24-CT/TU. The District People's Committee has transferred the working positions of 5 commune-level land and construction officials; 16 Vice Chairmen of Commune People's Committees; and 21 officials managing a number of schools.
The district has promoted the application of IT in internal management and operation; deployed the development of digital infrastructure, digital data, and enhanced the application of public services. The rate of administrative procedure settlement records via online public services at the district level reached 63.3% and at the commune level reached 49.58%. By July 11, 2024, 100% of district officials and civil servants had installed the application "Citizens of the Digital Capital - iHanoi".
The work of receiving citizens, resolving petitions and urgent cases in the area has been carried out seriously. In 2023 and the first 6 months of 2024, the whole district organized 45 dialogue conferences, of which 5 were at the district level and 40 were at the commune level. From August 2023 to the end of May 2024, the District Party Committee Secretary received citizens for 10 days, 30 times/33 people with 34 cases. As a result, he directed the review and settlement of 18/22 cases under his authority, reaching 81.1%. The district leaders received 508 citizens. As a result, 108/144 cases under his authority were reviewed and settled, reaching 75%, with 36 cases still being settled.
Speaking at the inspection, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha requested the district to clarify difficulties and obstacles in decentralization and delegation of authority. Review and evaluate more specifically the work of rotating cadres. Regarding some manifestations according to Appendix of Directive 24-CT/TU, the district is requested to clarify and specify the manifestations and thoroughly resolve complicated and prolonged cases. In addition, review the index points in the assessment of administrative reform to improve rankings; tighten administrative discipline and order.
Be more courageous in implementing tasks
Concluding the inspection, Deputy Secretary of the City Party Committee Nguyen Van Phong acknowledged that the district had seriously and fully implemented Directive 24-CT/TU and achieved initial results; had paid attention to reviewing, supplementing, and perfecting the working regulations, functions, and tasks of organizations and agencies.
The Deputy Secretary of the City Party Committee also highly appreciated the implementation of inspection and supervision work to promote discipline and order of Party committees at all levels in the district. Strictly implement contact and dialogue with the people, pay attention to resolving petitions. The district also has made progress in implementing IT applications and digital transformation.
However, along with the above results, the Deputy Secretary of the City Party Committee also frankly pointed out that the district is still at the bottom of the city's TOP. Many ranking indexes have been at the bottom for many years, including the administrative reform index, and there are still many potential hot spots. The initiative, dynamism, and enthusiasm of officials at all levels are still limited. The economic structure of the district has shifted but is still slow...
From there, the Deputy Secretary of the City Party Committee requested the district to continue to propagate the implementation of Directive 24-CT/TU in conjunction with other directives and resolutions. Especially in conjunction with the preparation process for Party Congresses at all levels so that each cadre and party member, especially the leaders, must be more enthusiastic, determined, and bold in carrying out their tasks.
At the same time, learn from the experiences of units and localities that have good practices, from very specific tasks. In particular, it is necessary to redefine the most important tasks at this time and in the coming period to clarify the long-term development orientation.
In addition, review and re-evaluate the entire staff to prepare for three tasks: Prepare for Party Congresses at all levels, prepare staff for the coming period. Maximum focus must be placed on overcoming the limitations and weaknesses pointed out. In particular, it is necessary to regularly inspect, urge, adjust, consult and learn from other localities. In addition, it is necessary to promote the functions and tasks of the People's Council, the Fatherland Front and mass organizations in inspection and examination, associated with the good implementation of the Law on Democracy at the Grassroots Level.
