Key factors in sustainable development

Yen Bai - In the process of building and developing the province in the spirit of the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, the role of cadres and party members, especially key leaders at all levels, is identified as a key factor determining success.

Deeply aware of this, the Provincial Party Committee has been setting increasingly high requirements for the sense of responsibility, political courage, working capacity and above all, the spirit of setting an example for the staff. This is not only a motto for action, but also an important driving force to help the province overcome difficulties and make breakthroughs.

During his lifetime, President Ho Chi Minh once emphasized: "A living example is worth more than a hundred propaganda speeches." That teaching still holds true and has become a guideline for Party building work in general and cadre work in particular in the new situation.

For Yen Bai - a mountainous province with many difficulties, the exemplary spirit of cadres and party members, especially leaders, plays a decisive role in strengthening people's trust and promoting the strength of national unity.

Imbued with that spirit, the Provincial Party Standing Committee has issued and seriously implemented Regulation No. 37 of the Party Central Committee on things that Party members are not allowed to do; at the same time, it has specified it with separate directives and regulations, suitable to the actual conditions of the locality.

Regulations on exemplary responsibility have been thoroughly understood and included in annual reviews and assessments, becoming a measure of the qualities and abilities of each cadre and party member.

In 2024, the whole province had 56,360 cadres and party members evaluated for their exemplary performance; of which, 53,341 comrades were evaluated as "setting a good example", reaching 94.64%, exceeding 44.64% compared to the target of the Resolution of the Provincial Party Congress for the 2020-2025 term; the number of cadres and party members evaluated as exemplary was 2,718 comrades. Along with implementing regulations, studying and following Ho Chi Minh's ideology, morality and style has also been promoted from the province to the grassroots level, associated with the implementation of local political tasks.

A series of good models and creative ways of doing things from the exemplary spirit of leaders have created positive effects, spreading among cadres, party members and people.

Currently, in the context that Yen Bai is focusing on implementing breakthroughs: administrative reform, infrastructure development, investment attraction, rural economic development associated with new rural construction... the exemplary role of key officials is even more evident.

Practice shows that wherever the leader is exemplary, close to the grassroots, dares to think, dares to do, dares to take responsibility, there is solidarity, unity, a vibrant working atmosphere, and clear work efficiency.

In Tran Yen district, the locality that has been at the top of the province's administrative reform and new rural construction index for many years, the exemplary spirit of leaders from the district to the commune has contributed significantly to that achievement.

The leaders are not afraid of difficulties or hardships, they often go to the grassroots, stay close to the people, listen, and resolve problems; thereby, arousing consensus among the people.

Or in Yen Bai city, the campaign "Weekend with the people" has become a regular activity, where officials, civil servants, and leaders at all levels directly join the people in cleaning, planting trees, and building civilized streets. The pioneering and exemplary role of the staff has created an increasingly "bright - green - clean - beautiful" urban appearance.

Determining the spirit of setting an example does not stop at formal manifestations and movements, but must also be demonstrated through concrete actions, work efficiency, and people's satisfaction.

To do that, the Provincial Party Committee has also strengthened the implementation of inspection, supervision and Party discipline enforcement according to the motto "no forbidden zones, no exceptions".

Accordingly, the province has increased surprise inspections and reviewed the responsibilities of leaders when there are shortcomings and limitations in the management field. Many cases of officials and leaders violating the law have been strictly handled according to Party regulations and the law; thereby, affirming the determination to clean up the team and strengthen the people's trust.

Along with that, the work of evaluating, planning and appointing cadres has also been innovated towards openness and transparency, based on specific criteria of capacity, qualities, especially practical results and exemplary spirit in work. Cadres who dare to innovate, be creative, and take responsibility for the common good are always given priority to be discovered, nurtured and promoted.

To continue promoting the combined strength, multiplying advanced models, and creating development momentum, in the coming time, the province will continue to promote patriotic emulation movements associated with implementing Directive 05 of the Politburo.

Accordingly, each cadre and party member, especially leaders, must self-reflect, self-correct, regularly practice and improve their political qualities, ethics, and sense of responsibility before the Party and the people.

In addition, the province also focuses on propaganda and commendation of typical examples, creative models, and good practices throughout the province. Thereby, multiplying typical examples, creating a spreading effect, and strongly changing from awareness to action among cadres, party members, and the masses.
