Delivering the opening speech at the ceremony, Mr. Ngo Thai Chan - Director of the Department of Natural Resources and Environment of Soc Trang province said: 20 years ago, the Department of Natural Resources and Environment was established under Decision No. 394 of the People's Committee of Soc Trang province. In the early days of its establishment, the facilities taken over from the Department of Land Administration did not meet the requirements and new tasks; some tasks were not assigned enough people; management documents were still scattered, so the organization and implementation encountered many difficulties at first.
After 20 years of construction and development, with the efforts and efforts of the staff, civil servants, public employees and workers to overcome difficulties, the role and position of the Department of Natural Resources and Environment and the Natural Resources and Environment sector have been increasingly affirmed through proactively advising and organizing the effective implementation of the Party's policies and resolutions and the State's laws; effectively implementing the direction of the Prime Minister, the Minister of Natural Resources and Environment and the direction of the Provincial Party Committee and the People's Committee of Soc Trang province on the field of natural resources and environmental management, contributing to socio-economic development; creating a favorable environment for production and business, attracting investment resources from society in the province.
“With excitement and pride, we also believe that, although the road ahead is still full of difficulties and challenges. However, with the attention and regular direction of the Provincial Party Committee, People's Council, Provincial People's Committee, timely support and guidance of the Ministry of Natural Resources and Environment; the consensus and close coordination of all levels, sectors and localities in the province, the Department of Natural Resources and Environment and the Natural Resources and Environment sector of Soc Trang will definitely complete the assigned tasks excellently, making an important contribution to the increasingly rapid and sustainable socio-economic development of Soc Trang province" - Mr. Ngo Thai Chan - Director of the Department of Natural Resources and Environment of Soc Trang emphasized.
Speaking at the ceremony, Mr. Vuong Quoc Nam - Vice Chairman of the People's Committee of Soc Trang province said that resource management, environmental protection, and climate change response are always issues that the Party, Party committees, local authorities, agencies, organizations and people are interested in and focus on. Many policies, guidelines of the Party, policies and laws on natural resources and environment have been specified and issued with innovations in both content and implementation. In particular, August 5, 2002 was an important milestone with the 11th National Assembly passing Resolution No. 02/2002/QH11 on the establishment of the Ministry of Natural Resources and Environment, and on September 29, 2003, the People's Committee of Soc Trang province issued a decision to establish the Department of Natural Resources and Environment of Soc Trang.
On the foundation built from fields with a long tradition, over the past 20 years, the Department of Natural Resources and Environment and the Natural Resources and Environment sector of Soc Trang have always promoted the tradition of solidarity, proactively grasped advantages and opportunities, closely followed reality, to build and affirm the position and role of special importance for socio-economic development, towards sustainable development of the locality.
According to Mr. Vuong Quoc Nam, the 20-year journey of formation and development for the Department of Natural Resources and Environment in particular and the Natural Resources and Environment sector in general, although not long, has left many outstanding marks and achievements, typically advising the Provincial Party Committee, People's Council, and People's Committee of Soc Trang province to issue many normative documents on important orientations and directions for state management of natural resources and environment, in accordance with local realities; promptly advising on concretizing the Party's policies and resolutions through the Provincial Party Committee's action programs and the Provincial People's Committee's Plan.
In addition, administrative reform, focusing on administrative procedure reform, has had many strong changes, especially the administrative procedures of the sector have been cut down, simplified, and the processing time has been shortened; the processing process has been closely monitored and controlled from the reception stage to the return of results on the network environment through the province's administrative procedure processing information system; planning and land use plans at the provincial and district levels have been established and adjusted in a timely manner, allocating land funds reasonably for socio-economic development goals and have been increasingly controlled; environmental indicators and targets serving the province's annual socio-economic development plan have all met requirements...
"The challenges in resource use, exploitation, environmental protection, climate change response; issues related to land management, dispute resolution, complaints and denunciations still have potential risks of complexity..., thereby, showing that the tasks of the Department of Natural Resources and Environment and the Natural Resources and Environment sector in the coming time are extremely heavy. However, with the tradition of solidarity, discipline, and dedication to the cause of construction and common development of the province, I believe that the Department of Natural Resources and Environment and the Natural Resources and Environment sector will overcome difficulties, overcome challenges, and successfully complete the tasks assigned by the Provincial Party Committee, People's Council, Provincial People's Committee and the people, contributing more and more to the socio-economic development, serving the sustainable development goals of the locality and the country" - Mr. Vuong Quoc Nam - Vice Chairman of the People's Committee of Soc Trang province emphasized.
Within the framework of the Ceremony, the Organizing Committee awarded medals for the cause of environmental resources to 43 individuals for their achievements in contributing to the construction and development of the Department of Natural Resources and Environment and the Natural Resources and Environment sector of Soc Trang.
