Yen Bai province built thousands of houses, helping poor households with housing difficulties stabilize their lives.
From the beginning of March 2025 until now, the whole country is in a festival - a festival to eliminate temporary and dilapidated houses, as the message of the head of the Government gave at the 3rd meeting of the Central Steering Committee to eliminate temporary and dilapidated houses nationwide, that: It is "a command of the heart" and "only discuss action, not retreat", so that by the end of October 2025, the Program to eliminate temporary and dilapidated houses nationwide must be basically completed.
The work with profound humanistic meaning is like a "gift" that the Party and State want to send to the people, especially those with meritorious services, the poor, the disadvantaged, and ethnic minorities with the spirit of settling down before starting a career. This is also a solid foundation for the country to enter the era of development.
Must do because of "heart command"
On the afternoon of March 10, 2025, speaking at the 3rd meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that 2025 is a year with many major holidays, important anniversaries, and important events. Therefore, the Party and State want to have a meaningful "gift" for the people, especially the poor, the disadvantaged, people in remote areas, and ethnic minorities.
Demonstrating the above determination, on March 10, the Prime Minister decided to allocate 509.7 billion VND of the 5% savings from the 2024 regular expenditure of the targeted supplementary central budget to 7 localities and transfer 1,022.1 billion VND of the unused 5% savings from 28 localities to 16 localities lacking capital; allocate 999.967 billion VND of the 5% savings from 2024 regular expenditure of 8 localities to 15 localities to support the elimination of temporary and dilapidated houses for poor and near-poor households.
Identifying the elimination of temporary and dilapidated houses as a “command of the heart,” over the past 10 days, provinces and cities have taken action with urgency and high responsibility. Statistics on the number of completed and started houses sent from localities to the Central Government, which have also been continuously updated and supplemented, have shown the spirit and determination of the entire political system, social organizations and people joining hands in a “race” to eliminate temporary and dilapidated houses, so that the poor and those facing housing difficulties can truly have a stable home.
The Prime Minister chaired the third meeting of the Central Steering Committee on eliminating temporary and dilapidated houses.
According to the latest report of the Ministry of Ethnic Minorities and Religions, currently, 54 localities have approved the need for temporary houses and dilapidated houses to be removed in the area to serve as a basis for organizing support implementation. This number has increased by 6 localities compared to the previous updated report, namely Ninh Binh, Ha Tinh, Ben Tre, An Giang, Quang Tri and Binh Duong provinces.
Specifically, Binh Duong province has approved the need to eliminate temporary and dilapidated houses, including 455 units. Of which, 50% of the need will be completed by April 30, 2025; and the elimination of temporary and dilapidated houses will be completed by June 30, 2025. Ninh Binh province has approved the need to eliminate temporary and dilapidated houses, including 1,216 units.
Ha Tinh province has also approved the need to eliminate 1,374 temporary and dilapidated houses. An Giang province has approved the need to eliminate 3,156 temporary and dilapidated houses. Quang Tri province has approved the need to eliminate 7,663 temporary and dilapidated houses. Ben Tre province has approved the need to eliminate 2,101 houses.
Ninh Binh, Ha Tinh, An Giang, and Quang Tri provinces are all striving to complete the elimination of temporary and dilapidated houses in the third quarter of this year. Ben Tre province is striving to complete the plan by December 31, 2025.
Localities are determined and make great efforts
To promote the program of eliminating temporary and dilapidated houses, according to the representative of the Ministry of Ethnic Minorities and Religions, currently, localities across the country have established 8,706/8,883 commune-level Steering Committees to implement the elimination of temporary and dilapidated houses (an increase of 114 communes).
Implementing the direction of the Prime Minister, Head of the Central Steering Committee at the 3rd meeting of the Steering Committee, the Ministry of Ethnic Minorities and Religions - the standing agency of the Steering Committee, has completed the dossier to submit to the Prime Minister for decision on the reorganization of the Steering Committee members; 2 localities, Da Nang and Quang Nam, have issued decisions on the reorganization of the Steering Committee members.
As of March 17, 54 localities have issued regulations on the organization and operation of the Provincial Steering Committee, an increase of 1 locality, Binh Thuan province. Localities have completed the issuance of the Plan to implement the elimination of temporary and dilapidated houses in their localities, of which 61 localities have issued plans; only 2 localities, Hanoi and Hai Phong, have not issued plans because there are no more temporary and dilapidated houses.
