From January 1, 2025, Hue has become the 6th centrally-governed city in Vietnam, and the first centrally-governed city with the characteristics of a “heritage city” in the country. With its rich history and unique culture, Hue is ready to become a green, modern, livable city, while maintaining its cultural identity, making a strong contribution to the overall development of the country. Hue City, located on the poetic Huong River, is one of the most famous cities in Vietnam with a rich history and unique culture. As the ancient capital of the Nguyen Dynasty, Hue not only possesses ancient beauty but is also a world cultural heritage center recognized by UNESCO.
Hue Monuments Complex - World Cultural Heritage.
Hue is associated with important historical relics of the Vietnamese people. The most prominent is the Complex of Hue Monuments, including the Hue Imperial City, the tombs of the Nguyen Kings and the system of ancient temples and pagodas. These works not only reflect the development of royal architecture but also demonstrate the harmonious combination between humans and nature. In particular, the system of mausoleums, such as Tu Duc Tomb, Minh Mang Tomb or Khai Dinh Tomb are considered artistic masterpieces, not only because of the sophistication of the architecture but also because of the profound philosophical value in every design detail. The city also owns Hue Royal Court Music, recognized by UNESCO as an Intangible Cultural Heritage of Humanity. This is a type of music that served in the Nguyen Dynasty's royal court ceremonies, reflecting the pinnacle of Vietnamese art and culture. Not only that, Hue also preserves hundreds of communal houses, pagodas and traditional craft villages, such as Lang Son painting village, Phu Vang pottery village and Bai Tho conical hat village..., contributing to creating a vivid picture of the countryside. In addition to Hue royal court music, Hue also possesses many other intangible cultural values such as royal festivals, religious ceremonies and traditional dishes that have become tourism brands accompanying the heritage. This richness has helped Hue become a unique heritage and cultural tourism center not only of Vietnam but also of the region.
From January 1, 2025, together with Hanoi, Ho Chi Minh City, Hai Phong City, Da Nang City and Can Tho City, Hue will become the 6th centrally-governed city of Vietnam.
In addition, Hue is also famous for the Perfume River and Ngu Binh Mountain - natural symbols closely associated with the culture and soul of the people here. These landscapes are not only a source of inspiration for art and poetry but also an important factor creating a unique attraction for Hue tourism. With these values, in recent years, Hue city has made great efforts in preserving and promoting heritage values; at the same time strongly developing tourism. Local authorities have implemented many heritage conservation programs associated with socio-economic development. Improving tourism infrastructure, developing community tourism products and raising people's awareness of heritage values are important factors helping the city to grow further. In particular, the combination of ancient and modern features has helped Hue maintain an important role on the Vietnam tourism map. Major cultural festivals such as Hue Festival, Ao Dai festival and street art activities have contributed to promoting the city's image to the world.
Hue is the only place in Vietnam and Southeast Asia that has 8 UNESCO-recognized heritages (6 heritages of Hue alone and 2 heritages shared with other localities).
It can be seen that Hue is a living proof of the combination of heritage conservation and modern development. With continuous efforts, the city is gradually affirming its position as a leading heritage city not only in Vietnam but also in the international arena.
On the evening of December 29, 2024, at Ngo Mon Square, Hue City, National Assembly Chairman Tran Thanh Man attended the announcement ceremony of Resolution No. 175/2024/QH15 of the National Assembly on the establishment of Hue City under the Central Government. National Assembly Chairman Tran Thanh Man stated that in the history of national construction and development, Hue City has always held a particularly important role and position; it is the gateway to the East-West economic corridor; one of the major centers of culture, tourism, education - training, and specialized healthcare; a growth pole of the Central dynamic region and has a key position in terms of national defense and security of the whole country.
National Assembly Chairman Tran Thanh Man attended the ceremony to announce the National Assembly's Resolution to establish Hue city under the Central Government.
Hue is a land of unique culture and civilization, the only place in Vietnam and Southeast Asia that has 8 heritages recognized by UNESCO (6 heritages of Hue alone and 2 heritages shared with other localities), including the World Heritage recognized by UNESCO since 1993 - Hue Monuments Complex and becoming an official member of the international heritage network. This is the factor, the specific standard of the first centrally-governed city with the nature of a "heritage city" in Vietnam. Looking back on the journey of construction and development, Hue has made great efforts to "transform" and has achieved many extremely important results. Hue has built an urban model in the direction of a heritage city, ecology, and environmentally friendly landscape; formed and developed cultural and tourism centers, multi-disciplinary and multi-field education and training centers, and specialized medical centers of the region and the whole country. Along with that, the work of preserving and promoting heritage values has achieved many important results; the economy has achieved a fairly high growth rate; the material and spiritual life of the people has been improved; the poverty rate has decreased; national defense and security have been maintained; the work of Party building, preventing and combating corruption, negativity and waste has achieved positive results.
