Urgently cover the zoning plan

On the morning of March 19, Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Party Committee of Khanh Hoa Provincial People's Committee chaired a meeting with departments, branches, sectors and localities to listen to reports on the implementation of master plans and zoning plans in districts, towns, cities and Van Phong Economic Zone (EZ). Also attending the meeting was Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee.

Ensure progress

According to the report of the Department of Construction, there are a total of 124 planning projects in the province, of which 32 projects have been approved in 2024. In 2025, out of 92 planning projects implemented, 6 projects have been approved, including: 1 district construction planning project and 5 zoning planning projects. In particular, the general urban planning of Khanh Hoa until 2045, with a vision to 2065, has been temporarily suspended according to the guidance of the Ministry of Construction. For the remaining 85 planning projects, the Department of Construction, together with localities, and the Management Board of Van Phong Economic Zone are urgently completing the procedures according to regulations. In particular, the Project to Adjust the General Planning of Ninh Hoa town is being completed by the Department of Construction and localities to soon submit to the Ministry of Construction for appraisal.

Mr. Phan Chau Vinh - Deputy Head of Van Phong Economic Zone Management Board said that the management board is implementing 17 plans. Including: 1 plan to locally adjust the General Construction Plan of Van Phong Economic Zone; 7 zoning plans are being reviewed and completed according to the opinions of the Ministry of Construction; 6 zoning plans have approved the survey task, organized bidding to select a planning consultancy unit; 2 projects are completing documents according to the opinions of the units and 1 zoning plan is implementing the planning task. The projects basically meet the set schedule.

According to Mr. Tran Van Chau - Director of the Department of Construction, in recent times, units and localities have made efforts to accelerate the progress of making general planning as well as zoning planning. Up to now, the areas with investment attraction projects of the province have all had their zoning planning approved by the province. This is an important basis for investors to carry out investment procedures, including many large projects related to urban areas and industrial parks.

Determined to complete the entire planning in 2025

The Department of Construction recommends that the Provincial People's Committee direct localities and the Van Phong Economic Zone Management Board to urgently speed up the implementation of necessary procedures for the establishment and adjustment of relevant plans, and promptly submit them to competent authorities for appraisal and approval. At the same time, localities need to proactively carry out work after the plans are approved, ensuring the effective promotion of the plans. The Department of Construction also recommends that the Provincial People's Committee direct the Nha Trang City People's Committee to speed up the response to petitions and letters related to the plans, ensuring publicity and transparency, avoiding prolonged complaints and lawsuits that affect the progress of completing the zoning planning projects being implemented.

According to Mr. Nguyen Hoat - Vice Chairman of Cam Ranh City People's Committee, up to now, the city has approved 3 important zoning plans, creating favorable conditions for investors to carry out investment procedures. The city proposed the Department of Finance to soon allocate funds for the locality to carry out 10 zoning plans.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Tan Tuan emphasized that covering all zoning plans is identified as a breakthrough task of the locality in 2025. With a spirit of urgency, without waiting for the merger of provincial and communal levels, localities must quickly complete important zoning plans, prioritizing areas with investment attraction projects of the province. Chairman of the Provincial People's Committee Nguyen Tan Tuan assigned the Department of Agriculture and Environment to promptly appraise and submit to competent authorities for approval of the 2025 land use plans of localities, as a basis for implementing the following tasks. For projects that have been approved for investment policies, during the planning process, it is necessary to follow the correct principles, lower-level planning must not be contrary to higher-level planning. Mr. Nguyen Tan Tuan also requested districts, towns and cities to promptly approve land prices to calculate compensation, clearance and resettlement prices for projects in the area.
