Creating a convenient bridge for people in digital transformation
Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57) is identified as a revolution, an inevitable trend, creating a breakthrough, creating the main driving force for development and integration.
In recent years, Hoa Binh province has been prioritizing the development of digital government to promote and lead digital transformation in society. Focusing on digital transformation in advantageous sectors and fields, applying digital technology in the internal operations of state agencies, and providing services to people and businesses. The province has established 1,482 community digital technology teams at the hamlet level and 151 community digital technology teams at the commune level with nearly 13,000 members. This is an "extended arm" of the Steering Committee on digital transformation at all levels, playing a key role in bringing digital technology and digital skills to the people.

Although she is not proficient in using devices to access and process administrative procedures (TTHC) as required on the network environment, when coming to the commune People's Committee headquarters to carry out administrative requests and transactions, Ms. Bui Thi Dan in Luong Ca hamlet, Ngo Luong commune (Tan Lac district) was enthusiastically guided and helped by the staff of the community digital technology team. Thanks to that, requests related to confirming information on granting land use right certificates for her family were quickly resolved on the network environment.
In Lien Son commune (Luong Son district), 22 community digital technology teams in 22 villages and hamlets have become a bridge for people in the commune, guiding and supporting people to register and use accounts on the public service portal and electronic public service application software. Thanks to that, 100% of the records received through the online public service portal at levels 3 and 4 were processed within the prescribed time limit, and were recognized and highly appreciated by the people.
Spend at least 3% of total budget expenditure on science and technology development
The efforts of the entire political system and the people's support in implementing Resolution 57 not only help Hoa Binh province improve its competitiveness but also open up more prospects for sustainable development. In 2024, the total factor productivity (TFP) ratio will reach 40%, the local innovation index (PII) will rank 44th nationwide. Digital infrastructure with 100% of communes invested in fiber optic broadband internet infrastructure, 4G mobile coverage by area and residential area is over 96%. The rate of online application submission is over 85%, the results of the assessment of the index of service to people and businesses in recent years are among the top 10 provinces and cities nationwide. However, one of the biggest difficulties is that the high-quality human resources for digital transformation are still lacking and weak due to the lack of experts and researchers working in the province, especially in the context of limited budget; the province also does not have specific policies on science, technology, innovation, etc.
To ensure the effective implementation of Resolution 57, at the meeting of the Steering Committee for Science, Technology, Innovation and Digital Transformation of Hoa Binh province on March 11, Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Phi Long requested units and localities to continue to improve telecommunications infrastructure; 80% of online public services at level 3 and level 4, ensuring 100% of administrative procedures are deployed online. Previously, on February 20, 2025, Hoa Binh province issued Action Program No. 33-CTr/TU on implementing Resolution No. 57 of the Politburo with contents closely following the direction of the Central Government. Accordingly, science and technology development must be consistent with the context of streamlining the apparatus; associated with the goal of building digital government and digital society; improving the quality of human resources; reforming administrative procedures; better serving the needs of businesses and people. This is considered one of the five development breakthroughs, becoming an important factor determining the socio-economic development of the province.
The objective of the Program is to strongly develop science, technology, innovation and digital transformation in the province to create a breakthrough in modern production forces and knowledge economy to improve productivity, quality, efficiency and competitiveness of the economy. Thereby, striving to develop science, technology, innovation and digital transformation of Hoa Binh province into the leading group in the Northern Midlands and Mountains region, with high-quality human resources and digital transformation in all fields.
Hoa Binh province strives to perfect mechanisms and policies to promote the development of science, technology, innovation and digital transformation of the province by 2030. Allocate at least 3% of the total annual budget expenditure for the development of science, technology, innovation and digital transformation, gradually increasing according to development requirements.
