(NLDO) - Government leaders require the new apparatus of the two science academies to be better than the old apparatus, to be put into operation immediately, to be inherited, to be stable, and to not leave any gaps.
On the afternoon of December 6, Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son worked with the Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences on summarizing the implementation of Resolution No. 18/NQ-TW on continuing to innovate and rearrange the organization and apparatus of the political system to be streamlined and operate effectively and efficiently; and the plan to rearrange the organization and apparatus of the two academies.

At the meeting, the two Deputy Prime Ministers requested the leaders of the two academies to urgently complete the summary report, comprehensively evaluating the implementation process of Resolution No. 18/NQ-TW and Resolution No. 19/NQ-TW; clearly pointing out the shortcomings, weaknesses, fundamental limitations, causes and solutions.
Along with that, develop a plan to arrange and streamline the scientific organization, in accordance with reality, as well as the goals and requirements in the new situation. The Government leader noted that the plan to arrange and perfect the apparatus and organization of the two academies must truly innovate in thinking, management methods, and administration of scientific research activities.
The two academies need to aim to form centers, research facilities, and national laboratories capable of connecting, gathering, and coordinating multidisciplinary and multi-field scientists at home and abroad to carry out key national scientific and technological topics and tasks, new and cutting-edge technologies.
The organizational structure and operation of scientific and technological research institutes and centers need to be innovated in the direction of promoting autonomy, developing scientific and technological enterprises, and private and business research institutes.
State budget management for science and technology innovation follows the development investment fund model with criteria for selecting, evaluating, and managing research topics and tasks flexibly, based on goals instead of processes, taking into account risk factors.
The Government leader also requested the two academies to propose a number of mechanisms and policies that are strong enough and outstanding in terms of finance, investment, facilities, and human resources. Focus on propaganda, politics, and ideology, create consensus and unity when implementing the arrangement and streamlining of the organizational apparatus, without disrupting or affecting the lives of cadres, civil servants, and workers. Ensure that the new apparatus is better than the old one, put into operation immediately, inheriting, and stabilizing, without leaving any gaps.
At the meeting, Deputy Prime Minister Tran Hong Ha requested the two academies to closely follow the content and orientation of the Central Steering Committee on summarizing Resolution No. 18/NQ-TW, the Government Steering Committee on summarizing the implementation of Resolution No. 18/NQ-TW, study and absorb the opinions of ministries and branches to submit a reorganization project, along with a draft decree on functions, tasks, powers, organizational structure...
The Government's plan to reorganize the two Academies of Science has proposed two options. Option 1: Merge the Academy of Social Sciences with the Academy of Science and Technology into the Vietnam Academy of Science; Option 2: Maintain the two Academies but reorganize and streamline the organization and staff, ensuring improved quality and efficiency of operations, meeting the requirements of the Vietnam Science and Technology Development Strategy.
