Building a culture of integrity

Along with the existing warning lessons, it is important to establish a strict prevention mechanism so that "corruption is impossible", an effective detection and handling mechanism so that "corruption is not dared" and a reasonable guarantee and treatment mechanism so that "corruption is not needed or wanted".

Putting power in a “cage of control”

Violations in recent years show that once officials are placed in positions of great power, if there is no mechanism for strict control and supervision, it can easily lead to acts of abuse of power, embezzlement, corruption... and more worryingly, many cases have slid into a degenerate and corrupt lifestyle...

The conclusions of the Central Inspection Commission also continuously pointed out that key officials at all levels, including the Central level, have degraded in political ideology, morality, lifestyle, violated Party regulations, State laws on preventing and combating corruption, negativity, violated regulations on what Party members are not allowed to do and the responsibility to set an example. Many officials and Party members have taken advantage of their authority to pursue personal interests, abuse power, gain illegal profits, and even let their spouses, children, and relatives interfere, interfere, and run their "seats" of power.

In order to put power under “control” and combat signs of ideological and moral degradation, many resolutions and directives on Party building have been issued and implemented by the Politburo and the Secretariat, in which they have specifically pointed out signs and behaviors of degeneration, deformity, and deviation from the communist ideal of a number of cadres and Party members. Along with that, the National Assembly and the Government have also focused on building institutions to concretize the Party’s viewpoints, contributing to effective social management, increasingly transparent and civilized.

It can be said that the Party and State have never paid as much attention to the work of building and perfecting the legal system as in recent years. Since the 13th National Congress, a series of regulations on personnel work have been implemented, such as: Regulation No. 37-QD/TW dated October 25, 2021 of the Central Executive Committee on "things that Party members are not allowed to do"; Regulation No. 41-QD/TW dated November 3, 2021 of the Politburo on dismissal and resignation of cadres; Regulation No. 50-QD/TW dated December 27, 2021 of the Politburo on personnel planning; Regulation No. 58-QD/TW dated February 28, 2018 of the Politburo "Some issues on protecting internal Party politics"; Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo on disciplining Party organizations and Party members who violate the law; Regulation No. 80-QD/TW dated August 18, 2022 of the Politburo on decentralization of cadre management and appointment and introduction of cadres for election; Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo on taking a vote of confidence for leadership and management positions in the political system...

 

The Politburo has issued regulations on “power control” in many areas, especially in personnel work, which affirms the Party’s strong determination to fight, prevent, and push back the limitations in the Party’s “root” work, the pain points that have existed for many years in personnel work. However, a deeper mechanism is still needed, because if we give power and resources to cadres but do not supervise them, we will not be able to thoroughly prevent and combat corruption. Because unsupervised power will degenerate, that is the eternal law.

In particular, in 2023, the Politburo consecutively issued 3 regulations on power control in various fields: Regulation No. 114-QD/TW dated July 11, 2023 of the Politburo on power control and prevention and combat of corruption and negativity in personnel work; Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo on power control, prevention and combat of corruption and negativity in inspection, supervision and enforcement of Party discipline and in inspection and auditing activities; Regulation No. 132-QD/TW dated October 27, 2023 of the Politburo on power control, prevention and combat of corruption and negativity in investigation, prosecution, trial and execution of judgments. These are all sensitive areas that are prone to corruption and negativity. These regulations have created an effective "cage mechanism" to prevent abuse of power, which has been causing much concern for society.

Associate Professor, Dr. Le Van Cuong (Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics) commented that for the first time, we have issued and implemented such a drastic institutional synchronously, that is, these three key, sensitive, and complex issues have been identified, named, and regulations issued. At the same time, it demonstrates a very high political determination in accordance with the motto "no forbidden areas, no exceptions, regardless of who that person is" and chooses the right areas that voters, party members, and the people are interested in.

Promote self-respect and public service culture

One of the new points and also a breakthrough in the work of Party building in terms of ethics is to resolutely handle the responsibility of leaders if violations occur in the field of management and responsibility, on that basis, encourage cadres to voluntarily admit their shortcomings, resign, ask to leave their positions, and retire. According to Deputy Head of the Central Internal Affairs Commission Nguyen Huu Dong, since the beginning of 2024, competent authorities have considered, dismissed from their positions, retired from work, and assigned other jobs to 14 cadres under the Central management.

Since the beginning of the 13th term, 32 officials under the Central Committee's management have been considered for dismissal, retirement, resignation, dismissal, and reassignment to other jobs, including 7 Politburo members, 1 Secretariat member, and 10 Party Central Committee members. "This demonstrates strictness but also humanity, gradually making "up and down, in and out" a culture and normal practice in personnel work, creating a new breakthrough in the fight against corruption and negativity" - Mr. Nguyen Huu Dong informed.

It must be said that, up to now, it is very rare for leaders to resign, even when violations occur in units and localities under their jurisdiction... Only when violations are discovered and handled, are they "forced" to quit their jobs. Therefore, it is time to consider resignation as a culture, as the self-respect of party officials. If resignation of high-ranking officials becomes normal, it will help eliminate the idea that "being an official" means "eating on top and sitting on the floor" and return to the rightful position of "servant of the people".

