Kinhtedothi - On November 19-20, the 8th Congress of Delegates of the Hanoi Bar Association, term 2024-2029, took place in Hanoi.
Attending the conference were Permanent Vice Chairman of Hanoi People's Committee Le Hong Son and Chairman of Vietnam Lawyers Association Nguyen Van Quyen.
Innovating propaganda forms, contributing to bringing law into life
According to the report of the Hanoi Bar Association, in the 2018-2024 term, under the leadership of the City Party Committee, the direction of the Hanoi People's Committee, the Standing Committee and the Executive Committee of the Hanoi Bar Association, based on the practical requirements of the political tasks of the Association and the City, have developed and issued many specific programs and action plans. The targets for all aspects of the Association's work in the 2018-2024 term have all been completed and exceeded according to plan.
During the past term, the Association at all levels has developed 73 associations, recruiting 1,545 new members, an increase of more than 300% compared to the plan. Up to now, the Hanoi Bar Association has 44 affiliated units including 24 districts, towns, and cities, 19 branches of Bar Associations of departments, branches, and companies, 1 Legal Consulting Center; 389 branches of Bar Associations under districts, towns, and cities with more than 6,000 members.
The work of building the association's organization has been carried out with attention by the Association at all levels. The Association has developed in places with sufficient conditions, the number of members has grown remarkably, and the quality of members has been improved.
Dissemination and education of law at all levels: Hanoi Bar Association always plays a core role in disseminating and educating law for cadres, members and people in Hanoi; focuses on innovating forms and methods of propaganda to contribute to bringing law into life. Legal consultancy, legal aid, mediation, consulting on complaint settlement, and legal dispute settlement outside the State mechanism have been maintained and promoted in terms of form, content, and quality. A model of consulting on complaint settlement and a model of implementing citizens' right to supervision have been built. These activities have partly met the needs of organizations and people in the capital.
With outstanding achievements, contributing to the cause of building socialism and defending the Fatherland, on the occasion of the Congress, the Hanoi Bar Association was honored to receive the Third Class Labor Medal from the President of the Socialist Republic of Vietnam.
Removing institutional bottlenecks
Speaking at the Congress, Chairman of the Vietnam Bar Association Nguyen Van Quyen acknowledged, highly appreciated and congratulated the important achievements of the Hanoi Bar Association during the past term. The highlight of the association's work in the capital is that it has modeled many professional activities, promoted its inherent potential and affirmed the Bar Association's own brand.
Along with that, the Hanoi Bar Association is one of the units that actively responded and took the lead in the emulation movements. The noble awards that the Hanoi Bar Association received in the past term are concrete evidence of the Association's important contributions to the development of the Capital and add to the overall achievements of the Vietnam Bar Association.
Regarding the orientation for the coming term, Chairman of the Vietnam Bar Association Nguyen Van Quyen suggested that the Hanoi Bar Association should continue to thoroughly disseminate to all levels of the association and its members Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Bar Association in the new situation; closely following the contents, programs and plans issued by the Hanoi Party Committee, People's Council and People's Committee.
Speaking at the Congress, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son highly appreciated the results achieved by the Hanoi Bar Association in recent times. At the same time, he affirmed that the Hanoi Party Committee, People's Council and People's Committee highly value the voice of the Hanoi Bar Association, especially in the issue of building legal policies, judicial reform, disseminating and popularizing the law, and providing legal aid.
Emphasizing that Hanoi is facing new development opportunities, especially when it has just celebrated the 70th anniversary of the Liberation of the Capital and the promulgation of the Capital Law, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son expects that the Lawyers' Association at all levels and its members in Hanoi will contribute more to removing institutional bottlenecks, creating institutional breakthroughs and driving forces for the development process of the Capital.
In addition, it is necessary to promote the role of the Lawyers Association in maintaining legal discipline, protecting the rights and legitimate interests of members of society. In particular, actively participate in the development and completion of guiding documents under the authority of the Hanoi People's Council to soon bring the Capital Law into practice...

In the working program, the Congress elected 45 outstanding lawyers to join the Executive Committee of the Hanoi Bar Association, term VIII, 2024-2029. The new Executive Committee held its first meeting, elected the Inspection Committee, Standing Committee, Chairman and Vice Chairman of the Hanoi Bar Association, term VIII, 2024-2029.
Mr. Dao Ba Son - Member of the Standing Committee of the Hanoi Bar Association, former Deputy Chief Justice of the Hanoi People's Court was elected to hold the position of President of the Hanoi Bar Association, term VIII, 2024-2029. Ms. Pham Thi Thanh Huong - Deputy Director, Head of the Hanoi Bar Association, term VII, 2018-2024; Ms. Nguyen Thi Hoai Thanh - Vice President of the Hanoi Bar Association, term VII, 2018-2024; and Mr. Nguyen Van Ha - Vice Chairman, Vice President of the Hanoi Bar Association, term VIII, 2024-2029.
In addition, the Congress also voted to unify the list of 11 official delegates to attend the 14th Congress of the Vietnam Lawyers Association and approved the Resolution of the Congress.
On this occasion, 2 collectives and 5 individuals of the Hanoi Bar Association were awarded Certificates of Merit by the President of the Vietnam Bar Association for their outstanding achievements in the Association's activities for the 2018-2024 term; including the Economic & Urban Newspaper Bar Association.
Comrade Nguyen Xuan Khanh - Deputy Editor-in-Chief, Head of the Economic & Urban Newspaper Lawyers Association was elected by the Congress as a member of the Standing Committee of the Hanoi Lawyers Association for the 2024-2029 term.
