(NB&CL) The leaders of the Housing and Urban Development Corporation (HUD) have just proposed applying the method of bidding for projects that already have investors who fully meet the conditions.


Proposal to appoint contractors for social housing projects

The project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period" has reached the halfway point, however, up to now, the number of social housing units put on the market and the number of projects approved in principle are still limited.

In this context, many real estate businesses "dedicated" to the social housing segment hope that the State will play a leading role in providing preferential policies, while also having solutions to remove existing "bottlenecks".

Mr. Dau Minh Thanh, Chairman of the Board of Directors of the Housing and Urban Development Corporation (HUD), said that up to now, HUD has handed over and put into use about 3,500 social housing apartments. By 2030, HUD aims to bring about 17,599 apartments to the market.

However, during the project implementation, HUD faced many difficulties related to administrative procedures. For example, regarding procedures and preferential support mechanisms of localities for social housing projects.

Mr. Thanh shared that when using local capital to support site clearance costs, technical infrastructure investment costs and technical infrastructure connection costs, there is currently no specific guidance. Therefore, when using local capital, there is a risk of being considered a public investment project and having to comply with the Law on Public Investment, so the project will be very difficult to implement.

In fact, there are some localities that are stuck and confused when implementing, even stopping the support mechanism to review other related legal documents, which means that the project implementation time is prolonged.

In addition, HUD leaders revealed that the process of reviewing business plans as well as reviewing profiles of beneficiaries of social housing policies also has many problems, because the database of beneficiaries of incentives is not available or is incomplete.

Therefore, Mr. Thanh recommended that the Government consider and develop regulations and mechanisms to prioritize the development of social housing projects by shortening the procedures and time to complete the procedures at some steps.

Specifically, for the steps of selecting investors, HUD recommends applying the method of designated bidding for projects that already have investors that fully meet the conditions.

“It is possible to rank whether a business is qualified or not on a scale, through evaluating its capacity and experience at the invitation for interest step, or based on the scale of social housing projects,” said Mr. Thanh.

HUD leaders also proposed a plan to shorten the bidding process by improving the capacity and responsibility of the bidding party to reduce unnecessary procedures and time such as: amending, clarifying, extending bidding documents, and evaluating bidding documents.

Allowing businesses with land funds to build social housing

Currently, many enterprises owning large land funds have expressed their desire to build social housing. According to regulations, the approval for enterprises to have land funds to build social housing is under the authority of the People's Committees of provinces and centrally run cities. However, many localities are concerned about current bidding and investment laws.

Therefore, Mr. Dau Minh Thanh proposed that the Government consider if an enterprise has enough land fund and wishes to invest in social housing, then organize adjustments to assign that enterprise to implement social housing investment, quickly exploiting the existing land fund.

“The Government should consider issuing a special mechanism to select and assign tasks to state-owned enterprises with sufficient prestige, capacity and experience to proactively use capital and propose investment in social housing projects in areas with high demand to boost supply,” Mr. Thanh emphasized.

Regarding the bidding of social housing projects, many suggestions were received from enterprises. Specifically, the representative of Viglacera Corporation suggested assigning the project directly to a competent unit to speed up the process because this procedure takes a lot of time. Similarly, the Urban Infrastructure Development Investment Corporation (UDIC) proposed that the Government allow special policies such as a mechanism for allocating land without bidding for enterprises developing social housing.
