The report at the conference showed that, after nearly 2 years of implementing the Coordination Regulations, the 3 Offices have been recognized by the City leaders and highly appreciated by the Central agencies, provincial and municipal offices across the country for their working methods and service attitudes. Thereby, a working method that is interconnected, timely, tight, and effective in carrying out political tasks related to the functions and tasks of all 3 offices has been initially formed.

Accordingly, the work program was consulted earlier to serve as a basis for agencies and units to implement. Meeting schedules and work schedules ensure scientific and effective results. The development and implementation of weekly, monthly, yearly and full-term work programs and plans and programs, plans, projects, directives, resolutions, decisions and announcements of conclusions at the City Party Committee's conferences are in the direction of detailed and specific assignment, ensuring consistency, comprehensiveness, no overlap, and high efficiency.

In addition, the coordination work of preparing facilities meets the requirements. The coordination of serving conferences and regular meetings according to the work program of the City Party Committee, People's Council, People's Committee, National Assembly Delegation of Hanoi , and important events in the city is ensured to be tight and effective. The work of receiving citizens, handling petitions, complaints, denunciations, recommendations, and reflections of citizens is advised to be resolved according to authority. Thereby, contributing to maintaining political security, social order and safety, limiting the occurrence of complaints beyond the level, especially not allowing the emergence of "hot spots" of security and order.

In addition, ensure that the network and computer systems operate regularly, smoothly, securely, and safely to serve the leadership, direction, and administration of the City's leaders and the professional work of the officers and civil servants of the three agencies. The specialized departments of the three offices have coordinated well to proactively advise the leaders of the three offices in performing political tasks related to the functions and tasks of each unit.

Specifically, from January 1, 2023 to June 30, 2024, the 3 offices coordinated to advise and serve 76 Standing Committee Conferences of the City Party Committee, 36 Standing Committee Conferences, 8 City Party Committee Conferences, and quarterly periodic meetings between the Standing Committee of the City Party Committee - People's Council - People's Committee of Hanoi with leaders of departments, branches, districts, towns and cities. Regarding coordination in information technology, document and archive work, from October 3, 2022 to June 30, 2024, the 3 offices coordinated to conduct 45 online conferences, 10,306 bridges and 419,949 delegates.

The three offices have directed relevant specialized departments to proactively coordinate well in receiving citizens of agencies according to the Law. Accordingly, from October 2022 to June 2024, the Office of the City Party Committee received, studied, and advised on the handling of 979 petitions; forwarded and advised on the transfer of 698 petitions to competent agencies for settlement according to the direction of the Standing Committee of the City Party Committee.

The Standing Committee of the City People's Council received and handled 1,454 complaints, denunciations, recommendations, and reflections from citizens and issued 281 documents for handling. Up to now, the cases have basically been considered, resolved, and responded to by competent authorities according to regulations. The Hanoi National Assembly Delegation has received and handled 831 complaints, denunciations, recommendations, and reflections from citizens sent to the Delegation by post, through voter contact, etc.

Ensure tasks in consulting, information and synthesis

Speaking at the conference, delegates acknowledged that in recent times, the coordination between the offices of the three agencies has been innovated, demonstrated through the early development of work programs; the review and urging of the implementation of the conclusions of the Standing Committee, the Standing Committee of the City Party Committee, the People's Council, and the City People's Committee have been strictly implemented, creating changes in the general management of the City and the implementation of departments and branches. In addition, the quality of consulting documents has improved, directly affecting the administrative reform work of the City.

Along with that, the delegates also proposed to hold regular meetings with the leaders of the 3 offices and the Heads of the affiliated specialized departments to discuss, coordinate and resolve difficulties and problems arising in the process of implementing the Coordination Regulations. At the same time, coordinate more closely, especially in coordinating information earlier on the schedule of conferences and major meetings of the City Party Committee, People's Council, National Assembly Delegation and City People's Committee to avoid overlapping schedules. In addition, continue to promote training and fostering to improve capacity and qualifications; build a uniform team of cadres to meet the requirements of performing well the assigned tasks.

In the coming time, the offices of the three agencies will continue to coordinate regularly to review, revise, promulgate or advise competent authorities to revise and promulgate working regulations, work processing processes, administrative procedures, strengthen monitoring and urging the implementation of tasks assigned by the City on the basis of applying information technology, digital transformation and promoting administrative reform.

Continue to strengthen coordination and information exchange to advise on the development of work schedules, meeting schedules, and periodic weekly, quarterly, and monthly work programs of the Standing Committee, the Standing Committee of the City Party Committee, the Standing Committee of the People's Council, the People's Committee, and the National Assembly Delegation of Hanoi City to avoid overlaps and ensure scientific and effective results.

Coordinate and well implement tasks in staff work, information, synthesis, ensuring attentive service for regular and unexpected activities of the Standing Committee, Standing Committee of the City Party Committee, Standing Committee of the People's Council, People's Committee, National Assembly Delegation of Hanoi City, especially the key political tasks of the City.
