AFP news agency quoted a statement from the French President's Office on June 25 stating: "President Zelensky will be present at the opening ceremony of the conference to discuss Ukraine and especially the topic of security commitments."
EU members have approved an agreement on security guarantees and will sign it on June 27, according to European officials. Like other security agreements signed by Ukraine, this EU document is intended to increase future support for the conflict-torn country.
A draft seen by AFP said the EU would consider continuing to fund arms deliveries to Kiev, continue training the Ukrainian military and step up efforts to strengthen the country's defence industry. However, there was no specific commitment to new EU aid.
The French President's Office noted that the EU has collective security commitments to support Kiev, in addition to bilateral agreements between some member states and Ukraine.
Also on June 25, the EU extended the right of Ukrainian refugees to stay in the bloc for another year, until March 2026.
There are currently about 4.2 million Ukrainians registered as refugees across the EU, with Germany, Poland and the Czech Republic being the countries with the largest numbers.
Those seeking to flee the conflict in Ukraine can continue to count on EU solidarity, Belgian Secretary of State for Asylum and Migration Nicole de Moor said.
Those granted temporary protection also have the same rights as those in the EU, including residence permits, access to the labour and housing markets, health care, social benefits and access to education.
