Minimize power outages on Saturdays, Sundays and at night

On August 18, in Ninh Binh, the National Power Transmission Corporation (EVNNPT) held a workshop on technical management of the transmission grid for 7 months in 2023. The workshop aimed to comprehensively review technical management work, and at the same time find causes, difficulties, obstacles and solutions to overcome them in the coming time.

Many challenges in operation

Reporting at the workshop, Mr. Ninh Xuan Hiep, Deputy Head of EVNNPT Technical Department, said that as of July, EVNNPT managed and operated a large-scale transmission grid with about 29,600 km of lines, 187 transformer stations (TSAs) including 37 500 kV TSAs and 150 220 kV TSAs, with a total capacity of 121,150 MVA.

Over the past 7 months, the Northern power system has encountered difficulties in operating during the dry season even after energizing new projects and transferring part of the load to purchase electricity from abroad. The reason is that the load continues to grow strongly (about 7% for the North), while the additional power source is not much, and the power source distribution is not suitable for the load. Difficulties with the Northern source lead to high transmission on the Central - North interface, the "bottleneck" being the Ha Tinh - Nghi Son 2 - Nho Quan section.

Actual power loss was 2.26%, down 0.22% over the same period in 2022 (2.48%), 0.11% higher than the planned target (2.15%). In the first 7 months of the year, transmission grid incidents increased significantly compared to the same period last year, the main cause of incidents being line incidents due to lightning.

Many solutions for safe transmission grid operation

Despite many challenges, EVNNPT has proposed many solutions to ensure safe, continuous and stable operation of the transmission grid.

EVNNPT is developing a plan to ensure the operation of the transmission grid in the last months of 2023 and the following years, focusing on solutions to ensure the operation of the Central - Northern transmission grid with solutions to strengthen equipment inspection, heat emission screening, on-duty, monitoring the load-carrying operation of transmission lines and substations... in extreme situations, developing a plan to increase the phase-to-ground distance of poles with maximum deflection (when high load) at risk of violating the safety distance in 2024 and the following years.

EVNNPT continues to review and handle equipment defects; handle heat generation prevention; convert and replace disconnectors with higher rated currents to limit heat generation during high transmission and deploy the 500 kV double-circuit Vung Ang - Quynh Luu - Thanh Hoa - Nam Dinh - Pho Noi transmission line project to increase the load capacity of the Central - North interface.

EVNNPT is urgently implementing projects to reduce the load on high-load operating lines and transformers such as the project to increase the capacity of the 500 kV transformers of Hoa Binh and Thanh My substations, speeding up the progress of the 500 kV Vinh Yen substation to reduce the load on the Viet Tri substation; installing the 220 kV Thai Thuy substation to reduce the load on the Thai Binh transformer; speeding up the progress of the 220 kV Ba Thien substation to reduce the load on the Viet Tri substation...

Continue to improve technical specifications to select equipment that ensures operation, evaluate equipment defects to warn manufacturers, and temporarily stop equipment that does not ensure operation, has many incidents, defects, etc.

Regarding power loss, units arrange specialized human resources for power consumption management and grid calculation; organize training and fostering to improve professional skills in power consumption management...

In construction investment, EVNNPT invests in developing new power grids; renovating and preventing overloading of old power grids to ensure proper or ahead of schedule operation. This is an important solution to reduce power loss in 2023.

More drastic measures to improve transmission capacity

At the workshop, EVNNPT Board Member Vo Hoai Nam and EVNNPT Deputy General Director Luu Viet Tien satisfactorily answered the proposals of the units, and affirmed that the units have made great efforts to ensure the operation of the transmission grid.

EVNNPT leaders also recommended that Vietnam Electricity Group (EVN) evaluate the suitability of the staffing level for technical work at the technical departments of regional power transmission and at the technical departments of power transmission companies to recommend that superiors consider adjusting the scale of technical staff to match the scale of grid operation management.

Regarding transmission grid losses, EVNNPT recommends that EVNNPT's grid should be continuously expanded, shortening the power supply radius, improving reliability and helping to reduce power consumption of power grids of power companies. Therefore, it is recommended that EVN consider a harmonious allocation of power consumption, and at the same time consider the appropriateness of assigning transmission grid loss targets to EVNNPT because losses mainly depend on the operating method.

For unmanned substations, it is recommended that EVN consider further evaluating the labor quota for mobile operating teams to ensure sufficient forces in the event of: re-establishing shifts at substations; widespread SCADA incidents; supervising projects to renovate and expand substations; participating in training courses and conducting drills according to current regulations...

Regarding the power outage method, EVNNPT leaders recommended that dispatching levels arrange a reasonable power outage method, ensuring enough time for testing and repair work to ensure progress, quality and safety for the working unit, minimizing power outages concentrated on Saturdays, Sundays and at night...
