Lawyers Association of Central Coastal Provinces

On the morning of July 5, in Nha Trang City, the Emulation Cluster of the Lawyers Association of the Central Coast and Central Highlands provinces held a conference to review the work of the first 6 months of 2023.

Attending the conference were Dr. Nguyen Van Quyen, Secretary of the Party Committee, President of the Vietnam Lawyers Association and representatives of 13 Lawyers Associations of the Central Coast and Central Highlands provinces.

At the conference, Mr. Le Xuan Hai, Chief of Office of Khanh Hoa Provincial Lawyers Association, presented a report summarizing the work in the first 6 months of the year and the direction and tasks for the last 6 months of 2023.

According to the Emulation Cluster's report, in the first 6 months of 2023, the Lawyers' Associations of provinces and cities actively responded to and launched the 2023 emulation movement, linked with many local emulation movements, and achieved achievements to celebrate major holidays and historical events of the country and locality. 100% of the members of the Emulation Cluster registered to strive to complete well and excellently their tasks and proposed for rewards in 2023.

Emulation work is directed and widely implemented to all levels of the Association and its members with many diverse forms, suitable to the practical requirements of the work and the situation of the unit. Emulation content is always associated with the implementation of Directive No. 05 of the Politburo, Topic 2023, Directive 14 of the Politburo and the implementation programs and plans of the Central and local levels...

The Lawyers Associations of provinces and cities have actively contributed ideas to build policies and laws in 2023; participated in seminars and conferences on law, economics and society organized by the Central and local levels; especially contributed ideas to the draft Land Law (amended).

The Associations at all levels also actively participate in implementing programs, projects and plans of the Provincial People's Committee on disseminating and educating the law; enhancing people's ability to access the law; communes, wards and towns meeting the standards of access to the law...

The Association’s Legal Consulting Centers have actively organized propaganda and dissemination of 11 legal documents that will take effect in 2023 and disseminated laws according to local requirements. There are many forms of propaganda suitable to the requirements and characteristics of the audience, such as through community meetings and clubs; directly disseminating laws to prisoners undergoing rehabilitation, contributing to social integration, etc.

In addition, the Lawyers Association at all levels in the Cluster has organized the printing and free distribution of thousands of documents, pocket books, leaflets, brochures, judicial newsletters, etc. on legal information. At the same time, they have participated in thematic talks, written hundreds of news and articles published in the central and local media.

In addition, the Legal Consulting Centers of the provincial and municipal Associations have done a good job of providing legal consulting and legal aid in many localities, combining the implementation of free, mobile legal aid with legal dissemination and education sessions... Many units have actively improved and consolidated the organization of the Association at all levels and developed members.

The entire cluster currently has 82 district-level Bar Associations and 347 affiliated Bar Associations with a total of 12,546 members. In the first 6 months of 2023, the Bar Associations of provinces and cities organized 108 conferences, contributed 1,655 opinions and participated in 546 appraisals, reviews and inspections of the work of participating in the development of legal policies.

In addition, the dissemination and education of law, both directly and in coordination, conducted 2,469 meetings for 178,396 participants; distributed 105,312 leaflets, brochures, handbooks... on law to the people.

In addition, it also provided legal advice to 7,894 people, legal aid to 2,810 people, mediated 1,405 cases, and participated in 149 interdisciplinary monitoring delegations...

At the conference, representatives of the Bar Associations of provinces and cities in the Emulation Cluster discussed and presented difficulties in the Association's work.

In particular, the representative of the Quang Binh Provincial Bar Association said: “The leadership and direction of local Party committees and authorities in the activities of the Bar Association are still limited, mainly in documents, without many specific instructions. In addition, the operating conditions of the Association organizations still have many difficulties in terms of funding, personnel, etc. Therefore, it is necessary to strengthen the leadership of local Party committees and authorities in the activities of the Association and the Association must also innovate its activities”.

Agreeing, representatives of the Bar Associations of Quang Ngai, Quang Nam, Binh Dinh, Phu Yen provinces... also said that the localities still face difficulties in terms of funding, working offices, specialized staff and working facilities...

In addition, the Bar Associations of provinces and cities still have limitations and shortcomings such as the construction and implementation of work plans and emulation movements of the Association are still confused, passive, and sometimes formal; the living regime, operating regulations, information and reporting work are not guaranteed to be timely, clear and accurate; the organization of the Association is still slow...

The representative of Kon Tum Province Bar Association said that it is necessary to replicate good and effective models and programs for units to implement together. In particular, it is necessary to promote the role of the Legal Consulting Center in its activities.

Mr. Le Xuan Than, Chairman of Khanh Hoa Province Lawyers Association, said that the advantages of this province's Lawyers Association are propagating and disseminating laws; participating in law-making; and public reception work.

According to Mr. Than, to overcome difficulties in the Association's activities, it is necessary to strengthen the leadership of local Party committees and authorities in the Association's work through working sessions with the Provincial Party Committee, Provincial People's Committee, Department of Justice, etc.

At the conference, delegates also made many recommendations and solutions to remove difficulties in the work and activities of the Association.

In his closing speech at the Conference, Dr. Nguyen Van Quyen affirmed: The Conference has put forward 12 responsible and constructive opinions to make the activities of the Association at all levels more effective.

Among the clusters, the Emulation Cluster of the Bar Association of the Central Coastal Provinces and the Central Highlands has many difficulties in its operations in terms of funding, human resources, attention, leadership, and direction from local Party committees and authorities, etc. However, the Bar Associations of the provinces and cities have performed their work well and achieved many results. Therefore, the President of the Vietnam Bar Association commended the working spirit of the units. At the same time, he hoped that the Bar Associations of the provinces and cities would continue to promote the achieved results and overcome difficulties to carry out their tasks.

In addition, the President of the Vietnam Bar Association also requested the Emulation Cluster to prepare well for the congresses of Bar Associations at all levels next year. In the last 6 months of 2023, units need to develop a specific plan for organizing the congress to estimate costs, seek opinions on personnel, etc.

In addition, the units must participate in the tasks assigned to the Bar Association by competent authorities, such as summarizing the people's defense lawyer system, amending the Law on Commercial Arbitration, legal support projects for businesses, projects to promote the role of the Bar Association in legal dissemination, and building a set of judicial indexes.

In addition, the President of the Bar Association also announced a number of contents and tasks that need to be prepared for the 70th anniversary of the Association's founding in 2025 for localities to implement.

Election of Cluster Leader and Deputy Cluster Leader in 2024

At the conference, the Emulation Cluster also organized the election of the Cluster Leader and Deputy Cluster Leader for the 2024 Emulation Cluster.

Accordingly, by voting, the conference elected Khanh Hoa Provincial Bar Association as Cluster Leader, Ha Tinh Provincial Bar Association as Deputy Cluster Leader of the Emulation Cluster of Bar Associations of the Central Coastal and Central Highlands Provinces in 2024.
