Perform tasks synchronously and effectively
Exactly at this time 95 years ago (March 17, 1930), at house number 42 Hang Thiec street, the Provisional Executive Committee of the Hanoi Party Committee was established, marking a historical milestone in the birth of the first Party Committee in the country.
Looking back over the past 95 years (March 17, 1930 - March 17, 2025), especially during the 17th Congress of the Hanoi Party Committee (2020-2025), it can be seen that the Hanoi Party Committee has made many innovations and creativity and completed a large amount of work with positive results. Accordingly, the leadership capacity and fighting strength of the Party organization committee and the quality of cadres and Party members continue to be improved. The City Party Committee and Party committees at all levels have demonstrated a high determination to build truly clean and strong Party committees and grassroots organizations.
Most recently, in 2024, the Hanoi Party Committee continued to promote the spirit of solidarity, democracy, responsibility, determination, proactiveness, creativity, innovation, and high unity in perception and action to focus on synchronously and effectively implementing key tasks, regularly and promptly directing the implementation of strategic tasks, and well resolving sudden and arising tasks, towards the goal of building a "Cultured - Civilized - Modern" Capital.
Notably, the City has focused on leading and directing the synchronous and effective implementation of the contents of Program 01-CTr/TU of the City Party Committee on "strengthening the work of Party building and rectification, building a clean and strong Party organization and political system of the City; promoting administrative reform in the period of 2021 - 2025"; improving the leadership capacity and fighting strength of Party committees and Party organizations at all levels; the effectiveness and efficiency of the operations of governments at all levels; promoting the role of the Vietnam Fatherland Front and socio-political organizations.
In addition, proactively focus on synchronously and comprehensively implementing the work of Party building and organization. Continue to innovate the appointment of leadership positions through piloting and implementing recruitment exams for a number of department-level and equivalent leadership positions; recruitment exams for leadership positions at a number of autonomous public service units; deploy a monthly online assessment system for cadres, civil servants, public employees and contract workers at agencies and units in the city.
Inspection and supervision work has been strengthened, creating quite clear changes in the implementation of professional tasks in agencies and units. The city's administrative reform work continues to be identified as one of the key political tasks to effectively implement the working theme of 2024 as the year of "Discipline, responsibility, action, creativity, development" according to the motto of 5 "clear" (clear people, clear work, clear responsibility, clear progress, clear efficiency).
Accordingly, in 2024, the City established 100/90 party organizations (reaching 111.1%), admitted 1,024/903 new party members (reaching 113.4%), including 13 business owners. During the year, the City Party Committee had a total of 1,726 grassroots party cells and 15,798 affiliated party cells implementing the "Four Good Party Cells" model. Admitted 11,144/10,260 party members (reaching 108.62% of the assigned target). 50/50 party committees have reviewed and screened out party members who are no longer qualified to leave the Party.
Regarding the work of inspection, supervision and enforcement of Party discipline, the Party Committees at all levels in the City Party Committee have focused on implementing, completing and exceeding the plan for inspection and supervision at all levels in 2024. In particular, the Standing Committee of the City Party Committee carried out 1 inspection of 48 Party organizations and 14 Party members; 2 supervisions of 15 Party organizations and 11 Party members; lower-level Party Committees inspected 1,472 Party organizations and 1,051 Party members; supervised 1,072 Party organizations and 1,261 Party members.
The Inspection Committees at all levels of the City Party Committee continue to identify the inspection of Party members and lower-level Party organizations when there are signs of violations as a key task of the sector. Accordingly, 126 Party organizations and 261 Party members were inspected when there were signs of violations; 98 Party organizations (accounting for 77.8%) and 216 Party members (accounting for 82.7%) were inspected and concluded to have violated; 26 Party organizations and 107 Party members must be disciplined.
At the same time, the City strengthens discipline and administrative discipline for officials, civil servants, public employees, and workers at agencies and units under the City. Focus on leading and directing the acceleration of the implementation of three major tasks to create an important and solid legal basis to promote the breakthrough development of the Capital in the coming time. Specifically, planning the Hanoi Capital for the period 2021 - 2030, with a vision to 2050; adjusting the Capital Master Plan to 2045, with a vision to 2065; coordinating to complete the Capital Law (amended).
Resolutely direct the acceleration of the implementation of the Ring Road 4 - Capital Region Investment Project. Select difficult and existing tasks to focus on leading, directing and regularly inspecting and urging (inspecting the Yen Xa Wastewater System Project...). Take a proactive step in preparing for the 18th City Party Congress...
In addition, the capital's economy has recovered strongly in the context of general difficulties of the international and domestic economy. State budget revenue in the area has increased; economic structure has shifted towards sustainability. Production, business activities; urban management and development have changed positively; urban infrastructure has been well maintained. Regarding the cultural and social fields, development has continued, education quality has been maintained; social security has been ensured; national defense, political security, and social order and safety have been maintained. Foreign affairs and international integration activities have continued to be effectively implemented.
Always pioneer and be exemplary in performing tasks
During the process of construction and development, at each stage, the Hanoi Party Committee has always proposed policies and decisions that are suitable to the reality of the capital and successfully implemented all assigned tasks. Along with that, cadres and party members have focused on promoting the tradition of solidarity and close attachment to the people; pioneering and exemplary in implementing the political tasks of the locality, agency and unit.
To better carry out the Party building work, in the coming time, the Hanoi Party Committee determines to continue to innovate the content, improve the combativeness, persuasiveness and effectiveness of political and ideological education work; the quality and effectiveness of information and propaganda work on the implementation of Party building projects, resolutions and topics.
Focus on advising and organizing the implementation of projects and tasks on Party building and organization in the 2025 work program of the City Party Committee, the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the Central Organization Committee to ensure progress, quality and efficiency.
Advise and direct the successful Party Congresses at all levels for the 2025-2030 term; serve well the work of the 18th City Party Congress. First of all, carry out the tasks of the Congress Subcommittees, focusing on the City Party Congress Personnel Subcommittee, complete the consultation report summarizing the personnel work for the 2020-2025 term, build the direction of the Congress personnel work for the 2025-2030 term in conjunction with preparing personnel for the People's Council and People's Committee at all levels for the 2026-2031 term.
In addition, resolutely implement the streamlining of the apparatus, proactively study the internal model of each agency after merger and consolidation. Continue to coordinate and direct the implementation of the revised Law on the Capital; the work of arranging commune-level administrative units of Hanoi City in the period of 2023-2025.
Regarding inspection and supervision work, Party committees, Party organizations, and Inspection Committees at all levels, especially leaders, need to continue to raise awareness and responsibility, strengthen leadership, direction, and guidance for their own Inspection Committees and lower-level Party committees and organizations in performing inspection and supervision tasks. Proactively study, disseminate, thoroughly grasp, and strictly implement regulations and instructions of the Central Executive Committee, Politburo, Secretariat, and Central Inspection Committee on inspection and supervision work and personnel work of the Inspection Committee at Party Congresses at all levels for the 2025-2030 term.
In addition, strengthen leadership and direction of national defense and security work. Implement plans and schemes to absolutely protect the safety of key targets, political and diplomatic events, economic, cultural, social and sports activities, and activities of Party, State and City leaders in the city. Perform well internal affairs; promote the fight against corruption; practice thrift and combat waste. Innovate and improve the effectiveness and efficiency of State management in all areas in preventing and detecting acts of corruption, strictly handling individuals and groups with violations.
