With the attention of the Central and the province, in recent years, the sea dike system of Hai Hau district has been gradually invested in construction and solid repair. Of the total 33.179km of sea dikes in the district, 23.65km have been solidly embanked; 1.51km of embankment in the area of Hai Loc and Hai Dong communes has been built with cells and is capable of withstanding level 9 and level 10 storms. The 1.1km long Con Tron embankment has just had its embankment roof repaired and additional wave-reducing mechanisms added; the 2.11km long Hai Thinh 3 embankment has just been upgraded and repaired on the inner side of the dike. There are 16 sluices along the entire sea dike line, of which 15 are operating well; sluices 1-5 in Thinh Long town have degraded... However, most of the sea dikes in Hai Hau district are single-line dikes and are located on weak, degraded ground, the dike surface is sunk, cracked, and the inner dike roof is susceptible to landslides due to heavy rain or waves overflowing the dike surface. The coast is located in the area of advancing and retreating seas. The alluvial land on the sea side is lowered, especially the dike sections: Con Tron, Hai Thinh 3, Hai Thinh 2 mine revetment... the flow is close to the dike foot, so when there is a high tide combined with strong winds, it creates big waves close to the dike body or heavy rain, causing landslides on the dike and revetment slopes. Specifically, at Con Tron revetment, location K20+500 to K21+633, Hai Hoa commune, the beach is lowered, the flow is close to the shore, some buy pipes are collapsed, the foot structure collapses, some pipes are no longer there; the revetment slope structure is eroded, sagging and often landslides. At location K25 to K27 of Hai Thinh 3 revetment, the beach is lowered, the flow is close; the revetment slope structure is heavily eroded, sagging and landslides occur. In particular, culvert 1-5 in Thinh Long town was built a long time ago, and is often exposed to salt water, so the culvert body and battery pillars are weathered; The body wall, head wall, and culvert groove are cracked and broken in some places; the beams and surface of the culvert are cracked, the concrete is exploded, exposing rusty and weak iron; the valve system for opening and closing the columns and floors is cracked, exploded, exposing iron; the stone roof and wing walls are sunk and the mortar joints are rotten...
To ensure the safety of the sea dyke during this year's storm season, the People's Committee of Hai Hau district has completed the District Steering Committee for Disaster Prevention and Search and Rescue (DSRP), assigned specific tasks to each member in charge of the area and field for implementation; assigned dyke plans, reserve material targets, means, and DSRP and DSRP forces to communes and towns. Directed units and localities to organize patrol and guard forces for the dykes according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development. In order to raise awareness and compliance with regulations on DSRP and DSRP, the People's Committee of the district has directed all levels, sectors, and localities, especially the radio system from the district to the grassroots, to regularly propagate and disseminate regulations on dykes; Organize PCTT and TKCN drills to train rescue and dike protection skills for functional forces, people, especially PCTT shock forces and people's dike management forces.
Comrade Do Hai Dien, Chairman of Hai Hau District People's Committee said: "The District Steering Committee for Disaster Prevention and Control regularly updates the Disaster Prevention and Control and Search and Rescue plan, response plans for each natural disaster situation in 2023 according to regulations, response plans for strong storms and super storms to ensure practicality and effectiveness according to the motto "4 on-site". Direct agencies and units to coordinate with the People's Committees of communes and towns to closely monitor weather and hydrological situations to promptly inform people, avoiding subjectivity and negligence. When there is information about storms and tropical depressions, the district will organize and assign a permanent force 24/24 hours... Comrade Nguyen Hoang Tuan, Vice Chairman of Hai Chinh Commune People's Committee said: Implementing the direction of the People's Committee, the District's Steering Committee for Disaster Prevention and Control, the commune has established a disaster prevention and control shock force consisting of 250 people including union members, youth, militia, and hamlet police... Coordinate with the District Department of Agriculture and Rural Development to organize training and practice skills on prevention, response, and overcoming the consequences of natural disasters and search and rescue for the shock force. When storms and tropical depressions make landfall directly in the area, the shock force is responsible for patrolling and protecting dikes, embankments, and culverts to promptly detect and report unusual phenomena to the Commune People's Committee for handling measures. At the same time, instruct people to reinforce their houses, anchor ships and boats in the right and safe places; Help people evacuate, remind pond and lagoon owners to take shelter in safe places and take on the task of responding to dike rescue, search and rescue; coordinate with functional forces to ensure security and order, overcome the consequences of natural disasters and restore production.
By synchronously and uniformly implementing disaster prevention and control measures from the district to communes and towns, especially the dike protection system, Hai Hau district is determined to ensure the safety of the sea dike system, effective disaster prevention and control, and protect the lives and property of the State and people in storm situations./.
