Expanding amnesty conditions demonstrates the lenient policy of the Party and State.
On March 4, the Office of the President held a press conference to announce Decision No. 266 on amnesty in 2025 of the President, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).
Responding to a number of press concerns, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, said there was no specific number of prisoners to be pardoned this time. Based on the President’s decision, the Central Amnesty Council will assign detention facilities to review and report cases eligible for amnesty to make a final decision on the number.
Regarding some new points in the 2025 amnesty decision, Lieutenant General Le Van Tuyen said that there have been changes in the time of serving the sentence. Accordingly, the condition for being proposed for amnesty is to have served at least 1/3 of the prison sentence in the case of a fixed-term prison sentence (in 2024, it is 1/2 of the time); to have served at least 14 years in the case of a life sentence that has been reduced to a fixed-term prison sentence (in 2024, it is 15 years).
Explaining the expansion of conditions for special pardon, the Deputy Minister of Public Security said that 2025 will see many important events in the country. Therefore, the expansion of conditions for special pardon consideration reflects the leniency policy of the Party and State, and at the same time recognizes the good reform and education of prisoners in detention facilities.
In addition, the expansion of conditions is based on the practice of amnesty work in recent times, when prisoners who have been amnestied have complied well with the Party's guidelines and policies and the State's laws; the rate of amnestied people re-offending is very low.