Notably, last week, another locality, Bac Ninh province, completed the Program to eliminate temporary and dilapidated houses on the occasion of the 95th anniversary of the Party's founding. In addition, 14 localities are determined to complete the program in the second quarter of 2025 and 22 localities are determined to complete the program in the third quarter of 2025.
The program's goal is to basically complete the elimination of temporary and dilapidated houses nationwide by October 31, 2025.
The above reality shows that provinces and cities across the country are highly determined and making great efforts to complete the goal of eliminating temporary and dilapidated houses by 2025. For example, in Nghe An province, in the process of implementing the elimination of temporary houses, there have been certain difficulties, but with high determination, up to now, this province has had 8/20 districts, cities and towns complete the program; the remaining localities are urgently implementing it.
Determined to complete the goal of eliminating 100% of temporary and dilapidated houses before June 30, 2025, the Party Committees and authorities at all levels of Thai Binh province are also focusing on and making efforts to build and repair houses for poor, near-poor and disadvantaged households. As of March 13, Thai Binh province has started to build and repair 1,088 houses for poor and near-poor households.
Ca Mau province is determined to strive to basically complete the Temporary Housing Elimination Program by June 30, 2025.
Meaningful work, loyal to fellow countrymen
Although in the process of implementing the program to eliminate temporary and dilapidated houses, some localities still face many difficulties due to lack of funding, with a program of profound humanitarian significance of our Party and State towards the people, all localities are unanimous in their determination to "absolutely do this."
Faced with difficulties, in recent meetings, the head of the Government also requested that localities, ministries and branches need to clearly assign "people, work, results, progress and responsibilities" and at the same time promote the spirit of "whoever has something helps, whoever has a lot helps a lot, whoever has little helps a little, whoever has merit helps merit, whoever has property helps property"; and mobilize local human and property resources, the help of people, relatives, neighbors, and mass organizations, to resolutely achieve the set goal of eliminating temporary and dilapidated houses.
With that spirit, in recent times, many provinces, cities, organizations and unions have also organized the Launching Ceremony of "Joining hands to eliminate temporary and dilapidated houses", thereby receiving enthusiastic response from organizations, business communities and philanthropists.
For example, in Lang Son province, after a short time of organizing the launching ceremony of "Joining hands to eliminate temporary and dilapidated houses", the province received more than 176.7 billion VND from donations from organizations, business communities, and philanthropists inside and outside the province. Of which, 28 organizations and businesses registered with donations ranging from 1 billion to 50 billion; typically, the Vietnam Post and Telecommunications Group donated 50 billion VND.
Sharing at the ceremony to honor and reward collectives with many contributions to the Program held on March 17, Lang Son Provincial Party Secretary Hoang Van Nghiem emphasized: “This is an extremely valuable contribution, with profound humanitarian significance, demonstrating the concern and responsibility of organizations, business communities, and philanthropists for disadvantaged and vulnerable groups, meritorious people, and ethnic minorities in remote areas; demonstrating the morality of gratitude to meritorious people; the spirit of solidarity, mutual love; national love, and compatriots' affection.”
During a visit and working session with the People's Committee of Quang Nam province on the afternoon of March 18, Deputy Minister of Agriculture and Environment Vo Van Hung also emphasized that in recent times, although the province has faced many difficulties, Quang Nam has had breakthrough mechanisms and policies in implementing poverty reduction programs, developing the collective economy, and eliminating temporary and dilapidated houses.
Recently, Prime Minister Pham Minh Chinh also acknowledged, highly appreciated and commended the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, the Ministry of Construction, the Ministry of National Defense, the Ministry of Public Security, the Banking sector, ministries, agencies, localities, and sponsoring units for proactively and actively implementing effectively the assigned tasks and solutions, contributing to the very positive initial results of the program.
Up to now, the "race" to eliminate temporary and dilapidated houses with the goal of helping the poor and those with housing difficulties to truly settle down and stabilize their lives is spreading widely. Thousands of new houses have been, are being, and will be inaugurated, adding joy to poor households and those with housing difficulties. Although the completion time is getting shorter and shorter, with high determination, a specific roadmap, scientific implementation measures, and consensus from the Central to the localities, people have reason to expect that the program to eliminate temporary and dilapidated houses will "reach the finish line" before October 31, 2025.
That is also the motivation and foundation for the country to confidently enter a new era: an era of national growth, with people living in prosperity and happiness./.
