According to the organization's assignment, Mr. Ho Viet Hai, Deputy Head of the Mass Mobilization Committee, held the position of Deputy Head of the Propaganda and Mass Mobilization Committee of Nam Dan District Party Committee, starting from February 6. However, after only one day, this Deputy Head submitted a request for early retirement to the Organization Committee of Nam Dan District Party Committee. According to the procedure, Mr. Hai will receive the retirement decision from July 1, 4 years before the working age.
The Deputy Head of the Propaganda and Mass Mobilization Department of Nam Dan district said that he had been thinking about applying for early retirement since the end of 2024, before the Government issued Decree 178/2024/ND-CP (Decree 178) on policies for civil servants, public employees, and armed forces when restructuring the apparatus.
As a cadre who grew up from the grassroots, having worked for more than 30 years in many different positions, his capacity has been recognized and affirmed, although his training level is "patchy", Mr. Hai is confident that he can handle the new task well. However, he still decided to retire to create conditions for the organization to arrange the apparatus after the merger and streamline.
"When I retire, I will certainly feel a lot of disappointment, but streamlining the apparatus is a revolution that, as General Secretary To Lam said, requires sacrifices from people to make a breakthrough for the country. I think that my retirement is not a sacrifice, but the responsibility of a party member and a leader. In this revolution, party members must know where they stand and what to prioritize so that the movement can move forward.
In addition, the Government has also issued a policy mechanism, which in my opinion is strong enough to motivate and encourage retirees. Considering myself qualified, I voluntarily joined this group to give development opportunities to younger, more capable and qualified cadres with conditions to develop and contribute better," Mr. Ho Viet Hai confided.
Mr. Hai's decision not only received recognition and appreciation from the organization, but also received support from his family and children.
According to the plan to reorganize the political system of Nam Dan district, the locality has reduced 1 Party Committee and 2 specialized departments under the district People's Committee. Along with the consolidation, personnel work has also been carried out on schedule, receiving high consensus among cadres and party members.
According to the reorganization plan, the Department of Labor, War Invalids and Social Affairs (DOLISA) of Nam Dan district will be dissolved, and its areas of work will be assigned to the Department of Home Affairs, Department of Health, Department of Finance - Agriculture, and Department of Education and Training. Regarding the personnel plan, the Head of the DOLISA will be appointed as the Head of the Department of Culture - Information. Mr. Bui Trong Linh, Deputy Head of the DOLISA will assume the position of Deputy Head of the Department of Home Affairs of Nam Dan district.
Mr. Linh also applied for early retirement nearly 5 years ago to facilitate the organization's streamlining of the apparatus, while creating opportunities for young staff to develop and contribute.
"When I announced my decision to retire early, my family was hesitant and worried, but when they heard the specific analysis, that this was the responsibility of a cadre and party member towards the general policy of the Central, province and district, everyone supported it.
We are entering the 4.0 revolution, entering the era of national development. I have experience and working capacity, but compared to the number of young cadres who are well-trained, fluent in foreign languages, have skills and the ability to access new technology... there is still a gap. I retired early to ensure harmony in the work of organizing cadres, developing a suitable team of young cadres and meeting new development trends," said Mr. Linh.
According to Mr. Nguyen Danh Tue, Head of the Organizing Committee of Yen Thanh District Party Committee (Nghe An), up to this point, the plan to merge district-level Party committees and specialized departments has been completed, ensuring the set roadmap. The work of restructuring the apparatus is favorable when there is consensus and support from the key leadership team of the departments and offices subject to merger and streamlining.
Four key leaders, including: Head of the District Party Committee's Propaganda Department, Head of the Department of Culture and Information, Head of the Department of Economy and Infrastructure and Head of the Department of Health of Yen Thanh District, have submitted applications for early retirement, creating conditions for the work of arranging cadres. The person retiring early will retire at least 9 months, the person retiring at most 5 years.
Mr. Nguyen Danh Tue shared: "The key leaders of the above departments and offices voluntarily retired when we were just carrying out the initial process, there was absolutely no lobbying or influence at all."
According to Mr. Tue, in addition to the above personnel raising the sense of responsibility, pioneering spirit, and exemplary role of party members and leaders, this result is also a result of the methodical, public, and scientific implementation process of the locality.
Previously, the Organizing Committee of Yen Thanh District Party Committee assigned the Department of Internal Affairs and the district Social Insurance Agency to calculate the specific support level for each cadre subject to streamlining according to Decree 178.
Based on this data, the Standing Committee and the Organizing Committee of the District Party Committee held a meeting to clearly inform about the policy of streamlining the Party apparatus and the support policy for cadres and Party members who retire early. In addition, the concerns of the personnel were also thoroughly answered, and some wishes were met by the Standing Committee of the District Party Committee within its authority.
According to his wishes, Mr. Thai Son, Head of the Propaganda Department of the Yen Thanh District Party Committee, will officially receive the retirement decision from March 1, 4 years and 6 months before his working age. He said that this decision is not an abdication of duty but has been carefully considered on the basis of responding to and supporting the Party's major policy of continuing to innovate, streamline the organization of the political system, and operate effectively, efficiently and effectively.
"Faced with new tasks and requirements, in my field, I see the need for innovation, change, breakthroughs and "rebound" with new human resources. Besides, I also clearly see the determination of the Central Government in each decision, in the vision, in each policy mechanism so that those who retreat to the back can ensure their lives," Mr. Son shared about his decision.
Looking back on his 34 years of work, Mr. Son is satisfied with what he has devoted and contributed to the work, but he also has certain regrets and concerns. He believes that early retirement, in addition to the "tangible gain" of support according to Decree 178, is an "invisible loss" for those working in propaganda and political theory research when they have not participated in the District Party Committee Standing Committee for 5 years, have not contributed to or participated in activities with the organization. However, he had time to prepare and consider, and was recognized by the District Party Committee Standing Committee, the Organizing Committee, and his family fully supported him.
Deciding to step back to facilitate the organization in the arrangement work, Mr. Son expects the person assigned to the new responsibility to create a breakthrough, the new apparatus must be "compact" but "refined". He also expressed his trust in the next team and is willing to share experiences and wishes to share and accompany the young staff under the permitted conditions.
