The main contents of the working session include: The political security situation, social order and safety after transferring the tasks of the City Police and District Police to communes and wards; leadership work in socio-economic development to ensure national security and defense, Party building, and political system building in the first quarter of 2025 and preparation for implementing tasks in the second quarter of 2025; plans to arrange and merge the administrative apparatus at the commune level in the coming time.

On behalf of local leaders, Lac Duong District Party Secretary Nguyen Thi Chuc Quynh reported on the socio-economic situation and plans to merge communes and towns in Lac Duong.

According to the report, Lac Duong agricultural production still ensures the plan, growing compared to the same period. The total cultivated area is 11,261.5 hectares, reaching 60.6% of the plan, up 6.4% over the same period. Livestock activities develop stably with a total herd of over 10,783 cattle and poultry, reaching 90.3% of the plan, up 0.3% over the same period, the cold water fish farming area increased to 23.5 hectares, reaching 100% of the plan, up 38.2% over the same period, the output reached 390 tons.

The number of tourists visiting the district reached 695 thousand with revenue of 107 billion VND (reaching 25.3% in terms of number of visitors and 29.7% in terms of revenue compared to the 2025 plan, an increase of 106% in terms of number of visitors and an increase of 112% in terms of revenue compared to the same period).

In early 2025, Lac Duong continued to strengthen forest protection management and forest fire prevention and fighting. There were no violations of the Forestry Law in the district (4 cases decreased; area decreased by 612 m2, volume of damaged forest products decreased by 18,556 m3 compared to the same period). The district also continued to effectively implement the assignment of forest protection management with an area of ​​107,555 ha to 3,127 households and 14 collective units.

Land and mineral resource management is regularly focused on, thereby promptly detecting and handling violations, especially land leveling and illegal mineral exploitation. Currently, the district is directing and urging the completion of planning projects in the district.

Regarding public investment disbursement, the total public investment capital allocated in 2025 is 114,918 billion VND. As of March 18, the district spent 5,130 billion VND on basic construction investment, reaching 4.5% of the estimate.

As of March 18, the total state budget revenue in the area reached VND54.82 billion, reaching 22.5%; of which, the district revenue reached VND40.95 billion, reaching 22.3% (fees and charges collected reached VND19.28 billion, reaching 17.5%; real estate collected VND20.5 billion, reaching 30.1%; other budget revenue VND1.16 billion, reaching 17.7%). As of March 14, local budget expenditure was VND84.92 billion, reaching 18.7% of the estimate, of which regular expenditure was VND61.4 billion, reaching 15.4% of the estimate.

In the national poverty reduction program in 2025, Lac Duong strives to eliminate all 21 poor households. To date, the district has started construction of 8/8 new charity houses, striving to complete before April 30, 2025. The district has also completed the Party Congress of the grassroots Party Committee (76/76 Party cells).

At the meeting, Lac Duong leaders proposed a plan to arrange 6 commune-level administrative units of the district into 2 commune-level administrative units.

Comrade Bui The - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Lac Duong district reported on work from the beginning of the year until now.

According to comrade Bui The - Chairman of Lac Duong District People's Committee, the socio-economic situation of Lac Duong from the beginning of the year until now has been relatively good. Although local budget collection is currently slow, it is likely that in the second quarter of 2025 it will be on schedule.

Currently, the district is speeding up local projects such as the Children's House and dredging Dan Kia Lake with a budget of about 70 billion this year. If accelerated, the disbursement of public investment capital in the district will be able to reach about 50% by the end of the second quarter of 2025.

Comrade Dang Duc Hiep - Member of the Provincial Party Standing Committee, Secretary of Da Lat City Party Committee reported at the meeting.

On behalf of Da Lat City, on behalf of the Party Committee and government, Secretary of Da Lat City Party Committee Dang Duc Hiep reported to the provincial leaders on security and order as well as the city's socio-economic situation in the first quarter of 2025.

Accordingly, the transfer of tasks of the City Police to the commune and ward levels has been well organized by the city, with smooth coordination between levels and functional units, timely, clear and specific transfers, so security and social order are ensured.

In terms of socio-economics, Da Lat in the first quarter had growth in most areas; high-tech agriculture was associated with building a chain of links; building and promoting brands, especially the Da Lat brand - Miraculous crystallization from good land, which received the city's attention and created favorable conditions for development.

Agricultural production ensured seasonal progress, annual crops were planted on about 3,786 hectares, reaching 24.8% of the plan and 99.5% of the same period. Perennial crop area reached 6,358 hectares, an increase of 172 hectares compared to the previous year. Since the beginning of the year, there have been no outbreaks of disease in livestock and poultry.

Industrial production value, total retail sales and social consumer service revenue, exports, and transportation revenue in Da Lat from early 2025 to present have increased compared to the same period. The total number of tourists increased by 6% over the same period, of which international visitors increased by 39%, the number of tourists to the city increased sharply during the Lunar New Year.

Construction order violations decreased by 1 case compared to the same period; the city also discovered and handled 5 violations of the Forestry Law, an increase of 4 cases compared to the same period; the area damaged by deforestation increased by 0.08 ha compared to the same period; the volume of damage increased by 20.4 ^m3 compared to the same period.

However, Da Lat leaders said that budget collection in the area faced many difficulties and did not ensure collection progress, mainly revenue from houses and land still had some problems when implementing the 2024 Land Law.

The city is currently focusing on directing and synchronously implementing solutions to prevent revenue loss, speeding up the auction of houses and land at approved addresses, and implementing tax collection projects in various fields. As of March 17, the total budget revenue managed by the city was VND280,388 billion, reaching 11.9% of the annual estimate, equal to 79.7% over the same period. Total local budget expenditure was VND267,449 billion, equal to 17.7% of the estimate, equal to 97.2% over the same period.

