According to AFP , the information above was given by EU High Representative for Foreign Affairs and Security Policy Josep Borrell at a press conference after a meeting of the EU Foreign Affairs Council in Luxembourg, but noted: "We need to reach full consensus on the proposal to lift the blockade of the Ukraine Support Fund."
According to him, the foreign ministers "have almost achieved this" and will certainly look to find a way to achieve full consensus of all member states on the proposal.
Mr Borrell has also announced plans to visit Ukraine before his term ends.
The European Peace Fund is an extra-budgetary military funding mechanism established in March 2021 with a total value of more than 17 billion euros ($18.5 billion) for the period 2021-2027.
Most of the mechanism's funds have been allocated to partially compensate EU countries for the money spent on military aid to Ukraine.
Also at the press conference, the EU diplomat said that it is necessary to increase sanctions pressure on Moscow as well as increase arms supplies to Ukraine, noting the high efficiency of the measures that Russia is taking to circumvent sanctions.
Noting that “peace in Ukraine should not be confused with surrender” by Kiev, Mr. Borrell also admitted: “There is a strategic logic in supporting Ukraine politically and militarily to force Russian President Vladimir Putin to negotiate, but this seems a very distant goal.”
