Ministry of Industry and Trade establishes interdisciplinary inspection team on rice export

The Ministry of Industry and Trade issued Decision No. 831/QD-BCT dated March 21, 2025 to establish an interdisciplinary inspection team for rice export business in the Mekong Delta.


Checking the implementation of legal regulations on rice export business

This activity aims to ensure transparency, stabilize the market and protect the interests of rice producers against domestic and international fluctuations.

The inspection team will inspect the rice export business of rice export traders in the Mekong Delta provinces on the situation of purchasing, importing and exporting rice for circulation reserves according to the provisions of Decree No. 107/2018/ND-CP dated August 15, 2018 of the Government on rice export business and Decree No. 01/2025/ND-CP dated January 1, 2025 of the Government amending and supplementing a number of articles of Decree No. 107.

Inspection period from September 2024 to the end of February 2025. Inspection time from March 25 to March 28, 2025.

Following the Government's direction in Notice No. 99/TB-VPCP dated March 11, 2025, the inspection team will focus on enforcing legal regulations on rice export business, strictly handling violations, and reviewing the supply-demand and price situation in the market.

The Ministry of Industry and Trade is also assigned to coordinate with relevant agencies to check for trade fraud, fraud in the origin of exported rice, as well as perfect regulations on rice export in the context of many market fluctuations.

The inspection team will work with key export enterprises, industry associations and local authorities to assess the current situation and propose solutions to stabilize the market. The inspection results will be reported to the Government before March 31, 2025.

The establishment of the inspection team is part of the Government's efforts to ensure sustainable development of the rice industry, while creating conditions for businesses to operate in a transparent and effective manner.

There are 44 enterprises subject to this inspection. The inspected traders are responsible for complying with the law on rice export business, ensuring transparency in buying, selling and exporting activities. Provide complete records and documents related to business activities, export contracts, and product origin as requested by the inspection team. Do not commit acts of commercial fraud, price manipulation, or circumvention of the law in rice export. Strictly comply with the State's regulatory measures, do not take advantage of the market situation to destabilize the rice industry. Closely coordinate with the inspection team, provide honest and timely information to serve the assessment and handling of violations, if any.

The Ministry of Industry and Trade also issued Document No. 253/XNK-NH dated March 21, 2025 to the Department of Industry and Trade; Department of Agriculture and Rural Development of the provinces/cities: An Giang, Can Tho, Dong Thap, Long An, Kien Giang, Tien Giang; Vietnam Food Association to coordinate in implementing the Inspection Team for rice export traders in the Mekong Delta provinces.

Ensuring supply and demand, stabilizing rice exports

According to Notice No. 99/TB-VPCP dated March 11, 2025, Deputy Prime Minister Tran Hong Ha directed the Ministry of Industry and Trade to preside over and coordinate with relevant ministries and branches to organize inspections of the implementation of the law on rice export business. The goal is to strictly handle violations, while reviewing the supply-demand and price situation in the market.

Previously, the Prime Minister's Official Dispatch No. 21/CD-TTg dated March 4, 2025 also requested ministries, branches and localities to synchronously deploy solutions to ensure supply-demand balance, stabilize rice exports and control price manipulation affecting the market.

The Ministry of Industry and Trade is also urgently completing the amendments to Decree 107/2018/ND-CP and Decree 01/2025/ND-CP on rice export business according to a shortened procedure, expected to be completed in March 2025.

The establishment of the inspection team is part of the Government's efforts to ensure sustainable development of the rice industry, while creating conditions for businesses to operate in a transparent and effective manner, maintaining the position of Vietnamese rice in the international market.
