Baoquocte.vn. On the morning of October 18, the People's Committee of Hai Ba Trung District, Hanoi City, organized the installation of a signboard to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024) for the Thien Quang Lake flower garden project.
Attending the plaque-mounting ceremony were Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan, Head of the Steering Committee of Program No. 03-Ctr/TU dated March 17, 2021 of the City Party Committee; Deputy Secretary of the City Party Committee Nguyen Van Phong; Members of the Standing Committee of the City Party Committee: Head of the City Party Committee's Propaganda Department Nguyen Doan Toan; Vice Chairman of the City People's Committee Duong Duc Tuan and leaders of Hai Ba Trung district.

Reporting at the plaque-mounting ceremony, Vice Chairman of the District People's Committee Nguyen Manh Hung said that the project was approved by the District People's Council in the investment policy in Resolution No. 58/NQ-HDND dated December 15, 2022.
The project has a total approved investment of more than 88.7 billion VND, of which the construction cost is 67.1 billion VND, and officially started construction on February 5, 2024.
During the project implementation process, there were many difficulties due to having to handle arising issues during the construction of technical infrastructure items to ensure synchronous construction and overall connection of items.
In addition, in September 2024, storm No. 3 with strong winds and heavy rain affected the project construction process.
As a result, on October 7, the project was completed and handed over for use (120 days ahead of schedule), promptly meeting the needs of cultural, sports and health training space for the people and completed in time to celebrate the 70th anniversary of the liberation of the Capital, bringing great significance to the socio-economic, cultural and educational development of Hai Ba Trung district.
Speaking at the plaque-mounting ceremony, Chairman of Hai Ba Trung District People's Committee Nguyen Quang Trung praised the efforts of the district's departments, agencies, and sectors, Nguyen Du Ward, contractors, and units participating in the project implementation, as well as the consensus and support of the people during the project implementation process.
At the same time, he requested the Construction Investment Project Management Board and units participating in the project implementation process to implement the warranty process in accordance with regulations.
The Chairman of Hai Ba Trung District People's Committee assigned Nguyen Du Ward People's Committee to develop and implement a plan to ensure urban order, environmental sanitation, and promote post-investment efficiency; mobilize and propagate local people to join hands in maintaining a bright, green, clean, beautiful, and civilized landscape; assign departments, branches under the district and related units to speed up the implementation of projects to restore and embellish the relic cluster of Quang Hoa Pagoda, Thien Quang Pagoda, and Phap Hoa Pagoda; the project to renovate and upgrade Thong Nhat Park according to decentralization, in accordance with the city's direction to ensure quality and required time.
Speaking at the plaque-mounting ceremony, Vice Chairman of the City People's Committee Duong Duc Tuan said that, implementing Program No. 03-Ctr/TU dated March 17, 2021 of the City Party Committee on "Urban beautification, urban development and urban economy of Hanoi city in the period of 2021-2025", throughout Hanoi, the renovation and upgrading of parks and flower gardens is being focused on in a synchronous and modern direction and has achieved many positive results.
The investment project to build the Thien Quang Lake flower garden was organized with a signboard as one of the very meaningful projects, along with the creation of open spaces with many themes and topics for each activity, the project maximizes the value of the architectural landscape system with trees, especially as well as promoting the cultural and historical values in the area, contributing to better serving the people and tourists coming to Hanoi city and Hai Ba Trung district.
Mr. Duong Duc Tuan emphasized: "The renovation, upgrading and overall completion of the Thien Quang Lake park and flower garden project is very important, combined with the renovation and upgrading of the Youth Palace project to create a valuable space complex, connecting with the Thong Nhat Park space and the walking space of Tran Nhan Tong street to create a complete, high-quality complex."
According to Vice Chairman of the City People's Committee Duong Duc Tuan, the completion of the project ahead of schedule to put it into operation continues to affirm the efforts, endeavors and responsibilities of the entire political system and people of Hai Ba Trung district in implementing the goals and programs of the City Party Committee, implementing the resolutions of the 17th City Party Congress and the Resolution of the 26th Hai Ba Trung District Party Congress.

Mr. Duong Duc Tuan suggested that Hai Ba Trung district continue to research and make efforts to enhance the cultural and landscape values of the area, while focusing on implementing and completing investment projects such as: renovating, upgrading, and beautifying Thong Nhat Park; restoring, renovating, and embellishing the relic cluster of Quang Hoa Pagoda, Thien Quang Pagoda, Phap Hoa Pagoda, etc. to create a cultural space, a green space, friendly and close, harmoniously connected with the walking space of Tran Nhan Tong Street.
In particular, developing this area into a cultural, artistic and community exchange center of Hai Ba Trung district in particular and Hanoi city in general, contributing to building a bright, green, clean, civilized, modern and rich-in-identity Hanoi city.
At the ceremony, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan presented the Decision to recognize the project to put up a signboard to celebrate the 70th anniversary of the Liberation of the Capital and presented flowers to congratulate Hai Ba Trung district.
On this occasion, Vice Chairman of the City People's Committee Duong Duc Tuan awarded Certificates of Merit from the Chairman of the City People's Committee to collectives and individuals with achievements in the project implementation process.
