Today, June 27, the National Assembly voted to pass the Law on Road Traffic Order and Safety.

Continuing the 7th Session, on June 27, the National Assembly voted to pass the following laws: Road Law; Law on Road Traffic Order and Safety; Law on amending and supplementing a number of articles of the Law on Property Auction; Law on National Defense Industry, Security and Industrial Mobilization.

During the working day, the National Assembly also discussed: the draft Law on People's Air Defense; the draft Law on Fire Prevention, Fire Fighting and Rescue; and a number of contents related to the use of increased central budget revenue in 2023. The development of the Law on Fire Prevention, Fire Fighting and Rescue aims to meet practical requirements in ensuring security and order; protecting human life, health, property of the State, agencies, organizations and individuals; creating a safe environment for economic, cultural and social development and international integration. In addition, it is necessary to promote administrative procedure reform, strengthen preventive solutions, assign and decentralize responsibilities in fire prevention, fire fighting and rescue activities.

The draft Law consists of 9 chapters and 65 articles. In particular, Chapter II on fire prevention (including 9 articles) in addition to inheritance, the draft Law has added new regulations to overcome current difficulties and shortcomings and meet practical requirements for fire prevention activities; more specifically stipulate responsibilities and requirements in investment, production and business activities to ensure fire prevention safety conditions and further enhance requirements and responsibilities in the management, supply and use of electricity and electrical equipment related to fire and explosion. The draft Law has removed the contents currently stipulated in legal documents or in relevant technical standards and regulations to ensure consistency and unity of the legal system, including: Fire prevention for forests; fire prevention for industrial parks, export processing zones, high-tech parks; Fire prevention in exploitation, processing, production, transportation, trading, use, preservation of petroleum products, gas, materials, other goods with fire and explosion hazards; fire prevention for high-rise buildings, water surface buildings, underground buildings, tunnels, mineral mining pits, steel-frame houses with corrugated iron roofs, etc.
