The Ministry of Public Security's Investigation Police Agency has just issued the conclusion of the investigation into the case that occurred at Phuc Son Group Joint Stock Company and other units and localities. In this case, the Investigation Police Agency has proposed to prosecute 41 defendants on various charges.

Among them, 5 former Provincial Party Secretaries were proposed for prosecution, including: Ms. Hoang Thi Thuy Lan (former Secretary of Vinh Phuc Provincial Party Committee), Mr. Le Viet Chu (former Secretary of Quang Ngai Provincial Party Committee) were proposed for prosecution for the crime of Receiving bribes; Mr. Pham Van Vong (former Secretary of Vinh Phuc Provincial Party Committee), Mr. Ngo Duc Vuong, Nguyen Doan Khanh (former Secretaries of Phu Tho Provincial Party Committee) were proposed for prosecution for the crime of Abusing position and power while performing official duties.

The investigation concluded that at the end of 2016, Nguyen Van Hau (Chairman of the Board of Directors of Phuc Son Group Corporation) met with Ms. Hoang Thi Thuy Lan, then Secretary of Vinh Phuc Provincial Party Committee, to ask for help with a number of projects in the province.

At Ms. Lan's office, the two sides discussed a number of projects in the province that were behind schedule, overdue, and subject to revocation, including the Vinh Tuong District Wholesale Market project (invested by Song Hong Thang Long Company) and agreed that Hau would buy back shares of Song Hong Thang Long Company to continue implementing the project.

After that, Ms. Hoang Thi Thuy Lan discussed with some leaders of Vinh Phuc Provincial People's Committee to create conditions for Hau "Phao" to continue implementing this project. According to the investigation conclusion, Mr. Hau "Phao" met, negotiated, and gave money to Ms. Lan so that the female Secretary of the Provincial Party Committee could direct relevant units to create favorable conditions for Thang Long Company to adjust and allocate land to implement the Wholesale Market Project.

According to the investigation conclusion, from 2017 to 2024, Mr. Hau gave money to Ms. Lan 3 times with a total amount of nearly 48 billion VND. Notably, among the bribes given to former Provincial Party Secretary Hoang Thi Thuy Lan, Mr. Nguyen Van Hau's testimony showed: On March 19, 2021, Ms. Lan called Hau to her home and said "there is an urgent matter, prepare 1 million USD for you immediately" and raised 1 index finger of his right hand. After that, Mr. Hau directed his subordinates to prepare 1 million USD and transfer it to Ms. Lan.

Regarding Mr. Pham Van Vong , the investigation concluded that in early 2010, although Phuc Son Group did not have enough capacity and experience to participate in the bidding for the Red River Left Dike project, Mr. Hau "Phao" influenced to implement the project. Specifically, Mr. Hau received Mr. Vong's consent to let Phuc Son Group participate in the construction of the project's packages in the form of designated bidding.

The investigation agency accused Mr. Vong, while holding the position of Secretary of the Vinh Phuc Provincial Party Committee, of abusing his position and authority to follow Nguyen Van Hau's request in directing and creating conditions for Phuc Son Group, despite not having sufficient financial capacity and construction experience, to still win the bid for package 01 and package 03 of the Red River Left Dike Project, contrary to the law.

With the above assistance, Mr. Pham Van Vong benefited 2 billion VND. Mr. Vong's actions constituted the crime of "Abusing position and power while performing official duties".

For Mr. Ngo Duc Vuong , In late 2008, while holding the position of Secretary of Phu Tho Provincial Party Committee, he created conditions for Phuc Son Group to participate in construction packages related to Hung Temple Historical Relic Site.

Although Mr. Vuong did not agree in advance to receive money from Mr. Hau, he took advantage of his position and authority to influence and direct the creation of conditions for Phuc Son Group to win the bid for the construction of the Festival Center Project at the Hung Temple Historical Relic Site by means of designated bidding. From there, the Hung Temple Historical Relic Site completed the procedures for Phuc Son Group to win the bid in violation of regulations. As a result, former Secretary of the Phu Tho Provincial Party Committee Ngo Duc Vuong benefited 500 million VND.

Former Chairman of Vinh Phuc Le Duy Thanh received money from Hau "Phao", gave it to his wife and in-laws to keep in a safe . After receiving a large sum of money from Hau "Phao", aka Nguyen Van Hau, Chairman of Phuc Son Group, Mr. Le Duy Thanh, former Chairman of Vinh Phuc Provincial People's Committee, gave it to his wife to keep.

Regarding Mr. Nguyen Doan Khanh , at the end of 2010, while holding the position of Secretary of Phu Tho Provincial Party Committee, Mr. Khanh was contacted by Hau "Phao" to discuss creating conditions for Phuc Son Group to win the PCCR contract for the Forest Fire Prevention Project.

After Hau's request, Mr. Khanh created conditions for Phuc Son Group, despite not having enough financial capacity and construction experience, to still win the above mentioned bid package in the form of designated bidding contrary to the law. Thereby, the Investigation Agency accused Nguyen Doan Khanh of profiting 1.5 billion VND.

In Quang Ngai, Mr. Le Viet Chu (former Secretary of the Provincial Party Committee) was accused of violating regulations while serving as Vice Chairman of the Provincial People's Committee to assist Nguyen Van Hau in implementing the Tra Khuc River South Bank Road project.

Specifically, at the end of 2011, Nguyen Van Hau, through his connections, met Mr. Chu and several other leaders. During the meeting, Hau asked Mr. Chu to create conditions for Phuc Son Group to participate in the project.

According to the investigation conclusion, Nguyen Van Hau met, negotiated, and gave money to Le Viet Chu and a number of other leaders so that these subjects could take advantage of their positions and powers to direct subordinates to create conditions for Phuc Son Group, despite not having enough financial capacity and construction experience, to still win the bid for package 12 of the Tra Khuc River South Bank Road project.

During the bidding and construction process, Mr. Le Viet Chu was accused of receiving 6 billion VND from the owner of Phuc Son Group.
