On the afternoon of March 3, the Ministry of Culture, Sports and Tourism held a conference to deploy work for March 2025 according to Decree No. 43/2025/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism. Member of the Party Central Committee, Secretary of the Party Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired the conference.

Co-chairing the Conference were Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh; Deputy Minister Trinh Thi Thuy; Deputy Minister Hoang Dao Cuong; Deputy Minister Phan Tam.

Speaking at the Conference, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that, implementing Decree No. 43/2025/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism, the Ministry of Culture, Sports and Tourism takes over the functions and tasks of state management of press and publishing and receives the status quo of 5 departments under the press and publishing sector from the Ministry of Information and Communications.

At the same time, after the Prime Minister assigned and appointed two new Deputy Ministers to the Ministry of Culture, Sports and Tourism, the Ministry's leaders met and agreed on and assigned tasks to each Deputy Minister to quickly and effectively carry out their tasks and fulfill the important responsibilities assigned by the Party and State leaders.

The Minister emphasized that the field of press and publishing management has a large volume of work, and the requirements for this field are increasingly high. In the context of increasingly developing science and technology, the explosion of multimedia, the press must maintain its role as a media agency, a "bridge" to convey the Party's guidelines and policies and the State's laws to the people. At the same time, it must demonstrate the power of propaganda, agitation and orientation for the people.

According to the Minister, entering a new era, an era of development and building a prosperous country, the tasks set for the press management work of the Ministry of Culture, Sports and Tourism must be very clear.

"We must diligently study management work, we must continue to do well the work we are doing, management must be "appropriate and well-versed" as Party and State leaders have repeatedly emphasized. We must manage the state press, not do journalism," the Minister stated.

The Minister requested to proactively review legal regulations on the press field, assess the current situation in order to advise and supplement legal regulations to ensure completeness and consistency.

In addition, it is important to focus on managing the licensing of newspapers and publishers. Pay attention to the "pre-inspection" stage while also doing a good job of "post-inspection", especially managing information in the context of the internet and social networks developing strongly as they are today.

In particular, management must be through inspection, examination and supervision tools of competent authorities.

"Management is not about banning but about creating space for development. At the same time, we must focus on international cooperation in journalism," the Minister said, adding that there is still a lot of work ahead, and new and old units in the ministry must share and interact to help each other complete their tasks well.

Regarding specific tasks in the coming time, the Minister said that culture is a fundamental field and plays an important role. Reiterating the viewpoint: "Culture is always under the leadership of the Party, the management of the government, the people are the creative subjects, the artists play an important role", the Minister emphasized that the most important task at hand is to concentrate efforts to complete the draft Law on Advertising (amended).

The Minister requested the Legal Department and the Grassroots Culture Department to closely coordinate with relevant agencies to grasp the progress and avoid delays in law-making, ensuring that the law is qualified for submission to the National Assembly for approval in the next session. This will be a very important basis for state management in the field of advertising.

Second, we must immediately start implementing the National Target Program on Cultural Development for the 2025-2035 period. This is not only a task but also the desire of the Party, the State and the people. According to the Minister, the Program defines tasks for the next 10 years, so we must do it "for today, for tomorrow, and for generations to come". We have overcome the term mindset to work hard to build the program, laying the foundation for long-term development. This is a mark for cultural development, receiving great attention and response from the people.

Third, it is necessary to organize well the events to celebrate the major holidays and important events of the country in 2025. The task of the Ministry of Culture, Sports and Tourism is to guide localities to organize many practical and unique activities under the direction of General Secretary To Lam. The Ministry of Culture, Sports and Tourism must also organize and run the celebrations and organize large-scale political art programs to celebrate the events.

Regarding tourism, the Minister said that in the first two months of 2025, Vietnam tourism received many positive signals, but we should not be subjective. There are only two months left until the end of the peak season for international visitors, so if we want to continue the growth momentum, in addition to key markets, we must step up promotion in other markets.

Efforts must be made to promote and advertise tourism according to the Prime Minister's Directive, emphasizing solutions on visa issues, destination management and innovation of tourism products.

According to the Minister, the target of welcoming 22-23 million international visitors by 2025 is not a simple task in the current context. Therefore, the Vietnam National Administration of Tourism must make efforts, enhance communication effects, and find solutions to promote tourist attraction.

Besides, the Ministry of Culture, Sports and Tourism must also closely coordinate with Hue City to successfully organize the National Tourism Year 2025 in this locality.

Regarding sports , the Minister said that we must actively prepare for the 33rd SEA Games in Thailand at the end of this year. With the two consecutive recent SEA Games topping the medal tally, Vietnamese sports will have to continue to make the greatest efforts this year.

The Minister emphasized that it is necessary to choose strong sports with good achievements in the region to train, coach, and compete in the continent and reach the international level.

The Minister also requested to seriously implement Conclusion No. 70 of the Politburo on developing physical training and sports in the new period. Realize it with specific plans and tasks this March.

Another issue that the Minister noted was the need to quickly issue regulations on the functions and tasks of the departments, divisions and units under the Ministry in the coming time. The early clear regulation of functions and tasks will ensure the units operate and function effectively.

The Minister said that it is necessary to build units in a streamlined, strong direction, ensuring effective and efficient operations. In addition, it is necessary to soon complete the Party Executive Committee of the Ministry of Culture, Sports and Tourism, establish new branches and Party committees (with merged units and units transferred from the Ministry of Information and Communications) to unify the Party organization and the government organization.

Finally, the Minister requested to focus on strengthening the management of public assets and regulating the budget in the spirit of thrift, thoroughness, and anti-waste and negativity.

Once again emphasizing that there is still a lot of work ahead, the Minister emphasized the spirit of "must strive, unite, put aside worries and concerns, and start a new page to do the work well"./.
