According to the above Notice, on December 3, the Standing Committee of the Hanoi Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2015 "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" met to give opinions on the draft orientation on reorganizing and streamlining the apparatus of the city's political system according to the direction and orientation of the Politburo and the Central Steering Committee.
After reporting and receiving the opinions of the City Party Executive Committee at the Conference on December 4; at the same time receiving the direction of the Central Steering Committee in Official Dispatch No. 22-CV/BCĐ dated December 5, 2024 on implementing the task of summarizing Resolution No. 18-NQ/TW; on that basis, the Standing Committee of the City Steering Committee concluded on the orientation of arranging and streamlining the organization of the city's political system, including 3 main parts: In principle; Some orientations for arranging and streamlining the organization; Assigning implementation.

One is to ensure the Party's comprehensive leadership over the work of streamlining and streamlining the apparatus in the political system.

Implement the merger of the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department.
End of activities of the Party Committee of the City Agencies Bloc and the Party Committee of the City Enterprises Bloc.
Report and ask for the Central Steering Committee's opinion on continuing the model of the Party Committee of the City's Universities and Colleges Bloc due to the city's characteristics as a place where many universities and colleges are concentrated.
The Standing Committee of the Hanoi Steering Committee also clearly stated the end of the activities of 3 Party Executive Committees and 8 Party delegations. These are the Party Executive Committee of the City People's Committee; the Party Executive Committee of the City People's Court and the Party Executive Committee of the City People's Procuracy; 8 Party delegations under the City Party Committee including: the Party Delegation of the City People's Council, the Party Delegation of the City Fatherland Front Committee, the Party Delegation of the City Labor Federation, the Party Delegation of the City Women's Union, the Party Delegation of the City Farmers' Association, the Party Delegation of the City Veterans' Association, the Party Delegation of the City Union of Science and Technology Associations and the Party Delegation of the City Union of Literature and Arts Associations.
The orientation on establishing 2 Party committees according to each block of Party agencies, mass organizations, People's Council, People's Committee, judiciary, and the Standing Committee of the City Steering Committee specifically states:
The Party Committees of the Party agencies, mass organizations, People's Council, and the City's Judiciary are directly under the City Party Committee, including Party Committees (Party cells) in the advisory and support agencies of the City Party Committee (Organization Committee, Inspection Committee, Propaganda Committee, Mass Mobilization Committee, Internal Affairs Committee, City Party Committee Office), Hanoi Moi Newspaper, Le Hong Phong Cadre Training School, People's Council, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and city-level mass organizations assigned tasks by the Party and State.
The City Government Party Committee is directly under the City Party Committee, including Party Committees (Party cells) in specialized agencies, public service units under the City People's Committee, the Management Board of Industrial and Export Processing Zones, the Management Board of Hoa Lac High-Tech Park, and a number of state-owned enterprises (depending on the scale and importance of the enterprise Party Committee).
According to the Announcement, the Hanoi Moi Newspaper is oriented to reorganize on the basis of merging 3 press agencies of the city's socio-political organizations (Labor Capital Newspaper, Women Capital Newspaper and Youth Capital Newspaper) into the Hanoi Moi Newspaper. The Standing Committee of the Hanoi Steering Committee also oriented to review all activities of the steering committees in the direction of ending their activities, only retaining the steering committees with truly necessary functions and tasks.
For agencies and units under the City People's Committee
For agencies and units under the City People's Committee, the Standing Committee of the Hanoi City Steering Committee directs:
Merge the Department of Planning and Investment and the Department of Finance.
Merge the Department of Transport and the Department of Construction.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
Merge the Department of Information and Communications and the Department of Science and Technology.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs; transfer the state management function of vocational education to the Department of Education and Training; transfer the state management function of social protection, children, and prevention and control of social evils to the Department of Health.
The Standing Committee of the City Steering Committee also directed to transfer the Religious Committee under the Department of Home Affairs to the Ethnic Committee, establishing the Ethnic - Religious Committee.
Research and propose reorganization plans for press agencies, public service units, and state-owned enterprises under the City People's Committee; review all activities of steering committees in the direction of ending their activities, only retaining steering committees with truly necessary functions and tasks.
For agencies of the National Assembly Delegation; People's Councils of cities, districts and towns
For the agencies of the City National Assembly Delegation; City People's Council and People's Councils of districts and towns; the Standing Committee of the City Steering Committee orients to continue to maintain the current organizational structure, the city level includes the Office of the National Assembly Delegation and City People's Council and 4 committees, the district level includes 2 committees; the establishment of additional committees of People's Councils at all levels according to the 2024 Capital Law will be specifically considered after stabilizing the city's organizational structure.
For Party committees, the City Party Committee Office; city departments, branches and sectors; the City Fatherland Front, city socio-political organizations, mass organizations assigned by the Party and State; the Hanoi City Steering Committee directs to review, streamline, reduce internal focal points, streamline staff, improve the effectiveness and efficiency of the apparatus and the quality of the staff, civil servants and public employees.
For districts, towns, and cities, the Standing Committee of the City Steering Committee requests research and proposes merging and dissolving a number of committees, agencies, and district-level Party Committee Steering Committees; specialized agencies under the district-level People's Committees similar to those in the City.
Specifically, merging the Propaganda Department and the Mass Mobilization Department of the district, town and city Party Committees; establishing two party committees according to the bloc: the Party Committee of the Party agencies, mass organizations, People's Councils, and justice at the district level and the Party Committee of the district-level government; merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs, transferring some functions and tasks to the Department of Education and Training and the Department of Health; merging the Department of Natural Resources and Environment and the Department of Economics.
Districts, towns and cities review all activities of the Steering Committees towards ending their activities, retaining only those Steering Committees with truly necessary functions and tasks.
