Resolutely handle the slow-progressing BOT coal power project

This information is stated in the conclusion announcement of the Government Standing Committee on solutions to ensure electricity supply in 2024.

According to the scenario developed and reported by the Ministry of Industry and Trade and EVN, the GDP growth target for 2024 is 6-6.5% under the condition that the total power source is only from 50,000MW to a maximum of 52,000MW.

To implement this scenario, the Government Standing Committee requires the Ministry of Industry and Trade, the State Capital Management Committee, EVN and relevant agencies to be proactive in allocating capital sources, urging, inspecting, supervising and assigning tasks to implement the proposed scenario; ensuring electricity supply for production, business and daily life in the last months of 2023 and 2024, and can calculate higher when conditions allow for higher growth.

The Government Standing Committee also requested urgent research and implementation of transmission projects according to the plan to improve the capacity of the national power transmission system and promptly respond to all power supply situations.

In addition, the Government Standing Committee requested ministries, branches and units to coordinate in calculating and determining the demand and plan to provide enough coal for electricity production in 2024. On that basis, the Coal and Minerals Group (TKV) and the Dong Bac Corporation proactively and actively implement solutions to organize production and maximize exploitation of domestic coal resources to provide enough coal for electricity production in 2024, ensuring strict control to avoid loss, negativity and group interests.

Regarding hydropower sources, the Government Standing Committee assigned the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and the Capital Management Committee to, based on their authority, direct EVN, the National Power System Dispatch Center (AO) and relevant units to flexibly direct the storage and use of water; ensure maximum exploitation of power generation capacity during the peak summer season (May and June every year) and have the highest reserve calculation during the peak dry season months of 2024.

Regarding renewable energy sources, the Ministry of Industry and Trade is assigned to preside over and coordinate with the Ministry of Finance to guide the determination of electricity prices for completed wind and solar power projects but not yet signed power purchase contracts to make the most of available power sources, avoiding waste on the principles of harmonious benefits, shared risks, publicity, transparency, no negativity, group interests...

In addition to balancing the maximum use of domestic electricity sources, the Government Standing Committee believes that if necessary, it is possible to calculate the option of purchasing electricity directly from Laos and China, but it is necessary to proactively forecast accurately early.

Regarding BOT coal power, the Ministry of Industry and Trade, the Capital Management Committee, and EVN must re-evaluate BOT projects that are behind schedule compared to the National Power Development Plan for the 2021-2030 period, with a vision to 2050, to have appropriate alternative sources and completely resolve this issue before November 15.

“If the deadline is exceeded, the project will be removed from the planning or the contract will be terminated. We must take the initiative in this matter,” the document of the Government Standing Committee clearly stated.

Urgently strengthen EVN's Board of Directors

In particular, the Government Standing Committee requested to urgently complete the EVN Board of Directors before November 15, 2023 (including the Board of Directors and the Board of General Directors) under the authority of relevant agencies; ensuring public, democratic and objective selection according to regulations.

"Strictly prohibit the practice of seeking positions, power, and corrupt advocacy...", the Government Standing Committee noted.

Previously, at the regular Government press conference in October, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the Ministry had requested EVN to strictly implement and clarify the responsibilities of individuals and units as indicated in the inspection conclusion. Disciplinary measures have been reported to the State Capital Management Committee at Enterprises.

EVN was criticized for being slow to invest in completing some power sources and grids; ensuring primary material reserves; regulating the power system and balancing power sources; violating operating and scheduling instructions; causing widespread disruption of power supply in the Northern region...

Up to now, EVN has seriously reviewed, clarified responsibilities; proposed solutions and reported to relevant units, ensuring proper review of violations and shortcomings.

As a result, 24 units in the group, 85 groups, and 161 individuals were reviewed. The review and disciplinary process was carried out in accordance with regulations and was basically completed.

EVN clarified responsibilities and disciplined a number of personnel under its management. This included considering disciplinary action in the form of reprimanding a Deputy General Director in charge of power system dispatching; and disciplining the Director and Deputy Director of the National Power System Dispatch Center.

In addition, a disciplinary reprimand was proposed for a former Chairman of the Board of Members of the group and a member of the Board of Members who is also the General Director of the group. These cases are beyond the authority, so the State Capital Management Committee is reporting to the relevant authorities.

The Prime Minister has just decided to approve the investment policy and accept the investor of the 500kV transmission line project of Nam Dinh I Thermal Power Plant - Thanh Hoa, to supplement the power source for the North.
