Accordingly, implementing Official Dispatch No. 25/CD-TTg dated March 22, 2025 of the Prime Minister on focusing on overcoming the consequences of the forest fire in Hoang Khai commune, Yen Son district, Tuyen Quang province and proactively deploying forest fire prevention and fighting; Documents of the Ministry of Agriculture and Environment, the Chairman of the Provincial People's Committee directed and assigned specific responsibilities to departments, branches and localities.

Department of Agriculture and Environment; Provincial Military Command; Provincial Police; People's Committees of districts and cities, according to their functions and tasks, are responsible for strictly implementing the direction of the Prime Minister in Official Dispatch No. 25/CD-TTg dated March 22, 2025; Ministry of Agriculture and Environment in Document No. 285/BNNMT-LNKL dated March 20, 2025; Document No. 331/BNNMT-LNKL dated March 22, 2025.

The People's Committees of districts and cities shall proactively coordinate with relevant departments and branches to review and strengthen the Steering Committee for Forest Protection and Development, organize shock forces to protect forests and prevent and fight forest fires in the locality. Develop and review plans and solutions for forest fire prevention and fighting in accordance with actual conditions, ensuring effective forest management and protection.

Strengthen propaganda, education and mobilization of people to strictly implement regulations on forest protection and forest fire prevention and fighting; especially direct the temporary suspension of slash-and-burn activities during hot and dry days.

At the same time, closely inspect and monitor forest fire prevention and fighting, arrange forces to be on duty 24/7 in areas at high risk of fire, be ready to mobilize local forces according to the "four on-site" motto to handle forest fires as soon as they occur; strictly handle violations in forest management and use, especially illegal exploitation, trading and transportation of forest products; coordinate with functional forces to strictly control people entering and leaving the forest, especially in areas at high risk of fire. Update and disseminate information on forest fire warning levels on mass media.

People's Committees of Yen Son and Son Duong districts: Implement plans to restore the forest environment in the burned areas, ensure that there is no encroachment or illegal use of forestry land; inspect, clarify the cause and strictly handle organizations and individuals involved in forest management and protection that cause forest fires according to regulations (if any). Timely visit, encourage and support families of people who were injured or died while participating in forest fire fighting.

Department of Agriculture and Environment: Take the lead and closely coordinate with departments, branches, and People's Committees of districts and cities in implementing tasks and solutions on forest protection, forest fire prevention and fighting.

Direct the Forest Protection Department to strengthen inspection of forest fire prevention and fighting work; perform well the work of information, forecasting, warning of forest fire levels, ensuring accurate and timely updates, meeting the requirements of directing forest fire prevention and fighting work... Preside and coordinate with the Department of Finance, Department of Home Affairs, People's Committees of districts and cities to review and propose regimes for people who are mobilized and directly mobilized to fight fires and serve in fighting forest fires and die according to the provisions of Circular No. 25/2019/TT-BNNPTNT dated December 27, 2019 of the Minister of Agriculture and Rural Development.

Provincial Military Command, Provincial Police: Actively coordinate with relevant units, direct departments, offices, and units to closely coordinate with the Forestry force, local authorities at all levels, proactively develop plans to support forest fire fighting, organize forces, means, and equipment for forest fire prevention and fighting, and ensure timely response to emergency situations related to forest fires. Inspect and strictly handle violations of the law on forest protection and illegal exploitation of forest products. Strengthen control and strictly handle acts of slash-and-burn farming, deforestation, etc.

Management Boards of protective forests and special-use forests; forestry companies in the province have increased patrolling, monitoring, early detection of forest fire risks and timely handling measures.

Department of Finance, Department of Home Affairs: According to their functions and tasks, they are responsible for coordinating with the Department of Agriculture and Environment in reviewing and proposing regimes for people who are mobilized and directly mobilized to fight fires and serve in fighting forest fires and die according to the provisions of Circular No. 25/2019/TT-BNNPTNT dated December 27, 2019 of the Minister of Agriculture and Rural Development.

The Provincial Red Cross Society mobilized and called for contributions from businesses, individuals, organizations and local authorities to promptly support, encourage and reduce difficulties for families of victims injured or killed during the forest fire fighting process.

Tuyen Quang Newspaper, Provincial Radio and Television Station are responsible for coordinating with the Department of Agriculture and Environment, District and City People's Committees to regularly conduct propaganda work on the media, raise awareness and compliance with regulations on forest fire prevention and fighting, especially during drought and hot weather so that organizations, units and people can understand and implement.
