Hanoi accelerates application of digital technology in agricultural production

The Hanoi People's Committee has just issued Plan No. 73/KH-UBND, laying the foundation for the strategy of developing high-tech agriculture in the city until 2030. This is an important step to modernize the agricultural sector, improve production efficiency and meet the needs of sustainable development of the capital.

Accordingly, by 2030, Hanoi strives to have at least 20% of science and technology tasks related to the application of high technology and digital technology in agriculture researched, applied and transferred to serve production.

At the same time, the city aims to increase the number of models, farms, cooperatives and enterprises applying high technology and digital technology in agricultural management and production by 10% to 20% each year. Cooperatives, enterprises and production households in concentrated agricultural areas will be encouraged to apply modern production and business plans, using electronic farm models and smart agriculture, and participating in the quality management and product consumption system.

In addition, Hanoi aims to establish and develop at least 10 enterprises with plans for high-tech agricultural production and business, and to be recognized according to legal regulations. A High-tech Agricultural Center will also be built and operated. In addition, the city will develop high-tech agricultural zones and areas according to approved planning, of which at least one zone will be recognized as meeting standards.

For effective implementation, the City People's Committee has proposed seven groups of specific tasks and solutions, focusing on key aspects.

First of all, Hanoi will strengthen research, development and application of science and technology, including building a database system on high-tech and digital technology solutions in agriculture. Every year, research and technology transfer tasks will be arranged to support production, while supporting organizations and individuals in registering intellectual property protection for high-tech agricultural products.

Second, the city will focus on perfecting mechanisms and policies to promote the application of high technology and develop smart agriculture. Policies to support the completion of infrastructure for concentrated production areas, policies on land concentration and accumulation, stable land fund planning and investment incentives, infrastructure, science and technology, and environment will be reviewed and issued. Difficulties and obstacles in implementing current policies will also continue to be reviewed and synthesized to propose amendments and supplements, ensuring they are consistent with reality.

At the same time, develop support policies to specify regulations on high-tech agriculture in the Capital Law; Research and promulgate mechanisms and policies to pilot the recognition of digital technology agricultural models at the City level.

Third, the application of high technology and digital technology will be strongly promoted based on the current status and policies. Production facilities, regions, high-tech agricultural zones, and enterprises and cooperatives applying advanced technology will be prioritized for development. A high-tech agricultural center is also a highlight in this strategy.

Fourth, training high-quality human resources is an indispensable factor. The city will organize training programs for managers, technicians, high-tech agricultural production and technical training for the people.

Fifth, Hanoi will focus on developing markets and services to support high-tech applications in agricultural production. Supporting industries such as agricultural machinery manufacturing, agricultural chemicals, livestock and processing equipment will be encouraged. At the same time, high-tech fairs and exhibitions will create opportunities for transactions and connections between parties, helping cooperatives and businesses participate in quality management systems and consume products more effectively.

Sixth, international and domestic cooperation in the application of high technology in agriculture will be promoted. The city will connect with international scientific organizations, leading provinces and cities in high-tech agriculture, as well as institutes, universities and enterprises to learn from experience, attract investment and transfer modern technology.

Finally, communication will play an important role in raising awareness among people and businesses about the benefits of high technology in agriculture, creating momentum for widespread participation.
