(NLDO) - The Prime Minister is concerned that the land is in our hands, money can be mobilized, mechanisms, policies, and procedures are ours, but the construction of social housing has not changed.
On the afternoon of March 6, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a national conference to remove difficulties and obstacles, promote social housing development and connect online to 63 points in localities across the country. Co-chairing the conference were Deputy Prime Ministers: Tran Hong Ha and Ho Duc Phoc.

The conference aims to remove difficulties and obstacles, promote the development of social housing and effectively implement the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period".
The conference had the direct participation of about 200 delegates who were experts, representatives of the Vietnam Real Estate Association, Ho Chi Minh City Real Estate Association and many large real estate enterprises across the country.

In his opening speech, Prime Minister Pham Minh Chinh said that the development of social housing has been discussed a lot, but the implementation has not been very effective. The clear policy of our Party and State is to develop quickly but sustainably, without sacrificing progress, fairness, and social security to pursue economic growth alone; people have the right to live, the right to freedom, the right to pursue happiness, including the right to housing.
Welcoming some localities that have recently started large social housing projects, the Prime Minister expressed concern that "land is in our hands, money can be mobilized, mechanisms, policies, and procedures are in our hands, but the construction of social housing has not changed or has changed very slowly."
Agencies must put themselves in the shoes of those in need.
The Prime Minister affirmed that the demand for social housing is very large, therefore, agencies must put themselves in the position of those in need to resolve and implement tasks according to their functions, tasks and powers.
In particular, localities have been assigned specific targets for social housing construction, which must be considered a political task, with the viewpoint that people are the center, the subject, people are the decisive factor for development, and all policies must be directed towards people.
The Prime Minister asked delegates to focus on frank discussions on a number of issues: Are the social housing construction targets assigned to localities appropriate? Does each locality need to do more? What are the mechanisms and policies that need to be resolved? How to mobilize resources? Social housing designs and models? Mass production capabilities? How to do it, planning, land allocation, and administrative procedures in implementing social housing projects?
The Prime Minister asked delegates to give specific comments on legal problems to propose solutions at the upcoming National Assembly session.
Regarding resources, the Prime Minister mentioned a number of solutions that have been and are being implemented such as establishing a "National Housing Fund"; disbursing a credit package of 140 trillion VND for social housing without counting it into the credit 'room' of banks...
In particular, regarding procedures, the Prime Minister said it is necessary to create mechanisms and policies, calling on businesses to act quickly, cutting down procedures, with the spirit of serving the people and the country.
The Prime Minister raised the question: Why haven't businesses done it yet? Is it because the government doesn't dare to assign the work? Can it be assigned directly to businesses, without going through bidding, as long as it ensures publicity, transparency, and prevents corruption, negativity, and waste?
"If bidding, it must ensure substance, no formality, no blue army, no red army, avoid the situation where the process is very long, time-consuming and brings nothing."
Along with that, local authorities must accompany and support contractors, not leaving them alone at the construction site; mobilizing the participation of the entire political system.
The Prime Minister noted that social housing does not mean building on "leftover" land, "deserted" places, where commercial housing cannot be built, then build social housing. Priority must be given to social housing first, then commercial housing.
Social housing must have full infrastructure conditions similar to commercial housing, but the difference is that the government has support policies. Social housing must have the form of purchase and hire purchase.
