The Nong Khang airport project is invested in the form of BT (Build - Transfer), with the Lao Ministry of Transport and Public Works as the investor, the Civil Aviation Administration as the representative; Hoang Anh Attapeu Agricultural Development Company Limited as the contractor; Vietnam Airport Design and Construction Consulting Company Limited ADCC as the design consultant and supervisor according to the 3C standards of the International Civil Aviation Organization (ICAO).

The total investment of the project is 82 million USD, of which the initial contract value is 74 million USD and the construction value is 8 million USD. The project construction funding source is from Hoang Anh Gia Lai Joint Stock Company (HAGL) signed a contract to lend to the Lao Government, represented by the Lao Ministry of Finance. By December 2019, the project changed the lending entity from HAGL to HAGL Agrico. In 2021, THACO Group took over and operated HAGL Agrico Company, at the same time THACO also took over the Nong Khang airport project to continue to accelerate the handover progress.
Speaking at the inauguration and handover ceremony, Mr. Tran Bao Son, General Director of HAGL Agrico, emphasized the strategic role in economic development of Nong Khang airport for Hua Phan province in particular and the northeastern region of Laos in general, helping to quickly connect the region with the capital Vientiane and other provinces and cities.
In addition, Nong Khang Airport is located in the economic gateway area of Laos and Vietnam, which is an important factor promoting import and export development across the border of the two countries. The airport's operation not only helps develop tourism and economy for Hua Phan province but also symbolizes the sustainable friendly cooperation between the two neighboring countries of Vietnam and Laos. It is estimated that when completed, Nong Khang Airport will have a capacity to serve 100,000 passengers/year.

Mr. Phu Thong In Tha Seng, Director of Nong Khang Airport Construction Project, representing the project owner, said that the construction project is feasible according to ICAO airport standards. The construction of Nong Khang Airport is in Group 3C (Aerodrome Code 3C), able to accommodate 70-100 seat aircraft, mainly: ATR 72, MA-60 or equivalent.
Speaking at the ceremony, Mr. Tran Quoc Phuong, Deputy Minister of Planning and Investment, Vice Chairman of the Vietnam - Laos Cooperation Committee, emphasized that Nong Khang airport is one of the key projects that the senior leaders of the two Parties and States pay special attention to, and closely direct to complete and put into operation in compliance with regulations and technical requirements to ensure the quality of the project. This is an important project, contributing to improving and modernizing the transport infrastructure, promoting the socio-economic development of Laos in general and Hua Phan province in particular.

Mr. Tran Quoc Phuong also shared the difficulties that the project has experienced since the project started, especially the impact of the Covid-19 pandemic, but with the strong direction of the Party and State leaders; the strong coordination and participation of the Ministries, branches, the Cooperation Committee of the two countries, the Vietnamese Embassy in Laos, the functional agencies of the two countries and the efforts of the general contractor and construction unit, the difficulties and obstacles have been overcome, determined to complete the project, ensure quality and hand it over to the Lao Government today.
The Deputy Minister of Planning and Investment of Vietnam congratulated the Government of the Lao PDR, the authorities of Hua Phan province and the Lao people on the inauguration and operation of a large and important project, creating a breakthrough in connecting the capital Vientiane, other localities of Laos with Hua Phan province; aiming to connect Hua Phan with international airports of Vietnam and other countries in the region, promoting tourism development, trade, economic, cultural and social activities in the northeastern region of Laos in the coming time.