Currently, Da Lat has established 3 working groups to focus on removing obstacles, inspecting and urging construction projects in the area. Disbursement as of March 17 was 47,038 billion VND, reaching 6.59% of the plan; the city is focusing on site clearance to speed up construction progress and disbursement of projects.

Da Lat is also submitting for appraisal the zoning plan of the 765-hectare Central Area; organizing the review and development of a plan to complete the task of covering the zoning plan on urban construction land. To date, 22/25 zoning plans have been approved.

The city continues to carry out the task of appraising and approving 5/6 detailed planning projects; completing the planning scheme for Anh Sang Park, Tran Quoc Toan, Xuan Huong and is reviewing projects, making statistics of all suspended planning in the area, reporting and proposing to the Provincial People's Committee for handling. In public investment, the city is promoting the acceleration of projects in the area, promoting public investment disbursement.

Comrade Dang Quang Tu - Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Da Lat City spoke and reported on work in the first quarter and directions and tasks for the second quarter of 2025.

According to comrade Dang Quang Tu - Chairman of Da Lat City People's Committee, the most difficult thing now is planning and resettlement work.

Another issue that the city is concerned about is that the state budget revenue is still low, in the first quarter of 2025 it only reached 11.9% of the annual estimate, equal to 79.7% over the same period (not reaching the average progress of 19%). The implementation of planning work is still slow, affecting the investment progress of the province and city; the implementation of projects, although directed strongly from the beginning of the year, is still slow, not ensuring the requirement of disbursement of public investment capital is still low.

Compensation and site clearance work still faces difficulties; forestry violations have increased in all three criteria compared to the same period last year. The situation of street vendors and encroachment on roads and sidewalks has not been completely resolved. Environmental sanitation work at the two settling lakes is polluted and smells, affecting the image of the city and there is no fundamental solution to completely handle it.

At the meeting, the leaders of the City People's Committee proposed 3 options for arranging, merging, and organizing the administrative apparatus of commune-level units; at the same time, they pointed out the key tasks to be implemented in the second quarter of 2025.

According to Lam Dong Provincial Party Committee Standing Deputy Secretary Pham Thi Phuc, the recent merger of a number of administrative units, departments and branches has also caused certain disruptions in terms of personnel and work. However, the Standing Deputy Secretary requested that cadres, civil servants and public employees in the province need to approach quickly to respond to work effectively.

Comrade Pham Thi Phuc also requested that the two localities of Da Lat and Lac Duong need to have solutions to speed up budget collection, and immediately resolve any problems; it is necessary to strengthen forest protection, ensure security and order, and do a good job of ideological work for cadres, civil servants, and public employees during the current transition and merger period.

Regarding the arrangement and merger of commune-level administrative units, the Standing Deputy Secretary of the Provincial Party Committee noted that it is necessary to pay attention to neighboring communes and wards of districts and cities; it is necessary to arrange and organize new communes in a reasonable geographical distance, harmoniously, easily in management, and promote development space for new administrative units.

In his concluding remarks, Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc affirmed that 2025 was identified by Lam Dong as the year of acceleration, breakthrough to the finish line, and double-digit growth, but this is also the year Lam Dong, together with the whole country, carries out a revolution in streamlining, arranging, and organizing the administrative apparatus, requiring all cadres, civil servants, and public employees of the province to participate with high responsibility.

The Acting Secretary of the Provincial Party Committee noted that there are many reasons for slow budget collection and disbursement of public investment capital. The end of the first quarter of 2025 did not meet expectations, but one reason that needs to be overcome soon is the poor participation of the provincial cadres, civil servants and public employees.

In the arrangement and merger of commune-level administrative units, the Acting Secretary of the Provincial Party Committee requested that leaders and members of the Standing Committee be quick and proactive in grasping the policy and direction, urgently and decisively implementing, methodically and systematically, and need to provide a specific roadmap and implementation methods; strengthen the leadership and direction of the Standing Committee of the District Party Committee and the City Party Committee, aiming at local characteristics and practicality and effectiveness.

Acting Provincial Party Secretary Nguyen Thai Hoc also requested that in the management of the two localities, by June 30 this year, when the district-level administrative unit's operations end, the localities must achieve 50% of budget revenue and public investment disbursement according to the plan set at the beginning of the year.

Localities need to re-evaluate specifically at the end of the first quarter of 2025, strengthen inspection and supervision, to promote implementation in the coming second quarter. He suggested that localities strictly implement the requirement for communes to report weekly work progress to the district level, and every 2 weeks the district level reports to the provincial level to promote work. Localities in the coming time need to pay attention to reviewing and re-evaluating commune-level cadres based on the effectiveness of handling and completing work.

Regarding security and order, localities need to grasp the situation and all developments at the grassroots level. Regarding arrangement and merger, the whole province has 137 communes and wards, the province plans to arrange 36 units. However, it is necessary to carefully study the Central's criteria and the practical situation in the locality when proposing an arrangement plan to promote the development advantages of the communes, in accordance with the management work.

Therefore, Acting Secretary of the Provincial Party Committee Nguyen Thai Hoc requested the Standing Committee of the Lac Duong District Party Committee and the Da Lat City Party Committee to provide specific instructions, analyze and evaluate the advantages and difficulties of each locality scientifically, both the localities in the district, city and the neighboring districts in the merger, then conduct exchanges, discussions and propose plans to arrange the communes and wards before reporting to the province.
