On March 9, 2025, Prime Minister Pham Minh Chinh issued Official Dispatch No. 22/CD-TTg on a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development.
In an interview with Vietnam Business Magazine about the impact of Official Dispatch 22/CD-TTg on small and medium enterprises, Dr. Mac Quoc Anh - Vice President and General Secretary of the Hanoi Association of Small and Medium Enterprises (HanoiSME) said that the official dispatch is important in creating more favorable conditions for business activities.
Cutting at least 30% of administrative procedure processing time and 30% of business costs will help reduce the procedural and financial burden for small and medium-sized enterprises (SMEs), which often face resource constraints. The dispatch emphasized the abolition of 30% of unnecessary business conditions, creating a more open business environment for enterprises, while also mentioning the synchronous implementation of solutions to develop science and technology, innovation and digital transformation.
This includes promoting data sharing across sectors, driving economic growth based on digital technology and innovation. For SMEs, this opens up opportunities to access and apply new technologies, improving competitiveness.
Sharing about the challenges that the SME community in Hanoi is facing, Mr. Quoc Anh said that the SME community in Hanoi is facing difficulties in accessing capital, limitations in technology and management capacity as well as fierce competition in the market. Official dispatch No. 22/CD-TTg, with measures to cut administrative procedures and improve the business environment, can support businesses to overcome some of these difficulties.
“Simplifying administrative procedures helps businesses save time and costs, while promoting digital transformation and innovation creates conditions for businesses to improve their competitiveness.
However, to be effective, there needs to be close coordination between state agencies and businesses in implementing these policies. Businesses need to prepare human and financial resources to invest in technology and staff training,” said Mr. Quoc Anh.
In order for this telegram to truly come into practice and support businesses more effectively, the Vice President and General Secretary of the HanoiSME Association proposed that there should be close supervision of the implementation of the proposed measures. Accordingly, it is necessary to ensure that State agencies properly and fully implement the requirements on cutting administrative procedures and improving the business environment.
There should be a feedback mechanism from businesses to evaluate the effectiveness of these measures and make timely adjustments if necessary. Organizing dialogues between state agencies and businesses is also an effective way to listen to opinions and promptly resolve arising problems.
In addition to the contents mentioned in Official Dispatch No. 22/CD-TTg, SMEs need additional financial support policies such as loan packages with preferential interest rates to help businesses have capital to invest in technology and expand production. Along with that are training programs and support for digital transformation, helping businesses improve their capacity and adapt to new development trends.
“Creating conditions for businesses to participate in large supply chains is also a way to help businesses expand their markets and improve their competitiveness,” Mr. Quoc Anh recommended.
