Accordingly, based on the report of the People's Committee of Hoan Kiem District, the opinion of Vice Chairman of the City People's Committee Duong Duc Tuan, and the opinions of representatives of agencies and units attending the meeting, the Chairman of the City People's Committee unanimously concluded as follows:
Implementing the Capital Master Plan, the Capital Law 2024, promoting the value of the special national relic space of Hoan Kiem Lake and its vicinity, researching the planning and renovation in the area east of Hoan Kiem Lake (with the research boundary proposed and reported by the People's Committee of Hoan Kiem District) in the direction of enhancing public space, open space, serving the community of the Capital, is a correct policy, consistent with the policy and direction of the General Secretary of the Central Executive Committee, of the Hanoi Party Committee and is a necessary task to be implemented immediately.
The City People's Committee welcomes the support and agreement with the above policy of businesses and units attending the meeting, whose headquarters are within the scope of public space planning to serve the community in the area east of Hoan Kiem Lake.
In order to shorten the time for planning research, making investment proposals for the Public Space Project in the East of Hoan Kiem Lake, implementing site clearance, project relocation, compensation, support, resettlement, and land recovery; the City People's Committee will create conditions and direct the city's departments and branches to urgently support organizations, units and households within the boundaries of planning research and investment projects in determining areas for arrangement, rebuilding agencies, headquarters, arranging alternative working areas, resettlement projects (for households); supporting the implementation of relocation, resettlement, and temporary residence according to regulations; supporting the process of moving and implementing investment projects at new locations; ensuring operating conditions for agencies and enterprises, stabilizing the lives and livelihoods of the people.
The City People's Committee requested Vietnam Electricity Group, Northern Power Corporation, National Power Transmission Corporation, Hanoi Power Corporation to closely coordinate with the city's departments, branches, and Hoan Kiem District People's Committee to discuss and agree on plans and methods to resolve and handle related tasks, ensuring smoothness and the fastest time (from investment preparation stages, equipment investment, facilities, etc.), ensuring the management and operation of the power supply system is stable and continuous.
In addition, the City People's Committee assigned Vice Chairman of the City People's Committee Duong Duc Tuan to give specific instructions and decide to establish a Working Group to deploy the contents, speed up the progress of planning and investment projects for public spaces in the area east of Hoan Kiem Lake; direct the City's Departments and branches to coordinate with relevant agencies, organizations and units in the process of surveying, researching, proposing alternative locations, resettlement, temporary residence; develop plans and solutions to support and create the best conditions for organizations, agencies, units and people in the affected area.