Cultural heritage with integration and development.
General Secretary To Lam affirmed that "Hue deserves to become a centrally-run city" with the message "The whole country for Hue, Hue for the whole country". General Secretary To Lam emphasized that the establishment of Hue city directly under the central government and the arrangement of administrative units at district and commune levels not only aims to improve the effectiveness and efficiency of state management; contribute to streamlining the apparatus, reducing staff, and saving state budget expenditures, but also promote the potential and advantages to promote the socio-economic development of the whole country, of the Central Key Economic Region and of the locality; contribute to improving the lives of cadres, civil servants and people; ensure national defense; maintain social order and safety in the new situation.
* At the 8th Session, the 15th National Assembly passed Resolution No. 175/2024/QH15 on the establishment of Hue City under the Central Government on the basis of the entire natural area and population of Thua Thien - Hue Province. The Resolution takes effect from January 1, 2025. Thus, together with Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Can Tho, Hue becomes the 6th centrally-run city in Vietnam. * The National Assembly Standing Committee issued Resolution No. 1314/NQ-UBTVQH15 on the arrangement of district- and commune-level administrative units of Hue City for the period 2023 - 2025. Accordingly, the National Assembly Standing Committee resolved to establish districts under Hue City; establish Phong Dien Town under Hue City; arrange Nam Dong District, Phu Loc District and establish affiliated towns. From the effective date of this resolution (January 1, 2025), Hue city has 9 district-level administrative units (including 4 districts, 3 towns and 2 urban districts); 133 commune-level administrative units (including 48 wards, 78 communes and 7 towns).
To effectively implement the resolutions of the National Assembly and the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man requested the Party Committee and the Hue City government to have a specific, clear and feasible plan to solve the difficulties and challenges when becoming a centrally-run city. This includes changing the state management organization model from a province to a centrally-run city with a higher level of urbanization; the government apparatus must be organized in a more unified, specialized and professional manner to operate smoothly and effectively, meeting the state management functions well, especially the tasks of urban management, construction order, land management, ensuring political security, order and social safety.
Hue promotes tourism growth potential.
Along with that, it is necessary to focus on prioritizing economic restructuring associated with in-depth growth model innovation; prioritize the development of advantageous service industries; develop tourism based on the foundation of promoting heritage and cultural values; develop industry towards increasing added value, high technology content, and environmental friendliness; develop high-tech, sustainable agriculture, adapting to climate change. At the same time, focus on mobilizing resources to invest in urban development infrastructure, production infrastructure and economic development; promote administrative reform, improve the investment and business environment associated with digital government, smart urban services. In particular, Hue focuses on implementing policies on scientific and technological innovation towards green development to meet the goals set out in national strategies and programs on environmental protection, green growth, and the use of clean technology; Regularly pay attention to socio-economic development in ethnic minority areas, mountainous areas, areas affected by natural disasters and climate change.
Building Hue city under the Central Government to be green, modern, smart and happy.
The National Assembly Chairman emphasized that the leaders and people of Hue must strive to make more efforts and determination so that by 2030, the city will be one of the major and unique centers of the Southeast Asian region in terms of culture, tourism and specialized healthcare; one of the major centers of the country in terms of science and technology, multi-disciplinary, multi-field education and training, and high quality. The National Assembly Chairman noted the need to strengthen the consensus, solidarity and unanimity of the people and businesses, together seeing the responsibility, pride and confidence to strive to rise up; the people and businesses must enjoy the fruits of the innovation process, the fruits of the process of striving and sacrificing. At the same time, it is necessary to strengthen inspection and supervision of implementation to promptly detect and resolve problems arising in the process of arranging, managing and using headquarters and public assets of agencies and units; ensure compliance with regulations, thrift, efficiency, resolutely not allowing corruption, waste, negativity... National Assembly Chairman Tran Thanh Man believes that Hue will continue to maximize its potential, strengths, resources, innovation, dare to think, dare to do, dare to break through to become a peaceful, livable city under the Central Government, a green, modern, smart, happy Hue.
Hue City People's Committee held the Announcement Ceremony of National Tourism Year and Hue Festival 2025.
