The Ministry of Health requires reviewing and rectifying the work of preparing bidding documents for the procurement of drugs, supplies, medical equipment, etc. to ensure publicity and transparency, and avoid the situation of making subjective requirements and criteria that do not ensure competitiveness.
The Ministry of Health has just sent an official dispatch to its affiliated units regarding the rectification, enhancement of capacity and effectiveness of bidding and contractor selection.
The Ministry of Health pointed out that in recent times, medical units conducting bidding and selecting contractors still have shortcomings and violations in the management and organization of procurement of equipment, medical supplies, biological products, test kits, vaccines, and drugs. The development and promulgation of a number of documents regulating bidding for procurement of drugs and medical equipment are still inadequate, causing difficulties and confusion for investors, bidding parties, and contractors.

In response to the above violations, the Ministry of Health requires heads and managers of units under and directly under the Ministry of Health to continue to fully and synchronously implement solutions on contractor selection. When receiving imported goods such as medical equipment, supplies, biological products, test kits, etc. from contractors, units must ensure the correct list, type, origin, manufacturer, year of manufacture, model, serial number and be accompanied by legal documents according to current laws on bidding, bidding documents and contracts signed between the parties to prove the validity of imported goods; review and rectify the preparation of bidding documents, ensure publicity and transparency, avoid the situation of making subjective requirements and criteria that do not ensure competitiveness, leading to limiting the participation of contractors or creating advantages for one or several contractors, causing unfair competition and violating regulations.
The Ministry of Health requires attaching responsibility to the heads with the results of bidding work within their scope of responsibility, especially the heads of agencies and units that have had low bidding savings rates for many consecutive years, and have many complicated recommendations, complaints and denunciations.
