According to the decision, the land area for research and urban design of the area around Thien Quang Lake has an area of about 11.7 hectares. The northern area borders the red line north of Nguyen Du Street; the western area borders the red line west of Tran Binh Trong Street; the eastern area borders the red line east of Quang Trung Street; the southern area borders the red line south of Tran Nhan Tong Street.
Establishing a separate urban design for the area around Thien Quang Lake, Hanoi
Regarding the urban design research area, it is about 20.4 hectares. The northern area is taken according to the administrative boundary of Hai Ba Trung district, the area of the land plot with 1-2 layers of houses and a distance of 30-50m from the red line of Nguyen Du street; the western and eastern areas are taken from the land plot with 1-2 layers of houses and a minimum area of 50m from the red line of Tran Binh Trong street and Quang Trung street; the southern area is taken from the minimum area of 50m from the red line of the southern side of Tran Nhan Tong street and the Central Circus land.
According to the City People's Committee, the goal of the separate urban design of the area around Thien Quang Lake is to propose solutions to organize harmonious architectural landscape space between the newly built area and the renovated and embellished area, and to study the location of architectural highlights to create the urban face.
For projects adjacent to the roads around Thien Quang Lake, propose solutions to improve the project in terms of signs, billboards, project colors...
The city requires organizing landscape space, walking space, cultural space in Tran Nhan Tong street area (section from Quang Trung street to Tran Binh Trong street connecting to the North pillar of Thong Nhat park); renovating trees, walking paths, urban utilities and technical infrastructure system in the area around Thien Quang lake;
Organizing landscape space, preserving the campus of the ranked relic cluster of Quan Hoa pagoda, Thien Quang pagoda, Phap Hoa pagoda, at the same time promoting the architectural, artistic and scenic values of the relic, developing culture and spirituality in Hai Ba Trung district;
Synchronously connect the underground and above-ground technical infrastructure systems of the project with the general technical infrastructure system of the area; Connect the investment and construction projects that have been and are being deployed, on the basis of compliance with approved planning in the area;
Propose regulations on management and guidelines for conservation, renovation and embellishment of works and key areas on the route as a basis for local authorities to manage construction according to regulations.
The City People's Committee assigned the Hai Ba Trung District People's Committee to be the agency to organize the preparation of the urban design project. The time for preparing the urban design project shall not exceed 6 months from the date the urban design task is approved (not including the time to seek opinions from the Urban Planning Appraisal Council, Hanoi City Construction Planning; relevant agencies, organizations, and communities).
