Some lecturers of Can Tho University who were sent for doctoral training did not return to the school to take up their duties after graduation, affecting the school's operation and development plans.

Brain drain to the private sector and abroad
Can Tho University said that by the end of 2024, the school will have 1,596 officials and employees (including 1,130 teaching staff, the rest are administrative and support staff...) and thousands of students.
The school recognizes that although the teaching staff has high professional qualifications and rich experience in teaching and scientific research, the proportion of lecturers with doctoral degrees is still low compared to the expectation of developing highly qualified and high-quality human resources.
According to the report of Principal Tran Trung Tinh, Can Tho University currently does not have a strong policy to attract highly qualified human resources like non-public universities.
“Attracting highly qualified people in specific fields such as health, science, technology, etc. is difficult because salaries and benefits are not really attractive,” the report stated, adding that “the mechanism for recruiting, attracting and retaining talent still has many shortcomings and is not suitable for the actual situation.”
The report of Can Tho University also mentioned the situation of labor migration from the public to the private sector and vice versa.
Accordingly, the number of officials and employees at Can Tho University who quit their jobs to work for businesses is there, but the number is not large. However, the number of officials and employees of the school who were sent to study and receive doctoral training but did not return after graduation is relatively large.
“This has a major impact on the school’s operation and development plans. The current legal regulations governing this content still have many shortcomings. Therefore, the brain drain to the private sector and abroad is constantly growing and becoming a worrying trend,” said a report from Can Tho University.
In fact, in 2023, the Inspectorate of the Ministry of Education and Training requested Can Tho University to include in the list of reimbursements for a number of lecturers studying for a doctorate abroad using the state budget due to non-compliance with regulations on time and progress reporting.
Proposal to recruit PhD holders as lecturers
The report also pointed out the shortcomings and limitations of Can Tho University such as the lack of highly qualified lecturers in key fields; the proportion of lecturers with doctoral degrees only reached nearly 58% compared to the target of 70% by 2025. In addition, the proportion of lecturers with doctoral degrees is unevenly distributed; the number of professors and associate professors increased but was concentrated in some key units of the university; some training units do not have professors, so they cannot meet the requirements of the development plan for doctoral training programs.
Regarding solutions, Can Tho University proposed creating a more favorable mechanism for recruiting high-quality teaching staff, especially in the fields of health sciences, information technology, and engineering; At the same time, the school proposed to be allowed to recruit people with doctoral degrees as lecturers; and to recruit highly qualified foreign workers to work at public higher education institutions.
