Establishment of Council to appraise the Project to establish Hue city under the Central Government

This is the main content of Decision No. 926/QD-TTg dated August 30, 2024 on the establishment of the Appraisal Council for the Project to establish Hue City under the central government, which has just been signed and issued by Prime Minister Pham Minh Chinh.

The Council members are representatives of the Government Office and the Ministries of: Home Affairs; Construction; Planning and Investment; Natural Resources and Environment; Justice; Transport; National Defense; Public Security; Finance; Culture, Sports and Tourism; Labor - Invalids and Social Affairs; Health; Education and Training; Industry and Trade; Agriculture and Rural Development.

According to the Decision, the Appraisal Council operates part-time and will dissolve itself after the Project to establish Hue City under the Central Government is approved by the Government. The Ministry of Home Affairs is the Standing Body of the Council, synthesizing and drafting the Council's appraisal results to ensure compliance with legal regulations and reporting to the Chairman of the Council.

The operating expenses of the Appraisal Council are provided by the state budget, arranged in the regular expenditure estimates of the Ministry of Home Affairs and are managed and used in accordance with the provisions of the law on the state budget and other relevant legal documents.

On December 30, 2023, the Prime Minister issued Decision No. 1745/QD-TTg approving the Planning of Thua Thien - Hue province for the period 2021 - 2030, with a vision to 2050.

The plan sets the goal that by 2025, Thua Thien - Hue will become a centrally-run city; by 2030, it will be a typical heritage urban area of Vietnam; one of the large, unique centers of Southeast Asia in terms of culture, tourism and specialized healthcare; one of the country's major centers of science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong marine economic center of the country; national defense and security are firmly ensured; the material and spiritual life of the people reaches a high level.

Thua Thien - Hue aims to have an average economic growth rate (GRDP) of 9 - 10%/year by 2030; GRDP per capita of 6,000 USD; urbanization rate of about 70%; be among the leading groups in the country in terms of Provincial Competitiveness Index (PCI) and Administrative Reform Index (PAR Index); poverty rate of less than 1%, 100% of people with insurance cards, 100% of communes meeting new rural standards.

Vision to 2050, Thua Thien - Hue becomes a centrally-governed city with cultural characteristics, heritage, green, Hue identity, smart, sea-oriented, adaptive and sustainable; a large urban area in the group with high economic development level in the country; a festival city, a center of culture - tourism, education, science and technology, specialized healthcare of the country and Asia; a safe, friendly and happy destination.

Thua Thien - Hue forms 3 urban centers, including: Central urban area (including Hue city, Huong Thuy district, Huong Tra town), Northwest urban area (including Phong Dien - Quang Dien - A Luoi town), Southeast urban area (including Phu Vang, Phu Loc, Nam Dong districts). The province develops North - South, East - West economic corridors and coastal urban areas; dynamic centers: Hue city, Chan May - Lang Co economic zone and Phong Dien Industrial Park.

Developing Thua Thien - Hue's economy towards modernity, green economy, digital economy, sustainability, with advantages in the service - industry - agriculture structure associated with the specific development space of the centrally-run city on the basis of preserving and promoting the values of cultural and natural heritages, especially the Complex of Hue Monuments; forming a central urban area with two development axes and dynamic urban areas; creating traffic corridors associated with the North - South, East - West economic corridors and coastal urban areas, promoting intra-regional connectivity.

At the conference to announce the planning of Thua Thien - Hue province for the period of 2021 - 2030, with a vision to 2050 and promote investment in Thua Thien - Hue province in 2024, Prime Minister Pham Minh Chinh emphasized that the implementation of the provincial planning must ensure compliance and synchronization; in accordance with the national master plan, regional planning, and sectoral planning; focus on coordinating with ministries and sectors to complete procedures on the Project to establish a centrally-run city, and report to the Government to submit to the National Assembly.

The head of the Government requested the province to always innovate its thinking and development vision, exploit internal resources to the maximum, promote historical and cultural traditions; promote public-private cooperation, take public investment as the leading factor in private investment; promote investment in strategic infrastructure, especially transport infrastructure and urban infrastructure.