In fact, dismissal and resignation are not new categories, because they have been institutionalized by Party regulations and State laws since many previous terms. In fact, the Politburo has provided specific grounds for considering officials to cease holding positions, be dismissed, and resign in Regulation No. 260-QD/TW, dated October 2, 2009. However, during a long period of implementation, the question of when dismissal and resignation become normal, and when officials voluntarily leave their positions when they no longer have the capacity and prestige in the Party and State agencies, has not yet been satisfactorily answered. From that reality, the strict implementation of Regulation No. 41-QD/TW dated November 3, 2021 of the Politburo on dismissal and resignation of officials under the Central management due to violations of the law in the past has affirmed the Party's determination in the fight against corruption and negativity.

 

According to Nguyen Trong Nghia, Head of the Central Propaganda Department, to plug the loopholes, mechanisms to put power in a “cage of control” are being increasingly improved, not only through Party regulations but also through monitoring mechanisms so that those in power cannot abuse their power. Implementing power control will contribute to creating a foundation of culture and political ethics.

Reality over the past time shows that, from the implementation of regulations, there have been outstanding marks that discipline and order are gradually being tightened, many officials who have committed violations, regardless of their position, have been brought to strict trial before the law. Associate Professor, Dr. Bui Thi An (former National Assembly delegate) commented that we have achieved very good results in dealing with corruption and abuse of power. A series of cases have been brought to light and strictly tried. Thereby, it has shown a very high political determination, demonstrating the Party and State's declaration that corruption is dealt with without exception, bringing confidence to the public and the people.

The Central Committee's example in implementing Regulation 41-QD/TW has spread the message that there are no exceptions, no forbidden areas, and awakened the value of self-respect in every cadre and party member, especially the heads of agencies and units. At the same time, it promotes public service culture, attaches responsibility to Party committees, cadres, and party members, especially the collective leadership and heads of agencies and organizations in the entire political system. The majority of cadres and party members believe that the Central Committee's decisions in strictly implementing Regulation 41-QD/TW have created confidence in the breakthrough in the thinking of "up, down", "in, out" in personnel work and especially the strictness in Party discipline. The regulations coming into life have contributed to managing and screening the cadre team, gradually building and forming a culture of resignation in public agencies.

According to Chairman of the Advisory Council on Social and Cultural Issues (Central Committee of the Vietnam Fatherland Front) Nguyen Tuc, when dismissal and resignation become normal, it will help complete the goal of building an honest public service environment with optimal efficiency. Because, if the education and training of party members do not achieve diligence, thrift, integrity and uprightness, then when they know they have made mistakes or shortcomings, not all cadres will be willing to resign. The effective implementation of Regulation No. 41-QD/TW by the Central Committee and some Party Committees at all levels has clearly demonstrated the spirit of paralleling construction and resistance, so that cadres and party members know how to preserve, remember prohibitions, keep limits..., thereby forming a culture of integrity.

The Central Committee's spirit of action has spread to provinces and cities, typically the Hanoi Party Committee has issued a system of documents to specify and organize implementation at all levels and sectors. Notably, Directive 24/CT-TU dated August 7, 2023 on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City". In which, the content of "discipline" is placed first, followed by "discipline" and "responsibility".

This is the gradual increase in the level and requirements in administrative management and public service performance of cadres, civil servants, public employees, and workers in the political system from the city to the grassroots level, so that cadres can constantly improve their spirit, attitude, sense of responsibility, and efficiency in assigned work; regularly "self-examine, self-correct", and relate themselves to 25 signs of identifying violations of discipline, discipline, and responsibility in handling work. Every year, the Hanoi Party Committee organizes inspections of 50/50 affiliated Party Committees on Party building and organization work, combined with integrity education work...

In implementing the work of integrity education, Hanoi has seen good practices such as building and replicating models in studying and following Ho Chi Minh's ideology, morality and style. In addition, the city has promoted the application of information technology, deployed iHanoi software, including a section to reflect people's opinions. Thereby, people can reflect 24/7 on issues contributing to improving administrative reform and public ethics.

At the working session with the Survey Delegation of the Central Steering Committee on the implementation of Plan No. 01-KH/BCĐ dated April 15, 2024 of the Steering Committee for the development of a Project to submit to the Politburo for promulgation on the Directive on strengthening the Party's leadership in integrity education, the Hanoi Party Committee proposed that the competent authority at the Central level study and unify national guidance on integrity education and propaganda, identifying education not only in Party and State agencies, political systems at all levels but also in other sectors, fields, and social environments. In addition, it proposed that the Central Committee allow the City to pilot training courses on integrity education for cadres in the political system. These are also necessary solutions to promote the creation of a culture of integrity.

 

Implementing the direction of the Politburo, the Central Internal Affairs Commission has issued Plan No. 01-KH/BCĐ on developing a Project to submit to the Politburo for promulgation of a Directive on strengthening the Party's leadership over integrity education. In particular, the project will clarify the current situation of leadership, direction and implementation of integrity education by Party committees, Party organizations, agencies, organizations, units, localities... to determine tasks and solutions in integrity education in the coming time.

“The question now is what needs to be done, how to do it, and what is the responsibility of organizations and individuals in the political system to bring the policies and viewpoints of President Ho Chi Minh, the Party and the State into life, to build an honest State, an honest society, an honest nation, of the people, by the people, for the people. This is also the goal of the Politburo's Project.”
