Ho Chi Minh City implements cashless payments in schools, does not assign teachers to collect and spend money
That is an important part of the content in Official Dispatch No. 5945 issued by the People's Committee of Thu Duc City (HCMC) on guidelines for collecting and using tuition fees and service fees to serve and support educational activities; implementing the tuition exemption and reduction regime and supporting study costs for the 2023-2024 school year of public educational institutions in the area.
Accordingly, the People's Committee of Thu Duc City requires educational institutions to publicly disclose their commitment to the quality of education and training, the conditions of facilities, tuition fees, other fees, methods and implementation time according to the regulations of the Ministry of Education and Training, the Ministry of Finance, etc.
Regarding the collection level and instructions on tuition fees for public educational institutions, up to now, there has been no implementation pending instructions from all levels.
Regarding the collection of support fees for individual students (collection and payment), Thu Duc City requires educational institutions to publicly disclose the collection and payment plans for each collection and payment item to parents before collecting and to organize to obtain consensus from parents to implement the collection level.
Units must select suppliers in accordance with the law to purchase directly for each individual student's study and living needs such as school supplies, boarding meals, preschool breakfast, drinking water, electricity for air-conditioning in air-conditioned classrooms (electricity, maintenance costs)... and other revenues.

For the "Service fee for information technology application and digital transformation" including contents such as electronic contact books, card management software, online learning software..., units will base on the needs of parents, students, material facilities, teacher capacity and service price to calculate the specific collection level but must not exceed the maximum ceiling according to regulations.
Regarding service revenues to serve and support educational activities (excluding tuition fees), they must comply with Article 3 of Resolution No. 04/2023/NQ-HDND on regulations on revenue and collection levels, revenue and expenditure management mechanisms for services to serve and support educational activities of public educational institutions in Ho Chi Minh City in the 2023-2024 school year.
"The collection rates specified in Resolution No. 04/2023/NQ-HDND are the maximum collection rates. Based on the actual situation of the educational institution and the needs of the students, the educational institution shall agree with the parents on the specific collection rate, but it shall not exceed the collection rate specified in this Resolution and shall not be 15% higher than the collection rate implemented in the 2022-2023 school year," the document of Thu Duc City emphasized.
Does not give advantage to any bank or intermediary
Regarding cashless payments, Thu Duc City requires 100% of educational institutions to create conditions so that parents do not have to go to school to pay tuition and other fees.
It is necessary to implement the collection of tuition fees and other fees by non-cash methods with many forms from internet banking transfer, via QR Code, using e-wallet... Do not create advantages for any bank or intermediary payment unit to cause difficulties for parents and students.
Teachers can focus on teaching without having to worry about collecting and paying money.
The payment system of educational institutions must be connected to payment systems licensed under the regulations of the State Bank of Vietnam. At the same time, it is necessary to strengthen data management, ensure safety, information security, privacy, etc.
Notably, the document requires: "All revenues must be fully and publicly announced in writing by units to parents, students; the school's finance department collects money, issues receipts and invoices for each student, does not assign teachers to directly collect and spend money, and at the same time fully implements financial management regimes according to regulations".
