In this case, Nguyen Van Hau (Hau 'Phao', Chairman of Phuc Son Group) was proposed by the Investigation Police Agency to be prosecuted for the crimes of: Violating accounting regulations causing serious consequences, Violating bidding regulations causing serious consequences and Bribery.

The investigation agency believes that in the crime of Violating accounting regulations causing serious consequences, Hau "Phao" caused damage to state assets totaling 504 billion VND. In the crime of Violating bidding regulations causing serious consequences, Nguyen Van Hau caused damage to state assets totaling 459 billion VND.

The Chairman of Phuc Son Group is also accused of giving bribes totaling more than 132 billion VND, influencing leaders of several localities to take over projects, causing losses of more than 900 billion VND to the state.

Defendant Nguyen Van Hau had 1,419 real estates seized. Among them, there are 2 plots of land in Nha Trang, some real estate in Hanoi (real estate at 79 Nguyen Du, 120 Mai Hac De, in Nam Tu Liem district).

The Investigation Police Department seized 1,156 plots of land under the name of Thang Long Investment, Trade and Real Estate Joint Stock Company at the project of Agricultural and Food Wholesale Market, Warehouse System and Commercial Urban Area in Vinh Tuong District, Vinh Phuc Province.

The police also seized 36 plots of land in Vinh Tuong district, Vinh Phuc province; 200 plots of land in the agricultural and food wholesale market project, warehouse system and commercial urban area in Vinh Tuong district and the new urban area project in Tu Trung town and Vinh Tuong town, Vinh Phuc; 18 plots of land in the name of Phuc Son Group Joint Stock Company in the Phuc Son Commercial Center and Housing project, Vinh Tuong district and the social housing area in Lien Bao ward, Vinh Yen city, Vinh Phuc province.

During the investigation of the case, the defendants and related people have paid a total of more than 118 billion VND and 900,000 USD in compensation. Of which, Nguyen Van Hau has paid 24.17 billion VND.

Mr. Le Duy Thanh (former Chairman of Vinh Phuc Provincial People's Committee) paid 15 billion VND and 830,000 USD to remedy the consequences; Mr. Cao Khoa (former Chairman of Quang Ngai Provincial People's Committee) paid 6 billion VND and 20,000 USD; Mr. Le Viet Chu (former Vice Chairman of the Provincial People's Committee, former Secretary of Quang Ngai Provincial Party Committee) paid 6 billion VND; Mr. Nguyen Van Khuoc (former Vice Chairman of the Provincial People's Committee, Chairman of the Land Valuation Council of Vinh Phuc Province) paid 3 billion VND...

The Ministry of Public Security's Investigation Police Agency has seized: more than 41 billion VND; 1,116,800 USD; 1,452 land use right certificates (of which 1,427 real estates have been seized).

The investigation agency also seized 534 taels of SJC gold; 3 cars (Lexus, Mercedes and BMW); 52 computer cases, many phones and other assets.

According to the Investigation Police Agency, in addition to the defendants who have been prosecuted and proposed for prosecution, there are a number of individuals who have committed related acts and violations at different levels but there is not enough basis to consider criminal responsibility or have not reached the level of criminal prosecution.

Based on the level and nature of the violation, the Investigation Agency shall issue a written recommendation to the competent authorities for strict handling according to regulations.

During the investigation, the Investigation Police Agency also identified signs of violations by a number of related individuals. However, because the investigation period of the case has expired, the Investigation Agency has separated information and documents related to the violations of these individuals to continue investigating and handling later.
