Speaking at the national online conference on removing difficulties and obstacles and promoting the development of social housing chaired by Prime Minister Pham Minh Chinh this afternoon (March 6), a representative of Vingroup Corporation said that the corporation has registered to build 500,000 apartments from now until 2030.
The group's representative proposed that the Prime Minister allow localities to designate contractors and investors, shorten procedures or do things in parallel.

"For example, if we can do planning and construction investment procedures at the same time, it will save a lot of time. If we finish planning and then do investment and finance, it will create many administrative procedures," said a representative of Vingroup.
Viglacera representatives suggested handing over the building to a qualified unit for quick implementation, as the procedures take a lot of time. In fact, industrial park owners want to rent buildings, then install furniture and let workers live there for free. However, this is currently stuck in regulations, industrial park owners are not allowed to rent social housing, and businesses hope this issue will be resolved soon.
A representative of the Housing and Urban Development Corporation (HUD) said that, in addition to the achieved results, the regulations on procedures and time to develop a social housing project are quite large. This person recommended that the Government consider and develop regulations and mechanisms to prioritize the development of social housing projects by shortening the procedures and time to implement the procedures...

In addition, 100% of countries that are successful in building social housing have a 25-year loan policy with a fixed interest rate. This is very necessary for home buyers and investors.
Representatives of Hoang Quan Group also recommended that the Government should appoint contractors for social housing projects under VND2,000 billion, while larger projects should be bid.
This person stated that there should be a National Steering Committee on social housing and low-income housing. In addition, relevant ministries and sectors should also have a Steering Committee on social housing at the Ministry to handle and resolve specific problems. The Group also recommended that the State Bank take the lead and coordinate with banks to disburse funds for social housing projects.
