• ENHANCE PEOPLE'S PARTICIPATION AT THE GRASSROOTS LEVEL
First of all, it is necessary to diversify the dissemination and popularization of the State's policies and guidelines to the people; to be open and transparent in elections and the use of operating funds; and to enhance the responsibility of the People's Inspection Committee at the grassroots level.
The Department of Home Affairs and relevant agencies also requested localities in the province to strengthen communication, inspection and supervision of the implementation of the annual review process of poor and near-poor households according to regulations; strengthen communication of poverty reduction work at the commune and village levels through many forms, including dissemination at people's meetings; dialogue with poor households to evaluate policy implementation, collect feedback and suggestions from the poor; create favorable conditions for people to participate more in the process of planning and supervising the implementation of poverty reduction policies in the locality; poor and near-poor households themselves need to proactively register their need for state support so that their households can escape poverty.
Localities in the province also need to strengthen the inspection and supervision work of the Fatherland Front and socio-political organizations at all levels, promptly grasp the legitimate thoughts and aspirations of the people to reflect and make recommendations to authorities at all levels, in order to enhance the interaction between the government and the people; provide training to improve the capacity of officials working on poverty reduction at the grassroots level; seriously carry out the assessment of poor households and publicly post the list of poor households.
Authorities at all levels also need to strengthen direction and regularly inspect and supervise the implementation of public, transparent and timely posting of land use plans in the area, annual land use plans, construction plans, land recovery compensation price frameworks; regulations and policies related to compensation, support, clearance and resettlement; inspect and supervise the process of land recovery, site clearance compensation; the process of granting land use right certificates; continue to review policies and mechanisms in the field of natural resources and environment, especially the land field. If there are any shortcomings, propose amendments and supplements to suit reality and in accordance with the provisions of law.
All levels also need to do a better job of receiving citizens, resolving complaints and denunciations; focus on resolving complaints and denunciations transferred from the previous period and promptly resolve newly arising cases, ensuring the prescribed time limit, minimizing overdue petitions.
• SIMPLIFY ADMINISTRATIVE PROCEDURES
Authorities at all levels and localities need to regularly and promptly update, announce and publicize administrative procedures (AP) in various forms, creating favorable conditions for people and organizations to learn and implement, and at the same time effectively operate and exploit the AP Database on the National Public Service Portal. At the same time, focus on effectively implementing the Project to innovate the implementation of the one-stop, one-stop mechanism in handling AP according to regulations; review and approve the list of APs eligible for providing online public services in part and in full, the list of online public services integrated on the National Public Service Portal in Lam Dong province in 2023.
It is necessary to improve the quality of handling administrative procedures according to the one-stop and one-stop mechanism; strictly implement the reception and handling of administrative procedures and public services; strengthen administrative discipline and order, innovate working methods and styles, resolutely handle according to regulations cadres, civil servants, public employees and workers who have harassing and negative behaviors, arbitrarily set up administrative procedures that are not in accordance with regulations or delay or delay documents many times.
During the implementation process, it is necessary to propose the elimination of cumbersome and overlapping procedures that can be easily exploited for corruption, causing difficulties for people and organizations; eliminate unnecessary and unreasonable document components; integrate and drastically reduce application forms, declarations and unnecessary documents or documents with duplicate information based on the application of digital technology and available databases (national population database).
In addition, all levels and sectors need to continue to effectively implement the Regulations on coordination in receiving and handling feedback and recommendations from individuals and organizations on administrative regulations under the management of the Provincial People's Committee; step up the inspection and handling of feedback and recommendations on administrative procedures related to delays, acts of harassment, non-implementation or improper implementation of administrative regulations in handling administrative procedures by departments, branches, sectors, People's Committees of districts, cities and People's Committees of communes, wards and towns in the province.
• DOING A GOOD JOB IN PROVIDING PUBLIC SERVICES
Regarding public health, Lam Dong Health Department in the coming time needs to continue directing medical examination and treatment facilities to repair and upgrade facilities, increase hospital beds to ensure that there is no situation of sharing beds or rooms for men and women, striving to reach 3,670 hospital beds in the whole province by 2025.
The health sector is also required to continue improving the quality of expertise from the provincial to the grassroots level, focusing on developing advanced techniques and specialized techniques in diagnosing and treating patients; implementing regulations on electronic prescriptions; continuing to organize forums to listen to the thoughts and aspirations of medical staff; at the end of the year, the Department of Health should collect survey forms from medical staff in form No. 03 prescribed in Decision No. 3869, dated August 28, 2019 of the Minister of Health promulgating forms and instructions for surveying patient and medical staff satisfaction. Through that, the Department of Health and related units and organizations will coordinate to have plans to reduce difficulties, promptly motivate medical staff at all levels of the Lam Dong provincial health sector, and improve the spirit of serving patients better and better.
In the education sector, in public primary education, it is necessary to continue investing in facilities and equipment to meet the requirements of Circular No. 13, dated May 26, 2020 of the Ministry of Education and Training. For the areas of Da Lat and Bao Loc cities, it is necessary to prioritize land funds for planning the development of more non-public primary schools and high-quality international schools to reduce the pressure on class size in public primary schools; continue to invest in facilities and build primary schools that meet national standards.
The provincial education sector also needs to advise competent authorities to effectively and reasonably implement the current staff reduction due to the increasing number of students following the province's population growth. It is necessary to raise the qualifications of primary school teachers according to the 2019 Education Law; strengthen discipline and democracy in schools; build safe, healthy, friendly, and non-violent schools; strictly manage illegal extra teaching; foster the ethics and style of the school management team and teachers, in conjunction with surveys to measure the satisfaction of parents and people with the quality of education according to regulations.
