In which cases will electricity and water be cut off?
The new law has added regulations on the organization of urban government, policies on construction, development, management, protection of the capital, and finance and budget for mobilizing resources for the capital's development. Notably, the new law stipulates that in cases where it is absolutely necessary to ensure security, order, and social safety in the city, the chairmen of the People's Committees at all levels are allowed to apply measures to request the suspension of electricity and water services for construction works and production and business establishments. Specifically, construction works that are not in accordance with planning, construction works without construction permits for construction works that are required to have permits or construction works that are not in accordance with the contents specified in the construction permit; construction works that are not in accordance with approved construction designs for cases exempted from construction permits. Construction works on encroached or occupied land according to the provisions of the law on land. Construction works subject to fire prevention and fighting design approval but carried out without a certificate or document approving fire prevention and fighting design. Construction works not in accordance with approved fire prevention and fighting designs. Construction works and production and business establishments that have not been inspected and accepted for fire prevention and fighting but have been put into operation. Discotheque and karaoke service establishments that do not ensure fire prevention and fighting safety conditions. Construction works that must be demolished and have been subject to an emergency relocation decision.

Regulations on controlled testing in the capital
Before the National Assembly voted to pass the law, Chairman of the Law Committee Hoang Thanh Tung presented a report explaining, accepting and revising the National Assembly Standing Committee. Accordingly, regarding the regulations on applying measures to stop providing electricity and water services, the National Assembly Standing Committee directed a thorough review and supplement of cases applying this measure to overcome violations of the law on fire prevention and fighting in the city in the past. Supplementing transitional regulations on the responsibility to supplement contracts for providing electricity and water services that were signed before the effective date of this law. Regarding controlled testing, Mr. Tung said the draft law has been accepted and revised in the direction of not allowing testing in areas that directly affect national defense and security, and the field of human gene modification and editing.
