According to the report of the Department of Education and Training of Soc Trang, after reviewing and updating statistics at the beginning of the 2024-2025 school year to September 25, 2024, the number of students mobilized at all levels was 267,082 students, reaching 102.35% of the planned target.
Regarding the teaching staff in the 2024 - 2025 school year, the entire education sector of Soc Trang province has 14,110 teachers; of which, there are 13,698 teachers on the payroll and 412 contract teachers. According to the teacher quota, in the 2024 - 2025 school year, the number of teachers lacking compared to the quota is 1,519. At the preschool level, there is a shortage of 616 teachers; at the primary level, there is a shortage of 383 teachers; at the secondary level, there is a shortage of 258 teachers; at the high school level, there is a shortage of 262 teachers (in particular, the units under the Department of Education and Training lack 327 teachers, including 262 high school teachers and 65 middle school teachers).
According to Mr. Chau Tuan Hong, Director of the Department of Education and Training of Soc Trang, the number of teachers is very high compared to the assigned staff and the standard, causing difficulties in assigning, arranging and organizing the team to ensure the requirements of improving the quality of education.
In the immediate future, while waiting for the recruitment of teachers according to the assigned payroll, the education sector will overcome the shortage of teachers with many solutions. Specifically, transferring teachers from places with surplus to places with shortage according to the local surplus and shortage of subjects between units; organizing teachers to teach extra hours; professional contracts; guest lecturer contracts, etc. However, implementing the transfer is only a temporary solution because the place where the transferred teachers are still lacking compared to the quota and still has a scale (teaching overtime).
The Education sector has carried out the transfer by closely reviewing teachers according to each subject area, excluding concurrent positions and educational activities, to determine the number of teachers in surplus or shortage in each unit and transfer from surplus to shortage areas within 1 year or 2 years according to geographical distance and clearly specified standards in the transfer plan issued earlier for the period 2021-2025.
Regarding teacher recruitment, the Department proposed that the Provincial People's Committee consider decentralizing the right to recruit civil servants to educational institutions that are public service units.
At the same time, direct relevant sectors to advise on the level of expenditure and funding sources for recruitment; consider streamlining teachers because the education sector is a special sector, the number of students increases each school year according to the assigned mobilization target, mechanical reduction according to the general regulation ratio will cause difficulties for teaching. Supplement funding so that the education sector has the source to implement teacher contracts or pay for overtime teaching costs due to lack of teachers who have not been recruited yet.
Speaking at the conference, Mr. Nguyen Van Khoi, Vice Chairman of the People's Committee of Soc Trang province acknowledged and shared the difficulties facing the shortage of teachers in the education and training sector and said that today's conference is very necessary to remove difficulties in recruiting teachers.
To overcome these difficulties, the Vice Chairman of the People's Committee of Soc Trang province requested the Department of Education and Training, as the leading agency, to coordinate closely with relevant units to advise on recruitment and support policies to submit to the leaders of the Provincial People's Committee and the Provincial People's Council to promptly resolve these difficulties, overcome the shortage of teachers in the following school years as well as create conditions for the province's teaching staff to work with peace of mind...
